Media constructions of risk: a case study of the Stainforth Beck incident

In October 2000 two schoolgirls were swept away from their party whilst ‘river walking’ in Stainforth Beck near Settle in North Yorkshire. The paper examines this incident with reference to media coverage of the events at the time and the subsequent reportage. The discussion contributes to the debate concerning the appropriateness of an agenda of broadening education. We argue from a position that supports the principle of breadth, particularly when such activities are part of adventure education with its propensity to engage with outdoor risk settings. Whilst lessons must be learnt from such a tragic incident, it is important that outdoor professionals continue to disseminate the positive potential of adventure in order to offset the negative messages concerning risk promoted by the media in general.     

Environmental protection and management: A water pollution case study within the Greater Blue Mountains World Heritage Area,Australia

The Grose River is contained almost entirely within a World Heritage Area. While sewage pollution in the area has been addressed, pollution at damaging levels continues from a disused coal mine, closed in 1997. Despite some surface rehabilitation, no action has occurred to remediate zinc polluted waters emanating from the mine. We examine the historical regulation and management of the Australian Commonwealth and New South Wales governments and highlight gaps in both regulatory systems. We conclude that there is an urgent need to improve regulation of water pollution, mining and management of the environment in highly valued world heritage areas.     

How important are commercial revenues to today's airports?

This paper investigates the importance of commercial revenues to today's airports. It establishes that on average commercial revenues now account for about half of all revenues, although this varies considerably by region and individual airport, with retail being the most significant commercial source. It explores some of the key factors, such as consumer trends, security developments and political changes, which have led to a much more challenging time for commercial managers since the late-1990s. With growing pressure to control levels of aeronautical revenues, even greater focus on commercial revenues may be needed in the future and the paper concludes by discussing the implications of this.     

Local economic development: Policy and practice in South Africa

The policy of local economic development (LED) is currently attracting considerable attention in government and development circles in South Africa. This article seeks to critically examine and assess the key contextual considerations which influence LED, its emergence and its chances of success. In this regard, the notions of post‐Fordism and the important role of government are examined. It then outlines and assesses evolving LED policy and practice in the country in the light of current experiences in various centres. The article concludes with an examination of various practical considerations which appear to be affecting the further application of the concept in the country. These issues are deemed to be of relevance to policymakers if LED is to be successfully implemented.     

The Substitution Problem in the Theory of Effective Protection

Input substitution theoretically invalidates the resource flow predictions of effective rates of protection calculated in a partial equilibrium framework. Partial equilibrium effective protection analysis, despite this "substitution problem," has nevertheless quietly settled into the trade economistÕs toolbox. This paper presents a new, transparent review of the substitution problem in effective protection. It finds that partial equilibrium effective protection analysis, although theoretically susceptible to misleading results, is in practice a reasonable estimator of certain short-run general equilibrium effects of protection.     

Tenure security and productivity in small‐scale agriculture in Zimbabwe: Implications for South Africa

This article tests empirically the interaction between land tenure security and agricultural productivity in small‐scale agriculture in Zimbabwe. Data for the analysis were gathered during April and August of 1995 by means of an interview survey of farmers in the small‐scale commercial sector, communal area and Model A resettlement area of Zimbabwe. Two‐stage least squares regression estimates reveal that land tenure security has a positive and significant influence on investment incentives and agricultural productivity in the sample. This result has two important implications for proposed land reforms in South .. Africa. Firstly, the result lends support to the notion that indigenous tenure institutions in communal areas of South Africa are a constraint on agricultural development. Secondly, it is clear that a national land redistribution policy must be accompanied by innovative tenure institutions which facilitate economic interaction and internalise externalities on land resettled by individuals and groups. This is particularly important in South Africa where groups of up to 300 families are being settled on commercial farms under a group ownership model.     

Caterpillar’s Interactions with Piracicaba,Brazil: A Community-based Analysis of CSR

This study examines how Caterpillar Brasil Limitada, located in the city of Piracicaba, Brazil, expanded its concept of social responsibility over a 30-year period. It first provides a contextual overview of Piracicaba within the agro-industrialized interior region of São Paulo State. It then traces the history of the firm from its initial installation in the city. While Caterpillar maintained a distant relationship with the Piracicaba community for many years, it later realized the importance of becoming involved in city development. The community-based effort led by Caterpillar to elaborate and carry out a sustainable development plan for the city is a notable example of how a firm can encourage civil participation and offer strategic planning know-how to civil-society organizations. Finally, the study analyses some of the problems Caterpillar encountered and stresses the importance of developing open democratic channels and continued civil participation in joint partnerships between business and civil society.
