Economics at the Antitrust Division: 2017–2018

This article describes some of the work of Antitrust Division economists over the past year, with a focus on modeling. It begins by illustrating the mapping from evidence to prediction using tools for assessing the effects of mergers using Bertrand, Cournot, and auction models. It then turns to two hot topics in competition policy: the implications of claims of increasing margins for merger enforcement and the validity of claims of increasing concentration. Finally, it considers how mergers affect prices in bargaining models.     

Understanding the leadership perceptions of staff in China's hotel industry: Integrating the macro- and micro-aspects of leadership contexts

The objective of this paper is to understand the leadership perceptions of staff in China's hotel industry. This study integrates the macro- and micro-aspects of leadership contexts by identifying the contextual variables that affect leadership perceptions. In leadership research, industry setting, the hierarchical levels of an organization, and national culture are recognized as the contextual constraints that affect leadership perceptions, and these constraints were used in this empirical study. Four factors emerged from the factor analysis of a survey study: professionalism; integrity; masculinity or yang; and femininity or yin. A key finding indicates that both the industry setting and the hierarchical levels of an organization affect professionalism. Implications for the training and development of future international hospitality leaders and local staff are considered.     

The Production of Institutional Behaviour: A Constructive Comment on the Use of Institutionalization Theory in Organizational Analysis

I argue that the development of institutional theories of the formal structure of organizations have assumed that the implementation of institutional behaviours is a routine activity. This has resulted in a neglect of the problems facing organizations attempting to meet institutional demands. Data from a study of the adoption of professional institutions by accounting associations is used to identify four sources of problems in implementing institutional behaviours: (1) pragmatic difficulties; (2) conflicts with organizational “identities”; (3) inter-organizational conflicts; and, (4) intra-organizational conflicts. Résumé Cette étude soutient que les théories institutionnelles concernant les structures organisationnelles ont présumé que l'adoption de comportements institutionnels s'effectue de routine. Ceci a donc donnée lieu à un oubli des problèmes auxques doivent faire face les entreprises qui tentent de respecter les exigences institutionnelles. Les données d'une étude relative à l'adoption d'institutions professionnelles au sein d'associations comptables est utilisée pour identifier quatre sources de problèmes dans l'adoption de comportements institutionnels: (1) difficultés d'ordre pratique (2) conflits avec les diverses identités institutionnelles (3) conflits intra-organisationnels (4) conflits inter-organisationnels.     

Integrating Results from Children's Television Advertising Research

Children's television advertising is rapidly becoming a major concern to government agencies, citizens' groups and researchers in many areas of the social sciences. To this point there has been little integration of research efforts. This article presents a model of the processing of television advertising by children in order to organize and integrate previous research results and to act as the basis for suggesting future directions for research. The authors indicate that more involvement by advertisers is needed.     

Geography, insolation, and vitamin D in nineteenth century US African-American and white statures

Using a new source of nineteenth century US state prison records I contrast the biological living conditions of comparable African-Americans and whites. Although blacks and whites today in the US reach similar terminal statures, nineteenth century African-American statures were consistently shorter than those of whites. Greater insolation (vitamin D production) is shown to be associated with taller black and white statures and a considerable share of the stature difference between US blacks and whites was attributable to insolation and vitamin D production. Black statures increased during the antebellum period, while white statures declined. Black and white statures both decreased after the Civil War. Farmers were taller than workers in other occupations, and an alternative explanation for stature variation by social class is considered.     

Productivity and Producer Welfare in the Presence of Production Risk

Production risk is an inherent characteristic of agriculture and changes in production risk will affect the welfare of risk‐averse producers. Using standard concepts from the literature on uncertainty, we introduce a welfare measure which comprises total factor productivity (TFP), production risk and farmer risk preferences, and which reflects the impact on producer welfare of changes in production technology. An empirical application is carried out using data from a sample of Spanish dairy farms which shows how the positive impact of increases in TFP on welfare can be offset by increases in the risk premium (‘cost of risk’) to the point where welfare may decrease.     

Teaching the Minimum Wage in Econ 101 in Light of the New Economics of the Minimum Wage

The author argues that the recent controversy over the effect of the minimum wage on employment offers an opportunity for teaching introductory economics. Research findings on the minimum wage could be used to motivate alternative models of the labor market, such as monopsony and search models, and to teach students how economists test hypotheses with data.
