The Government has decided that referenda will be held in three northern regions of England regarding the establishment of elected regional assemblies. If these are established, the areas with two-tier local government would be converted to unitary structures. The Government asserts that this would be necessary because the retention of the two tiers would be the retention of one tier too many, but offers no evidence to back up this assertion. This assertion has been tested by an analysis of the Audit Commission's Comprehensive Performance Assessment (CPA) ratings for the single tier and county councils, which shows that the counties have achieved better assessments than the other principal authorities. In addition, the Boundary Committee has been advised by the Government to use a costing model which is seriously inadequate: transition costs are ignored and the basis for assessing on-going costs is extremely narrow. Transition costs would be at least £110 per resident in the two-tier areas if there were to be three unitary councils for each county area, and there is no reasonable prospect that there would in fact be on-going savings except with unitary counties. 相似文献

We explore transaction cost economics (TCE) and real option (RO) rationales for alliance governance and find the predictive power of each depends upon the type of uncertainty confronted. Our review of alliance activity from 1995 through 2000 for 642 alliances confirms that governance is influenced directly by partner, task, and technological uncertainty and by interactions among asset co‐specialization, partner uncertainty, and task uncertainty. Consistent with TCE, co‐specialized assets increased the likelihood of hierarchical governance. Partner and task uncertainty increased this effect. To our knowledge, this research is the first to focus on the critical moderating role that user training and support play on the relationship between the use of sales force automation tools and salesperson performance (i.e., effectiveness: percent-to-quota and efficiency: average number of calls per day). Hypotheses are tested using survey data from a sample of 108 salespeople in a business-to-business context and archival sales performance information. Moderated regression analysis results indicate that the use of sales force automation tools only enhances salesperson efficiency and effectiveness under conditions of adequate user support and training. In fact, under low levels of user training and support, the use of sales force automation tools was found to reduce salesperson efficiency and effectiveness. These findings have important implications for IT and sales managers since the results show that only under certain conditions will companies realize a return on their investment in SFA tools. Highly risk-averse retirees are generally advised to adopt a fixed spending strategy such as the 4% withdrawal rule. To prevent the premature depletion of a retirement portfolio, the rule attempts to proxy as the ‘safe withdrawal rate’. But a constant withdrawal rate means that retirees accumulate unspent surpluses when markets outperform and face spending shortfalls when markets underperform. While a safe withdrawal rate can prevent spending shortfalls, the opportunity cost of unspent surpluses associated with this strategy can be extreme. We apply a range of basic investment decision rules to a retirement portfolio applying various withdrawal rates and examine the probability of shortfalls over a retirement horizon. Using a block bootstrap simulation technique, we examine decision rules relating to stock and bond investments. Our results show that retirement portfolios with a bias towards stocks coupled with a decision rule that sources withdrawals from bonds and cash before stocks significantly outperforms alternative withdrawal strategies, despite the inherent increase in volatility. This finding is in direct contrast to the safe withdrawal rate conventions used in contemporary financial advice models. 相似文献

This paper examines the relationship between antidumping filings and macroeconomic factors. Real exchange rate fluctuations affect the two criteria for dumping in opposite ways, making the overall effect on filings ambiguous in theory. Examining the filing patterns of the four major users of AD law during the 1980-98 period we find that real exchange rates and domestic real GDP growth both have statistically significant impacts on filings. Bilateral filing data indicate that a one-standard deviation real appreciation of the domestic currency increases filings by 33%. We also find one-standard deviation fall in domestic real GDP increases filings by 23%. 相似文献
