With the demise of the sharp urban-rural divide as a framework for urban analyses, debates have arisen regarding the utility of the city as a theoretically significant construct. Recently however, the growing emphasis on globalization has brought the analysis of global cities into sharp focus. The countervailing trend emphasizes the significance of "the local." International sister-cities provide a site of analysis which illustrates the global-local interface and yet delves deeper. Initially conceived as a post-war means of developing friendships and cultural ties, sister-cities were based on similarities such as name or economic function. More recently, greater recognition has been given to the economic foundations and benefits of these connections. Providing an extension to an integrated approach to the study of sister-cities based on the multifold relationship between culture and commerce, this paper adds a further dimension by focusing on simultaneously operating multi-level entrepreneurial partnerships necessary to sustain active sister-city relationships. Drawing on New Zealand examples of twinning arrangements, it is demonstrated that the emergence and development of embedded partnership ties is vital to deriving sustainable economic and social benefits. While the global outreach of the sister-cities phenomenon appears to transcend the geographic confines of cities, strong locality considerations and local activism nevertheless predominate. A novel feature of this paper is the conceptualization of a hybrid form of entrepreneurialism, "municipal-community entrepreneurship," which is argued as a valuable facilitator of the economic and social vibrancy of cities. to the two cities, it is broadening out to include cultural and work exchanges. 相似文献

Recent perspectives on a capabilities view of the firm often recognize the need for firms to develop an external organization.
From a relational view of the industry, the external organization may include economic and non-economic exchange relationships.
The decision to combine both types of relationships and its relevance for the firm can be linked to their role for accessing,
generating and diffusing knowledge. More often than not, these decisions are however not unilateral. This paper discusses
the potential role that Technological Centers (TC’s), created by the collective initiative of some local firms, can play as
part of firms’ external organizations and emphasizes TC’s role in connecting economic and non-economic exchange relationships.
It is further suggested that the diverse motives and benefits perceived by firms in relating in and across the TC’s and, in
general, the relevance of sharing experiences within these contexts, should be seen in the wider context of firms’ specific

Financial institutions rely heavily on Value-at-Risk (VaR) as a risk measure, even though it is not globally subadditive. First, we theoretically show that the VaR portfolio measure is subadditive in the relevant tail region if asset returns are multivariate regularly varying, thus allowing for dependent returns. Second, we note that VaR estimated from historical simulations may lead to violations of subadditivity. This upset of the theoretical VaR subadditivity in the tail arises because the coarseness of the empirical distribution can affect the apparent fatness of the tails. Finally, we document a dramatic reduction in the frequency of subadditivity violations, by using semi-parametric extreme value techniques for VaR estimation instead of historical simulations. 相似文献

Some of the largest global insurers are actively pursuing the recently enacted Principles for Sustainable Insurance (PSI). While the concept of sustainability is often associated with a governance design that promotes stakeholder value, the PSI do not appear to be a call for stakeholder‐focused insurers. Rather, the PSI appear to be about internalizing tacit claims in the operations of insurers. Conceptual and empirical literature on shareholder value maximization suggests that when an insurer honors its tacit claims the value to shareholders increases. A key insight from practice is that a sincere pursuit of the PSI will expand the scope of corporate risk management. 相似文献

The paper tests a political economy theory of simultaneous government decision‐making on income redistribution through commodity policies and on public research investment in agriculture. We use data from 37 countries on agricultural protection and public agricultural research expenditures (PARI). The empirical results are consistent with the political economy hypotheses. The analysis suggest that structural changes in the economy have important effects on the political incentives for governments not only to subsidize or tax farmers, but also to invest in public agricultural research. Furthermore, the analysis supports the hypotheses that the impact of such structural changes on government decision‐making on PARI is non‐linear and conditional on other factors. Regarding the impact of political institutions, the results suggest that more democracy neither leads to more distortionary transfers (agricultural protection), nor to lower investment in public goods (PARI). ©2000 Elsevier Science B.V. Open innovation is increasingly popular among practitioners and scholars, but its implications for public policy making have not yet been analysed in detail. This paper explores a theoretical framework to structure the debate about public policy making that facilitates open innovation. We first define open innovation in terms of firms’ open innovation practices and external conditions that encourage enterprises to practice open innovation. We show that policies for open innovation are legitimate as traditional arguments like market and system failures continue to apply. Next, we identify several guidelines for policymaking. Rather than just offering R&D and interaction-oriented policies, we conclude that open innovation warrants attention in a broader range of policy areas, including entrepreneurship, education, science, labour markets and competition. Developing truly horizontal policies is a major challenge to facilitate open innovation in developed economies. 相似文献

This paper uses a price-leadership model of the international vanilla market to study the welfare consequences of alternative pricing policies for Madagascar, the leader, that also controls domestic production through a single-channel marketing system. Econometric estimates of the model are used for simulations of welfare and revenue changes and internal redistribution of income. Results indicate that Madagascar could have gained between 0.9% and 2.6% of GDP per year on average over the period 1981–91 by following optimal pricing policies, and that producers were overtaxed suggesting that political economy considerations played a role in the pricing decisions. 相似文献

The large decline in cooperation in surveys experienced in the first decade of the twenty first century has placed representative surveys in a veritable quagmire, although numerous researchers have shown that the decline in the total nonresponse has been much higher in administered surveys (face-to-face and telephone) than in self-administered (mail and web surveys). The move from the “traditional” mail survey to the internet survey has brought important changes, but, at the same time, new challenges have arisen related to the lower coverage and the reduced visibility, the need for certain skills to fill out a questionnaire, changes in response rates, etc. This is a self-administered survey that informs the addressees by mail that they have been selected to participate in a research survey to which they can respond either by using the paper questionnaire (in the letter there is a prepaid envelope), by means of a web questionnaire (accessing a link and using a password), or by telephone (the respondent provided a contact time telephone number via a prepaid envelope or by calling an answering machine). The respondents themselves, therefore, choose the mode of response. An analysis of the responses achieved by each modality shows that the majority of the questionnaires were received by ordinary mail (83.6 %), 359 by internet (14.4 %), and 51 were answered by telephone (2.0 %). 相似文献
