Conclusion Although a stringent policy environment adversely affects both private and public hospitals, the market circumstances are worse for public hospitals. Because they are providers of last resort, they do not have as much flexibility as private hospitals in determining the quantity and scope of services they provide.     

Progress in German development assistance

A few months ago, Dr Eppler took over the ministry responsible for German development aid. The new minister considers development aid an important instrument for the international détente, which is to facilitate cooperation between peoples and which, in the long run, will guarantee world peace. Decisive for the carrying-through of aid measures is not a possible advantage for the donor countries, but only the benefit resulting for the developing countries. For this aim, steadily growing aid contributions do by no means suffice. What is necessary is rather a careful qualitative selection of measures and an improvement in their organisational prosecution.     

Stock Market Volatility in an Emerging Market: Further Evidence from the Athens Stock Exchange

We investigate the time series properties of the daily and weekly returns from the Athens Stock Exchange (ASE) index for the years 1987 to 1997. We investigate whether important time-series characteristics have changed significantly over time. The Greek market has recently undergone major changes including complete capital flow liberalization, the implementation of computerized trading, as well as significant increases in market volume and capitalization; we thus contrast the 1987–90 and 1991–97 periods. Our findings suggest the dynamics of the ASE composite index returns have changed as the market has developed.     

The coming of age of major giving

The beginning of the 21st century may well usher in a golden age of major gifts. Not only are those donors born at the beginning of the twentieth century distributing their wealth, but ‘Baby boomers’ and ‘Generation X’ are accumulating significant assets at much younger ages. Each generation appears able and willing to make larger donations to charities. International Capital Structure Equilibrium

This paper develops a theory of capital structure in an international setting with corporate and personal taxes. We generalize the Miller analysis to an international equilibrium characterized by differential international taxation and inflation in otherwise perfect international capital markets. Our analysis highlights the key role that corporate tax arbitrage plays in generating an international capital structure equilibrium, and we set forth a number of mechanisms for tax arbitrage transactions. We close the paper by outlining some implications of our analysis for national differences in capital structure, the International Fisher Effect, and international tax effects on yield differentials.
