Few payment for environmental services (PES) schemes in developing countries operate outside of the central state's umbrella, and are at the same time old enough to allow for a meaningful evaluation. Ecuador has two such decentralised, consolidated experiences: the five-year old Pimampiro municipal watershed-protection scheme and the twelve-year old PROFAFOR carbon-sequestration programme. We describe and compare the two cases, using a common PES definition and methodology, drawing on both primary interview-based information and secondary data. We find that both schemes have been relatively effective in reaching their environmental objectives, in terms of having probably high additionality levels and low leakage effects. A strong focus on the targeted environmental service and a strong degree of conditionality seem to be two key factors explaining these achievements. Although neither scheme has targeted poverty alleviation or other side objectives, both are likely to have improved PES recipients' welfare, mostly through higher incomes. We highlight several observations with more generalised relevance and lessons for the design of PES schemes.  相似文献

The need to improve the quality of the diet of Scottish consumers has increased the interest and efforts to understand the determinants of fruit and vegetables, as they may help to prevent a range of diet-related health problems. The purpose of this paper is to analyze the demand for fresh fruit in Scotland, with particular emphasis on the contribution of Mediterranean areas. A further motivation comes from depreciation of the GB Pound with respect to the Euro and the US Dollar following the UK’s decision to exit the European Union (Brexit). This is particularly important in the case of fruit because about 80% of the fruit consumed in the United Kingdom is of foreign origin and therefore depreciation of the currency may increase the price of imported fruit. The demand for fruit was modelled as a two-stage budget to include fruit origin. The results indicate that the demand for fresh fruit is sensitive to changes in prices and the pass-through of GBP depreciation may impact negatively on the Scottish demand for fruit and the country’s nutrition goals.  相似文献

How do manufacturing exports react to the real exchange rate and to foreign demand? We investigate this question with a Chilean panel data spanning from 2003Q1 to 2016Q4, using publicly available data. In the long term, we find that exports strongly co-integrate with external demand, whereas not with the level of the real exchange rate. The short-run elasticities of manufacturing exports differ in size: (a) the elasticity of foreign demand—approximated by trading partners' activity aggregates—ranges between 0.8 and 1.4; and (b) the elasticity with respect to the bilateral real exchange rate is comprehended in the interval [0.4–0.6]. Core estimated elasticities pass usual robustness checks. The fall in manufacturing exports' growth in 2014–16 is consistent with a persistent slowdown in foreign demand, which has been partially offset by an average depreciation of the bilateral real exchange rate (with respect to destination countries of these exports). The transience of the effect of the real exchange rate is coherent with its exhibited stationarity and also consistent with its role of shock absorber.  相似文献

Explaining how individuals form their risks and benefit perceptions with regard to new technologies is a key issue in order to understand how new information disseminates. This paper examines the effect of knowledge, social values and trust in experts as shaping perceptions of risks and benefits of new technologies. Given that individual's perceptions of a technology is affected by unobserved heterogeneity, we use a methodology to disentangle the effect of a joint estimation of risks and benefit perceptions, namely seemingly unrelated probit, and we draw upon evidence from a representative survey carried out in Spain. Our findings suggest that factual knowledge and trust in experts increase perceptions of benefit of new technology developments and jointly reduce the perceptions of risk. Furthermore, reliance on traditional social values only appears to affect perceptions of benefits but does not influence risk perceptions.  相似文献

This paper provides novel evidence on the multi‐factor effective marginal tax rates (EMTRs) for a sample of 17 OECD countries and 11 manufacturing sectors. We use a single framework encompassing capital, labour and energy taxes. Our cross‐country/cross‐sector approach allows us to analyse the contributions of these input factors to the effective tax borne by firms, taking explicitly into account their degree of substitution, their tax incidence and the role of mark‐ups. We find that the labour tax plays a particularly important role in the overall level of the EMTR and that the presence of mark‐ups can significantly alter the levels of the multi‐factor EMTR, although without significantly altering the ranking of countries. We also find that the bulk of the variation in EMTRs is across countries, rather than across sectors (within countries).  相似文献

The Government of Panama created a semi-autonomous indigenous area in 1997. The establishment of this region institutionalizes indigenous authorities and prohibits land privatization. This study investigates the effect of the recognition of common property land to indigenous groups on economic performance. By using difference-in-differences approach at household-level data, I find that non-migrant indigenous households living in the semi-autonomous territory declined their consumption relative to their counterparts living outside. Further, indigenous households living in the semi-autonomous territory have lower access to public goods and are less likely to participate in agricultural market activities.  相似文献
