This article suggests that the new institutionalism contains ambiguous and contradictory notions of change. By setting up a model that explains institutional constraints on decision makers, the new institutionalism correctly points out the limits of a rational choice framework of economic decision making. However, by failing to explain the sources and avenues of modifications of those constraints, the new institutionalism is unable to provide a satisfactory explanation of change. Instead, we find a patchwork of exogenous factors, such as technology, culture, and ideology, which feed into institutional change in unclear ways. This paper reaches the conclusion that those factors for change should be examined directly, rather than through the proxy of institutions.  相似文献

Background: Both public and private insurers provide drug coverage in Canada. All payers are under pressure to contain costs. It has recently been proposed that private plans leverage the public health technology assessment (HTA) evaluation process in their decision-making.

Objectives: The objectives of the current study were to examine use of public health technology assessments (HTAs) for private payer decision-making in the literature, to gather the perspectives of experts from both public and private insurers on this practice, and to summarize which value parameters of public evaluations can be used for private payer decision-making.

Methods: A targeted literature review was conducted to identify publications on the use of public HTA or cost-effectiveness data for private payer decision-making on pharmaceutical reimbursement. Concurrently, a roundtable meeting was organized with invited panelists, including private payer representatives and health economic consultants (total n?=?9). The findings from both were synthesized and expressed in qualitative terms using the PICO framework.

Results: The targeted review identified 20 studies meeting the inclusion criteria, primarily originating from the US and Canada. The panelists felt that, despite some similarities, there were substantial differences between both systems. The PICO framework highlighted the issues with transferability between the two systems. Most of the value parameters were either not applicable, needed to be added, needed to be adjusted, or their applicability to private payer systems needed to be confirmed.

Conclusion: Some components of public HTA may be relevant for private payers, however there are reservations that still exist on whether the HTA process in Canada, designed for a public system, can address the informational needs of private payers. Private insurers need to use caution in assessing which value parameters from public HTAs can be used and which need to be confirmed, ignored, enhanced, or adjusted. The focus of this article is on legal-economic institutions that organized early-modern Eurasian trade. It identifies two such institutions that had divergent dispersion patterns, the corporation and the commenda. The corporation ended up as a uniquely European institution that did not migrate until the era of European colonization. The commenda that originated in Arabia migrated all the way to Western Europe and to China. The article explains their divergent dispersion based on differences in their institutional and geographical environments and on dynamic factors, claiming that institutional analysis errs when it ignores migration of institutions and providing building blocks for the modeling of institutional migration.  相似文献

This study recognizes that collaboration with customers for new product development may bring important financial benefits to firms, but at the same time may seriously hamper explorative learning. Many firms are approached by customers with requests to develop new products for them. While such requests may strengthen customer relationships and result in short‐term financial gains, it may force a firm in technologically undesirable directions. As a result, many firms struggle with the dilemma of, on the one hand, responding to customer requests, and on the other hand, safeguarding the long‐term competitive position of the firm. Firms with strong customer ties are particularly prone to this dilemma. Drawing on opportunity recognition literature, capability monitoring literature as well as goal setting theory, the authors have developed a framework arguing that Strategic Value Assessment (SVA) can help resolve this. SVA is defined as an a priori business evaluation of the value of a particular innovation collaboration, based on anticipated long‐term strategic benefits. It helps innovative firms to focus on collaboration with customers with lead user status and to develop intense relationships, allowing for more effective knowledge transfer and learning. The framework is tested using data collected from a sample of 136 business‐to‐business firms in the Netherlands. The sampling frame was a panel of small and medium‐sized high‐tech enterprises. The study finds positive direct and indirect effects of SVA on explorative learning. In addition, the findings show that the intense collaboration/learning relationship is positively moderated by customer lead user status, and negatively moderated by customer dependence. The findings suggest that SVA is a useful heuristic for managers to utilize opportunities for innovation involving collaboration with customers.  相似文献

Legal protection against weight-based discrimination in the workplace exists in the U.S. However, it is quite limited and its application across jurisdictions is inconsistent. Organizations have been studied extensively through the lenses of employee attitudes and behaviors, yet links with organizational performance have not often been considered. This research uses established measures of commitment, job satisfaction and organizational citizenship behavior (OCB) to analyze data obtained from workers in a multinational hotel chain operating in Mexico and China. Mexico and China are selected due to their importance as emerging global markets. Quantitative analysis shows significantly different levels of commitment, job satisfaction and OCB in line with low and high performance in these national hotel groups. The research finds that commitment, job satisfaction and OCB are associated significantly with financial performance, but not with guest satisfaction.  相似文献

World cities attract two major streams of migrants – those who occupy the upper levels of their occupational hierarchies (the ‘globalized professionals’) on the one hand and marginalized, low–skill workers on the other. These two groups are often of different ethnic status, and it is argued that multicultural world cities are thus fractured in both their labour and housing markets along ethnic as well as economic lines. There has been little formal testing of these ideas, however. In this introductory article we introduce a method that can be used for comparative studies of residential fragmentation – an index of residential concentration – and apply it to three cities which have experienced rapid, multiethnic immigration in recent decades (New York, Sydney and Auckland). The patterns displayed indicate much greater fragmentation in New York than in the other two cities, suggesting that the ‘conventional wisdom’ regarding ethnic residential patterns may over–emphasize ‘American exceptionalism’. Les villes mondiales attirent deux grands flux de migrants: ceux qui occupent les niveaux supérieurs de leurs hiérarchies professionnelles (les ‘experts mondialisés’) d’une part, et les travailleurs peu qualifiés et marginalisés, de l’autre; ces deux groupes sont souvent de statut ethnique différent. De ce fait, ces grandes villes multiculturelles subissent, dit–on, une fracture de leurs marchés du travail et du logement selon des critères à la fois ethniques et économiques – affirmations qui ont rarement été mises à l’épreuve. Cet article introductif présente une méthode utilisable dans des études comparatives de fragmentation résidentielle – indice de concentration résidentielle – en l’appliquant à trois villes ayant connu une rapide immigration multiethnique au cours des dernières décennies (New York, Sydney et Auckland). Les modèles obtenus indiquent une fragmentation bien plus importante à New York que dans les deux autres villes, suggérant que la ‘croyance populaire’à l’égard des schémas résidentiels ethniques surestime peut–être ‘l’exception américaine’.  相似文献
