Recent scholarship on historical welfare development in Sub‐Saharan Africa has uncovered long‐term trends in standards of living. How the majority of rural dwellers fared, however, remains largely elusive. This study develops a new approach to reconstruct rural living standards in a historical context. It builds upon a well‐established real wage literature, but moves beyond it to capture rural realities, employing sub‐national rural survey, census, and price data. The approach is applied to a case study of colonial and early post‐colonial Uganda (1915–70). The case study yields a number of findings. While the expanding smallholder‐based cash crop sector established itself as the backbone of Uganda's colonial economy, farm characteristics remained largely stagnant after the initial adoption of cash crops. Smallholders maintained living standards well above subsistence level, and while the profitability of cash crops was low, their cultivation provided a reliable source of cash income. Around the time of decolonization, unskilled wages rose rapidly while farm incomes lagged behind. As a result, an urban–rural income reversal took place. The study also reveals considerable differences within Uganda. Smallholders in Uganda's banana regions required fewer labour inputs to maintain a farm income than their grain‐farming counterparts, creating opportunities for additional income generation and livelihood diversification. 相似文献

Abstract: This paper summarises the results of a recent study carried out by the Science Policy Research Unit for the Norwegian Royal Commission on Industrial Research (the 'Industriforskningsutvalget'). We assess in broad terms the effectiveness of existing Norwegian mechanisms for supporting Industrial research in institutes and firms, focussing in particular on the mechanical engineering and electronics sectors. A range of evaluation techniques are utilised in examining (a) research institute performance, (b) the research institute/industry interface, and (c) the general mode of operation of the funding system. We examine the impact of competition on outcome and process indicators of hospital quality. While earlier literature on the relationship between competition and hospital quality mainly focused on outcome indicators, we argue that the inclusion of process indicators in the analysis can provide supplementary information about the effect of competitive pressure on hospitals’ incentives. In particular, these indicators are less noisy than outcome indicators and are important as a management tool. Our panel dataset covers all Dutch general and academic hospitals in the period 2004–2008, during which the transparency of hospital quality information increased substantially due to the disclosure of hospitals’ quality indicators. We find that competition among hospitals located within the hospital catchment area explains differences in several process indicators, but fails to explain differences in outcome indicators. The results suggest that hospitals facing more competition organize diagnostic processes more efficiently; however, they have more operation cancellations at short notice and more delays of hip fracture injury operations for elderly patients. This suggests that competition affects the allocation of hospital personnel efforts even when outcomes have not been affected. 相似文献

In participatory technology assessment (pTA), technical and nontechnical communities convene to share their views on a sociotechnical challenge, in an attempt to render technology research and development more socially robust. Taking these commitments to transdisciplinary collaboration and co-construction of technology as entry points, this article describes key tensions that emerged in a Flemish pTA project on nanotechnologies, entitled ‘Nanotechnologies for Tomorrow's Society’ (NanoSoc). The tensions relate to how the terms of participation were enacted, the potentially conflicting aims embedded in the project's mission and methods, the various roles initiating pTA researchers (social scientists) assumed throughout the project's duration, and the deliberative-democratic rationale that sustains pTA frameworks at large. The article is a response to a pressing question posed to the author by pTA professionals, project participants and policymakers who ask publics to partake in science and technology decision making: now that NanoSoc is concluded, what can we learn from it? 相似文献

The aim of the paper is to quantify endogenous factor-augmenting technical change driven by R&D investments in a panel of 11 OECD countries over 1987–2007. This paper contributes to the scant empirical evidence on the speed, sources and direction of technical change for various sectors and production factors. Assuming cost-minimization behavior, a CES framework is used to derive a system of equations that is estimated by a GMM system estimator. The estimated factor-augmenting technology parameters show that in most sectors, technical change was labor-augmenting and labor-saving. Statistically significant effects of manufacturing and services R&D were found on factor-augmenting technical change (with the highest R&D elasticities found in the high-tech manufacturing and transport, storage and communication sectors). Whereas ‘in-house’ R&D stimulates total factor productivity, R&D spilled over to other sectors has a capital-augmenting effect accompanied by a higher use of labor. The results of this study provide a starting point for incorporating endogenous factor-augmenting technical change in impact assessment models aimed at broad policy analysis including economic growth, food security or climate change. 相似文献

Container flows have been booming for decades. Expectations for the 21st century are less certain due to changes in climate and energy policy, increasing congestion and increased mobility of production factors. This paper presents a strategic model for the movement of containers on a global scale in order to analyse possible shifts in future container transport demand and the impacts of transport policies thereon. The model predicts yearly container flows over the world’s shipping routes and passing through 437 container ports around the world, based on trade information to and from all countries, taking into account more than 800 maritime container liner services. The model includes import, export and transhipment flows of containers at ports, as well as hinterland flows. The model was calibrated against observed data and is able to reproduce port throughput statistics rather accurately. The paper also introduces a scenario analysis to understand the impact of future, uncertain developments in container flows on port throughput. The scenarios include the effects of slow steaming, an increase in land based shipping costs and an increased use of large scale infrastructures such as the Trans-Siberian rail line and the opening of Arctic shipping routes. These scenarios provide an indication of the uncertainty on the expected port throughputs, with a particular focus on the port of Rotterdam in the Netherlands. 相似文献
