随着外语教学改革的逐步深入，外语教学中注重学生能力的培养已蔚然成风。在此情况下，学生们的听、说、读、写等各种外语技能技巧确有很大的提高。但同时我们也应看到，他们真正的交际能力却很差，除了一些简单的应答之外，几乎不能用外语与外国人深入讨论问题。其中丰要的原因是：我们在外语教学中只注意到各种技能技巧的训练，而忽视了环境与文化知识的作用。     

Patterns of Entry,Post-Entry Growth and Survival: A Comparison Between Domestic and Foreign Owned Firms

This study compares the patterns of entry, survival and growth of domestic and foreign owned firms. We show that the post-entry behavior of foreign owned firms is quite different from that of their domestic counterparts. Among foreign entrants, we were able to distinguish between those which proceed by creating a new firm and those that acquire an already existing business. Our evidence reveals that the choice of the mode of entry in foreign markets exerts an impact upon the performance of firms that persists long after the moment of entry. As a consequence, our work clearly indicates that there is much to be gained in the understanding ofthe process of entry in foreign markets by studying the behavior of entrants over their first years in these markets.     

Dynamics of the federal funds target rate: a nonstationary discrete choice approach

We apply a discrete choice approach to model the empirical behaviour of the Federal Reserve in changing the federal funds target rate, the benchmark of short‐term market interest rates in the US. Our methods allow the explanatory variables to be nonstationary as well as stationary. This feature is particularly useful in the present application as many economic fundamentals that are monitored by the Fed and are believed to affect decisions to adjust interest rate targets display some nonstationarity over time. The chosen model successfully predicts the majority of the target rate changes during the time period considered (1994–2001) and helps to explain strings of similar intervention decisions by the Fed. Based on the model‐implied optimal interest rate, our findings suggest that there is a lag in the Fed's reaction to economic shocks during this period. Copyright © 2004 John Wiley & Sons, Ltd.

建立了建设项目综合计划的工作过程和工作内容。与传统的狭义的项目计划不同，建设项目全寿命期综合计划必须以全寿命期项目目标为主导，以项目的功能建设和运行为核心．包括设计、组织策划、实施方案和实施过程计划、运行策划等，它们之间有复杂的内在联系，具有高度的系统性。     

民间金融与地方经济发展——温州融资模式的启示

由于我国现有金融体制的不足，无法满足私营中小企业和个体经济的融资需求，民间金融有其产生和存在的必然性和合理性。从温州发达的民间金融对其经济发展的作用和我国许多落后地区与温州改革前经济落后状况的雷同来看，我国现阶段应尽快建立健全民间金融制度和体系，以促进国民经济的快速发展。构建民间金融制度可分两步：首先承认民间借贷和各种会的合法地位，然后通过发展民营中小银行逐步取代它们。     

Sustaining Collusion in Growing Markets

The impact of demand growth on the collusion possibilities is investigated in a Cournot supergame where market growth may trigger future entry and the collusive agreement is enforced by the most profitable ‘grim trigger strategies’ available. It is shown that even in situations where perfect collusion can be sustained after entry, coping with a potential entrant in a market which is growing over time may completely undermine any pre‐entry collusive plans of the incumbent firms. This is because, before entry, a deviation and the following punishment phase may become more attractive thanks to their additional effect in terms of delaying entry.     

美、德农业社会化服务提供的启示

美国的农业社会化服务主要由三个部分组成：农业公共服务体系、集体农业服务体系和私人农业服务体系。公司＋农场、公司＋农户以及合作供销是美国农业社会化服务的三种形式。德国的农业社会化服务体系在于农业专业合作社组织的成功发展,尤其是健全的农村金融服务体系,由一个具有三级层次结构的分权型组织组成,通过立法和提供一些优惠政策,政府在服务体系中起了重要作用。我国农业社会化服务体系的组成和服务形式与美、德十分相似,在推动农村经济发展方面却有一定差异,美国和德国农业社会化服务的经验对中国农业社会化服务的发展具有重要启示。     

Public-Private Partnerships and Prices: Evidence from Water Distribution in France

We use an original database of 5000 French local public authorities to explore the impact of organizational choice and performance as measured by consumer prices. In quantifying the impact of the choice of public-private partnerships (PPPs) on performance, we consider the related issue of the determinants of organizational choice. We estimate a switching regressions model to account for the endogeneity of organizational choice, and find that in our sample, (i) the choice by local public authorities to engage in a PPP is not random, and (ii) conditional on the choice of a PPP, consumer prices are significantly higher on average.
