规划建设沿边经济带的政策思考

规划建设沿边经济带是巩固边疆的战略举措,有利于保障国土安全和边疆社会稳定,促进区域协调发展,增进民族团结,改善与邻国边疆局面的关系.目前,自然地理条件普遍较差,人口分布稀少,经济发展和基础设施建设滞后,城市发育不足,营商环境不佳是我国沿边经济带发展的主要制约因素.规划建设沿边经济带,应以地级行政区为基础单元,聚焦于培育新的经济增长极、完善区域性中心城市功能和改善营商环境,需要国家和地方政府的大力支持,推进体制机制创新,加强国内区域和国际区域次区域合作.     

安徽:打造农村文明交通名片

正近年来,随着农村道路建设步伐的不断加快和机动车辆的不断增加,农村交通安全问题也日益突出。安徽交警加强多部门协作联动,围绕实施"文明交通行动计划"工作重点,开展农村地区交通安全宣传工作,全力打造农村文明交通名片。推动文明交通进农村安徽省长助理、省公安厅厅长李建中对农村交通安全管理工作高度重视,在省十二届人大常委会第八次会议联组会议暨全省农村公路建设发展情况省人大代表专题询问会上,提出了以农村公路交通事故数下降、事故     

债权人主义视阈下商业银行大股东行为约束之完善

以利益相关者理论为基石的债权人主义是在商业银行特殊治理模式下对股东至上主义的制度修正.债权人主义下,发挥债权人的公众监督作用是强化商业银行大股东行为约束、实现债权人权益保护的重要途径.然而现行的商业银行大股东行为约束制度存在外部宏观审慎监管引发利益相关者的道德风险,内部商业银行公司治理独立董事作用难以发挥等公众监管实质缺失等问题.因此,债权人主义视阈下完善商业银行大股东行为约束,外部监管要充分发挥债权人作为重要利益相关者的公众监督作用,内部公司治理要重构董事会,发挥独立董事的"居中裁判"作用,为债权人的利益发声.     

Feed use intensification and technical efficiency of dairy farms in New Zealand

In recent years, the traditionally pasture‐based dairy farms in New Zealand have become more intensive by using higher proportions of supplementary feed. This trend has been attributed to a range of factors, such as productivity enhancement, overcoming pasture deficits and the improvement of body condition scores. However, there is a lack of knowledge as to how feed use intensification affects the technical efficiency of dairy farms in New Zealand. This paper addresses the research gap by estimating the impact of feed use intensification on the technical efficiency of New Zealand dairy farms, using a fixed effects stochastic production frontier model and a balanced panel of 257 farms from 2010 to 2013. The empirical results show that technical efficiency on New Zealand dairy farms is positively and significantly influenced by feed use intensification, herd size and milking frequency.     

Organisational regulatory legitimacy,entrepreneurial orientation,and SME innovation: an optimal distinctiveness perspective

The optimal distinctiveness perspective argues that firms face competing pressures to be both ‘like’ and ‘different from’ their peers. On the one hand, institutional scholars assert that firms need to be similar to peers in order to gain legitimacy. On the other hand, strategy scholars insist that firms need to strive to be different to gain competitive advantage. In order to enrich the optimal distinctiveness perspective, the present study builds a conceptual model that addresses the relationships among organisational regulatory legitimacy, entrepreneurial orientation, and SME innovation under the context of China’s transition economy. Our empirical results show that organisational regulatory legitimacy has an inverted-U relationship with SME innovation. Further, entrepreneurial orientation strengthens this inverse-U shaped relationship. That is, entrepreneurial orientation magnifies both the positive and the negative effect of organisational regulatory legitimacy on SME innovation. This study echoes to the call to conduct broader optimal distinctiveness research by integrating institutional theory and strategic management. Furthermore, our findings provide new evidence for the strategic balance perspective of optimal distinctiveness.     

Gender and age distribution of motorcycle crashes in Spain

This study analysed motorcycle crashes in Spain. Ninety-nine thousand three hundred and four motorcycle crash reports filed in the years 2006–2011 were extracted from the Directorate General of Traffic database of crashes with victims. These data were analysed in terms of gender, age groups, trip purpose, type of crash, speed violation, day of the week, harm caused, use of helmet and psychophysical conditions of the driver to study the characteristics of motorcycle crashes in Spain and to assess the differences between male and female motorcycle drivers in these crashes. Significant differences were found in all the variables considered in the study, which implies gender differences in the profile of the injured motorcycle driver. The severity of motorcycle crashes suffered by male drivers is higher than that of women. These results corroborate the need to develop measures differentiated by gender, based on their profile.     

Credit card cash‐out as informal financing: Evidence from China

Using a proprietary account‐level database from a commercial bank in China, we document that credit card holders can ease their credit constraints through the practice of cash‐out based on bogus transactions using credit cards. We find that such behaviour might be beneficial to both cardholders and banks. First, we find that a 1% increase in the cumulative number of credit card cash‐out transactions lowers the probability of default by 9.59%. Second, for private businesses, a 1% increase in the number of abnormal cash‐out transactions lowers overdue risk by 13.45%. Third, by lowering the overdue risk, the card‐issuing bank earns a larger profit. Our results are consistent with the notion that unconventional credit card cash‐out can mitigate the extent of capital misallocation in emerging markets.     

打开奖励的“薛定谔黑箱”:认知学派与行为学派的理论分野与整合

对经典激励理论的拉卡托斯批判揭示,在奖励与其行为结果之间横亘着一个社会心理"黑箱"。以Deci为代表的认知学派与以Eisenberger为代表的行为学派对奖励效果的论争长达二十多年。观点的对立不仅阻滞了理论的发展,也导致了实践者的无所适从。本文整合演化心理学和神经经济学观点,在厘清二者理论分野的基础上,从奖励的双重性和双路径动机性信息加工过程出发,引入角色知觉与认知框架,构建了一个整合的多路径模型,力图演绎和还原两种理论的冲突过程,并为整合和深化两种理论、提高奖励效果提出一系列假说。     

浅析跨文化培训中员工文化智力的重要性

行之有效的跨文化培训,将有助于企业在国际化环境下应对各种因文化差异而产生的经营风险。关于跨文化培训的相关结论和对策众多,但大多过于宏观,并未过多关注被培训员工个体层面的具体对策。针对这一情况,近年来兴起的文化智力的相关研究能够很好的解决上述问题。本文将从文化智力的视角,浅析企业在进行跨文化培训时员工文化智力培训的作用及其重要性。
