Problems now and in the past

In some places, voices are raised today which assert that development aid is not worth the noise that is being made about it, because the industrialised countries went through exactly the same phase of development by their own, unaided efforts and still had arrived where they are now. Any development aid, so it is said, will only paralyse the determination of LDCs to aid themselves. The author discusses this assertion in the following article.     

Economic stagnation and development aid

The main objectors to a link being established between special drawing rights (SDRs) and the financing of development have in the past been the industrial countries. They have been pointing out that SDRs were created for other purposes — more effective control over international liquidity — and that a link with development finance would have an inflationary effect. If however the present unemployment situation in the industrial countries should become at least partly a permanent feature the idea of such a link would become more attractive than hitherto — to the industrial countries.     

Quality-efficiency trade-off when the state is the sole provider of hospital services: Evidence from New Zealand

The purpose of this study is to explore the trade-off between technical efficiency and the quality of hospital services when the state is the sole provider. Data from 20 New Zealand District Health Boards from 2011 to 2017 is used to estimate technical efficiency using the data envelopment analysis technique, which employs an additive inverse formulation for undesirable outcomes. The estimated average quality-adjusted technical efficiency score is 0.69. In comparison, when the quality variable was removed, the efficiency declined to 0.66. More importantly, the ranking of district health boards stays consistent across both models, indicating that there is very little trade-off between quality and efficiency. A sensitivity analysis also confirms the lack of a trade-off between quality and efficiency.     

Optimal measure preserving derivatives revisited

This article clarifies the relationship between pricing kernel monotonicity and the existence of opportunities for stochastic arbitrage in a complete and frictionless market of derivative securities written on a market portfolio. The relationship depends on whether the payoff distribution of the market portfolio satisfies a technical condition called adequacy, meaning that it is atomless or is comprised of finitely many equally probable atoms. Under adequacy, pricing kernel nonmonotonicity is equivalent to the existence of a strong form of stochastic arbitrage involving distributional replication of the market portfolio at a lower price. If the adequacy condition is dropped then this equivalence no longer holds, but pricing kernel nonmonotonicity remains equivalent to the existence of a weaker form of stochastic arbitrage involving second-order stochastic dominance of the market portfolio at a lower price. A generalization of the optimal measure preserving derivative is obtained, which achieves distributional replication at the minimum cost of all second-order stochastically dominant securities under adequacy.     

Residential development in an open city

This paper investigates the residential development process using a dynamic model of an open city. The model is used to analyze how the density and timing of development at various sites respond to changes in exogenous trajectories and functions. In particular, the impact of income and equilibrium utility trajectory variations as well as transportation and construction cost changes are evaluated for the general model with no specific functional forms assumed. Sufficient conditions for predicted responses are derived and interpreted.
