Although Indonesia's labour non-government organizations (NGOs) are in many ways unique, they are in fact part of a global surge in non-traditional labour activism, in which international and indigenous labour NGOs have played an important role. This contribution examines the contribution of labour NGOs to the reconstruction of the Indonesian labour movement in the 1990s and its implications for our understanding of the contemporary labour movement more generally. It argues that the Indonesian experience suggests theorists and unionists should broaden their understanding of the labour movement to make room for non-traditional forms of labour movement organizations, such as labour NGOs, that have the potential to (and do) contribute to that movement.  相似文献

Abstract

Background: Vascular complications are an important complication of transcatheter aortic valve implantation and are associated with increased morbidity and mortality as well as cost. The Solopath device is an expandable vascular access system that has previously been shown to be associated with lower rates of vascular complications. This study sought to evaluate the impact of the use of this system on vascular complications and costs in a decision model analysis.

Methods: A cost-consequence analysis was undertaken utilizing event rate data from the PARTNER trials and a published retrospective analysis of the Solopath device. The decision model estimated costs and benefits in a hypothetical cohort of patients with aortic stenosis undergoing TAVI using either a standard sheath or Solopath. The modeled analysis compared the occurrence of vascular complications and mortality at 30 days and 1 year using TreeAge Pro.

Results: The decision model demonstrated that use of the Solopath sheath resulted in 36 fewer major vascular complications, three fewer deaths at 30 days, and five fewer deaths at 1 year, resulting in a discounted cost savings of $846 CDN. Results were sensitive to decreasing rates of vascular complications with newer generation devices, however maintained modest cost-savings.

Conclusions: Reduction in vascular complications is an important part of improving care for TAVI patients. The Solopath vascular access device offers an alternative to standard sheaths with a potential reduction in complications and cost-savings.  相似文献

Europe's innovation gap relative to the USA is often attributed to its industrial structure in which new firms do not play a significant role, especially in high-tech sectors. This view of a structural European Union (EU) innovation deficit is popular in European innovation policy discussions, but has received little or no thorough empirical investigation. This article aims to address this ‘evidence gap’. Using industrial R&D Scoreboard data from leading world innovators, we find that compared to the USA, the EU has fewer young firms among its leading innovators. Using a decomposition analysis, we show that having fewer young firms accounts for about one-third of the EU–US differential in R&D intensity, while 55% of the differential is due to the fact that young leading innovators in the EU are less R&D intensive than their US counterparts. Further analysis shows that this is almost entirely due to a different sectoral composition. We thus confirm that the EU–US private R&D gap is indeed mostly a structural issue.  相似文献

How does it affect intergenerational economic and social mobility? At what point does inequality become a drag on economic growth or a threat to social order? What economic policy tools are available to reduce inequality? This Forum addresses these and other aspects of this complex and disturbing trend. In this paper stochastic dynamic programming is used to investigate land conversion decisions taken by a multitude of landholders under uncertainty about the value of environmental services and irreversible development. We study land conversion under competition on the market for agricultural products when voluntary and mandatory measures are combined by the Government to induce habitat conservation. We show that land conversion can be delayed by paying landholders for the provision of environmental services and by limiting the individual extent of developable land. It is found, instead, that the presence of ceilings on aggregate conversion may lead to runs which rapidly exhaust the targeted amount of land. We study the impact of uncertainty on the optimal conversion policy and discuss conversion dynamics under different policy scenarios on the basis of the relative long-run expected rate of deforestation. Interestingly, we show that uncertainty, even if it induces conversion postponement in the short-run, increases the average rate of deforestation and reduces expected time for total conversion in the long run. Finally, we illustrate our findings through some numerical simulations.  相似文献

We consider the supplier’s strategic choice on delivery time in a public procurement setting as the result of the firm’s opportunistic behavior on the optimal investment timing when production costs are uncertain. We model the supplier’s trade-off between the option value to defer the contract execution and the penalty payment in the event of delays. We also take into account the issue of penalty enforcement, which in turn depends on both the discretion of the court of law in voiding contractual clauses and the “efficiency” of the judicial system (i.e. the average length of civil trials). We test our main results on Italian public procurement data showing that the supplier’s incentive to delay is greater the higher the volatility of production costs and the lower the “efficiency” of the judicial system. We then calibrate the model using parameters that mimic the Italian scenario on public works procurement and calculate the maximum amount that a supplier is “willing to pay” (per day) to postpone the delivery date and infringe the contract provisions. Our calibration results are consistent with the theoretical model’s predictions and the empirical findings.  相似文献

This special issue reflects on innovation and industrial policy from the premise that economic growth can be based on the permanent transformation of an economic system via the emergence and/or transformation of multi-agent structures and their inherent competences and knowledge base. The process of emergence or transformation is conceived as being the result of entrepreneurial effort, or entrepreneurs reacting to external stimuli in a way that takes advantage of an evolving knowledge base. The same process, however, can be undermined by both market and institutional failures. Past research has clearly indicated the importance of institutional structures for innovation, but also that structures as they exist may not be ideal: some institutions involved in innovation may provide the wrong incentives, faulty information, or allocate insufficient resources to accomplish their goals or mandates; and they may fail to reduce uncertainty. The paper asks whether and how a targeted, co-evolutionary approach can help overcome a lack of dynamic coordination and other failures that originate in coincidence with the emergence of a complex form of industrial organisation, be it an innovation system, cluster or a new industrial sector. More specifically, it builds upon the extended industry life cycle (EILC) model and the notion of evolutionary targeting to explore the potential benefits (and drawbacks) of targeting biotechnology innovation systems (BISs).  相似文献

This paper considers the impact of the Constitutional Court on legislative output in Italy. Following Tsebelis’ ((2002) Veto Players: Foundations of Institutional Analysis. Princeton: Princeton University Press) veto players model and the stylised facts as regards the Italian Constitutional Court’s activity, this paper presents a multi-stage game in the spirit of Gely and Spiller ((1990). A rational choice theory of supreme court statutory decisions with applications to the state farm and grove city cases. Journal of Law, Economics, and Organization 6, 263–300). In the first stage, the legislative veto players, namely the parties in government, choose whether to change or not the policy status quo by enacting new legislation. In the second stage, the Court makes a constitutional interpretation: it decides whether to alter or not the outcome of the first stage through a sentence of constitutional illegitimacy. The Court has both the power of annulling laws and a limited power of creating new legally binding norms. Moreover, in the third stage, a constitutional law voted by a parliamentary qualified majority can overturn the Court’s decisions. The model predicts that the presence of the Court lowers legislative policy change and tests this prediction with 1956–2001 annual time series data for Italy.

Innovation and the adoption of new ideas is fundamental to economic progress, and so is free trade of goods and services. Here we examine the underlying economics of the market for ideas and its implications for trade. From a positive perspective, we examine how such markets function and how international trade interact with them. From a normative perspective, we examine the pitfalls of current intellectual property regulations, and how might they be improved. We highlight recent research by ourselves and others challenging the notion that government awards of monopoly through patents and copyright are "the way" to provide appropriate incentives for innovation.
