The paper considers a model of federation with two heterogeneous regions that try to attract the capital by competing in capital income taxes and public investment that enhance the productivity of capital. Regions' choices determine allocation of capital across the regions and their revenues under a tax sharing scheme. This framework allows for the examination of different approaches to fiscal equalization schemes [Boadway, R., Flatters, F., 1982. Efficiency and equalization payments in a federal system of government: a synthesis and extension of recent results, Canadian Journal of Economics 15, 613-633; Weingast, B.R., 2006. Second Generation Fiscal Federalism: Implication for Decentralized Democratic Governance and Economic Development, Working Paper, Hoover Institution, Stanford University]. We show that tax competition distorts (downwards) public investments and that the equalization grants discourage public investments with a little effect on equilibrium taxes. However, the equalization schemes remain beneficial not only for the federation and, under a low degree of regional asymmetry, also for each region.  相似文献

Summary. In this paper we consider a model of group formation where group of individuals may have different feasible sets. We focus on two polar cases, increasing returns, when the set of feasible alternatives increases if a new member joins the group, and decreasing returns, when a new member has an opposite effect and reduces the number of alternatives available for the enlarged group. The paper suggests a theoretical game framework to explain collective action dynamics by learning processes. When a certain fact becomes common knowledge due to a certain event, people accumulate knowledge about the state of the world and act accordingly. We concentrate on a conceptual example of the bandwagon dynamic showing the insights which this approach adds to existing studies. We analyze two other conceptual examples showing that the accumulation of information does not always bring people to know the truth about the state of the world. On the other hand, it may make them aware of their ignorance. Several practical implications follow.  相似文献

Factor analysis models are used in data dimensionality reduction problems where the variability among observed variables can be described through a smaller number of unobserved latent variables. This approach is often used to estimate the multidimensionality of well-being. We employ factor analysis models and use multivariate empirical best linear unbiased predictor (EBLUP) under a unit-level small area estimation approach to predict a vector of means of factor scores representing well-being for small areas. We compare this approach with the standard approach whereby we use small area estimation (univariate and multivariate) to estimate a dashboard of EBLUPs of the means of the original variables and then averaged. Our simulation study shows that the use of factor scores provides estimates with lower variability than weighted and simple averages of standardised multivariate EBLUPs and univariate EBLUPs. Moreover, we find that when the correlation in the observed data is taken into account before small area estimates are computed, multivariate modelling does not provide large improvements in the precision of the estimates over the univariate modelling. We close with an application using the European Union Statistics on Income and Living Conditions data.  相似文献

Applying sensemaking research to acquisition integration, we outline factors that influence employee resistance to acquisitions. While integration is widely viewed as important to acquisition outcomes, there is limited systematic study of how employees react to the integration process. Using survey data from Chinese acquirers and applying partial least squares structural equation modeling, we examine what changes with human and task integration with the speed of when changes are made to explore relationships with employee resistance. Consistent with a temporal perspective of acquisition processes and sensemaking we find slower task integration may mitigate employee resistance to acquisition integration. However, employee resistance to the speed that changes are made likely varies for who is involved, suggesting different roles for top and middle managers. Specifically, middle management involvement with slow human integration and top management involvement with fast task integration reduces employee resistance following an acquisition.  相似文献

Abstract

Research on resilience has accumulated a vast body of knowledge which has assisted in comprehending complex HRM issues in diverse organizational settings. Yet, the existing studies have hitherto not paid sufficient attention to the multifaceted aspects of resilience and occupational contexts. We join the conversation with resilience, wellbeing and HRM by suggesting that investigating resilience from a multidisciplinary perspective situated in varying occupational contexts can advance our collective understandings of the phenomena in important ways. This paper has three general objectives. First, we show that resilience has been a long-standing issue in organizational behavior and organization studies and provide an overview of the puzzles that underpin and trigger this special issue. Second, we highlight the key insights and contributions of the papers included in this special issue by reviewing their theoretical underpinnings, methodological approaches and findings. Finally, we outline a future research agenda on resilience in organizations that can help advance international HRM research.  相似文献

This article studies procurement auctions in the public sector using game theoretical tools. The article shows that when participants in an auction are agents with low abilities (low type), as is common in the public sector, they place the same contract request. As a result, the auction mechanism will rarely produce real competition, thus making this mechanism, which limits bidders to those already within the system, ineffective for use in the public sector job market.  相似文献

The author discusses malnutrition as the ‘silent’ food problem — a poverty problem — separate from the ‘overt’ food problem of scarcities of food in markets. The dimension of malnutrition which is treated here is the important calorie deficit problem — a problem which is often not revealed by aggregate food consumption data. The author presents data estimating the orders of magnitude of calorie undernutrition and then discusses numerous options as direct approaches to reduce malnutrition in market economies: (a) consumer education, (b) food market intervention, (c) income earning opportunities for the poor, (d) income redistribution, and (e) target group oriented food distribution measures. The options are evaluated with regard to their cost-effectiveness. He concludes that the costs of (a–d) are prohibitively high and therefore, (e) — a programme along the lines of a food stamp programme — is the option most likely to eleminate malnutrition.  相似文献
