New, employer-led initiatives in the management of human resources are said to have pitched the emphasis towards the ‘individualistic’ rather than the ‘collectivistic’ aspects of the employment relationship. The marginaliza-tion of trade unions and collective bargaining which this has entailed are but two (albeit fundamental) facets of a wide-ranging set of issues and repercussions. Individualization of employment policies throws up dilemmas and unresolved challenges for managers, trade unions and employees. In embarking upon a major new empirical research project it has become necessary to revisit and review the utility of the currently available literature. In particular, how well would the traditional approaches to modelling individualism and collectivism cope with the new directions taken by recent managerial initiatives? The results of this analysis contribute the heart of this article. It is suggested that previous approaches ignore key dimensions of change which managers are currently pursuing. A new set of categories is proposed for understanding the mix of individual and collective elements in current developments. Drawing upon a major British study involving over 300 interviews in fifteen case organizations from the private and public sectors, this paper draws out the essential elements of recent changes in industrial relations. In particular, it examines the significance of human resource management initiatives for the practice of industrial relations. The main thrust of the paper examines the ways, and the extent to which, mainstream organizations have transposed and absorbed concepts and practices from the highly publicized ‘lead cases’ into their own routines. The central argument has three component elements: a whole array of managerial initiatives was launched in the period covered by the research; many of the more far-reaching of these were devised and driven from outside personnel or industrial relations management; cumulatively, these initiatives have impacted on the conduct of industrial relations. A key concept which is identified and explored is that of HRM/IR ‘dualism’. This is the attempted bolting-on of HRM techniques and language alongside prevailing, albeit to some extent diluted, IR proceduralism. Many of the significant changes in labour management practices stemmed from initiatives taken by general managers, manufacturing directors and line managers. Transformative initiatives in the guise of culture change and structural change often carried profound implications for industrial relations even though these initiatives would not traditionally be regarded as part of industrial relations proper. 相似文献

This paper takes the concept of a discouraged borrower originally formulated by Kon and Storey [Kon, Y., Storey, D.J., 2003. A theory of discouraged borrowers. Small Business Economics 21, 37–49] and examines whether discouragement is an efficient self-rationing mechanism. Using US data it finds riskier borrowers have higher probabilities of discouragement, which increase with longer financial relationships, suggesting discouragement is an efficient self-rationing mechanism. It also finds low risk borrowers are less likely to be discouraged in concentrated markets than in competitive markets and that, in concentrated markets, high risk borrowers are more likely to be discouraged the longer their financial relationships. It has become widely acknowledged that, during the past decade or so, large mainstream companies in the UK have adopted a new agenda for managing people. Relatively little is known about the impact of this new agenda on small businesses. The small business sector has been long regarded as the natural home for ‘bleak house’ employment relations practices typified by direct management control, poor terms and conditions, high staff turnover and little training. In March 1993, however, a large survey of 560 companies in Leicestershire revealed a surprisingly high take-up and awareness of new management ideas among small business managers. These findings are at odds with a crude ‘bleak house’ scenario. This large-scale telephone survey was then followed up with detailed case study research. Here the authors take a critical look at the now popular concept of the ‘learning organisation’. In particular, they draw upon new research which helps to clarify some of the fine detail of current organisational practices with regard to skill formation. It is found that there are in fact some features of contemporary organisational practices which do accord with the concept but that, in the main, the abstract and aspirational character of the concept renders it a poor guide to understanding the dilemmas and activities of real organisations, and that on balance, the concept is more of a hindrance than a help. 相似文献

Conventional wisdom argues that appropriating returns from innovation requires protection mechanisms. However, there will be limits to the effectiveness of formal and informal appropriability mechanisms for innovation performance. Their effectiveness will be contingent on the nature of the knowledge that firms are trying to protect and the openness of their innovation strategy (sharing knowledge while attempting to protect knowledge is known as the ‘paradox of openness’). Do these boundary conditions apply to both manufacturing and service firms equally though? Analyzing data from the UK Community Innovation Survey, this study provides evidence for a continuum – from discrete product manufacturing firms, whose products rely heavily on codified, explicit knowledge and for which formal methods are strongly associated with innovation performance, to knowledge-intensive service firms, which tend to rely more on complex tacit knowledge and for which innovation is linked to informal, not formal, appropriability. The findings show that the paradox of openness is a limited problem for service firms. The benefits of collaboration for innovation performance outweigh any reduction in the effectiveness of appropriability. For manufacturers, the benefits of collaboration disappear with high formal appropriability, and thus, discrete product manufacturers, contrary to conventional wisdom, may find it beneficial to reduce collaboration breadth and invest in informal appropriability mechanisms. This paper investigates the reasons for and implications of the recent merger between three of the largest unions in the retail finance sector, creating UNIFI. Recent union mergers have been explained by environmental changes adversely affecting membership and finances. These prompt leaders to consider merger as an appropriate organizational solution. Mergers are successfully concluded when leaders are able to overcome internal resistance and develop acceptable outcomes. We examine whether these factors are sufficient to explain how the merger between the national banking union and two large company‐based staff unions was concluded, given longstanding institutional rivalry. 相似文献
