Abstract

This article analyses reforms to contracting and accountability for indigenous primary health care organizations in Canada, New Zealand, and Australia. The reforms are presented as comparative case studies, the common reform features identified and their implications analysed.

The reforms share important characteristics. Each proceeds from implicit recognition that indigenous organizations are ‘co-principals’ rather than simply agents in their relationship with government funders and regulators. There is a common tendency towards more relational forms of contracting; and tentative attempts to reconceptualize accountability. These ‘frontier’ cases have broad implications for social service contracting.  相似文献

This paper considers the problem of choosing among the technologies available for irrigation by tubewells to obtain an investment plan which maximizes the net agricultural benefits from a proposed project in a developing country. Cost and benefit relationships are derived and incorporated into a mathematical model which is solved using a modification of the dynamic programming procedure for solving the knapsack problem. The optimal schedule is seen to favor small capacity wells, drilled by indigenous methods, with supplementary water distribution systems.  相似文献

This paper investigates a fundamental issue in the current research on strategic groups: the existence or non‐existence of the so‐called ‘stable strategic time periods’ (SSTPs). Our study provides new evidence by adding new methodological and theoretical insights. The research setting is the Spanish banking industry over a 15‐year period, 1983–1997. Unlike all prior longitudinal research that found SSTPs, the multi‐method procedure that we used in this study (i.e. equality of variance and covariance matrix and mean vector of strategic variables and a subsequent grouping analysis performed through the MCLUST) has led us to reject the existence of SSTPs in the industry under study. Based on these original findings, we conclude by suggesting a proposition which should be corroborated in future empirical studies on strategic groups. In this paper, we apply the method of selective matching to estimate the causal effect of organizational changes on employment, stock of capital, value added, and factor productivity. Derived from a panel of 2404 French manufacturing firms in 1997, our estimates show that work reorganization improves firm performance overall through a more efficient use of labor and capital, without requiring any increase in the factors of production.  相似文献

Previous studies have shown that regulated firms diversify for reasons that are different than for unregulated firms. We explore some of these differences by providing a theoretical model that starts by considering the firm–regulator relationship as an incomplete information issue, in which a regulated incumbent has knowledge that the regulator does not have, but the firm cannot convey hard information about this knowledge. The incumbent faces both market and nonmarket competition from a new entrant. In that context, we show that when the firm faces tough nonmarket competition domestically, going abroad can create a mechanism that makes information transmission to the regulator more credible. International expansion can thus be a way to solve domestic nonmarket issues in addition to being a catalyst for growth. Copyright © 2012 John Wiley & Sons, Ltd.  相似文献

Exploiting the award process, we implement a regression discontinuity design to estimate the effect of winning France's main literary prize, the Goncourt. It increases sales, especially for books that sold fewer copies before the announcement, the number of reviews on Amazon, and the probability of them being negative. The effect is partly driven by an increase in word of mouth. Those findings are consistent with a model where the prize provides information on the existence of a book and acts as a quality signal and a coordination device but prompts consumers to read books that are far from their tastes.  相似文献

Nurse rostering is a complex problem. We propose a new heuristic using a competitive agent-based negotiation that focuses on nurse preferences called competitive nurse rostering (CNR). Unlike the existing literature, CNR models each nurse's preference functions separately and separates the cost minimization and preference maximization problems. CNR produces quality nurse rosters even though it cannot leverage extra staffing. As an agent system, CNR can distribute computational requirements over several computer systems, include other solution methods at various points in of the rostering problem, and act as a real-time scheduling system. These benefits are not naturally inherent in centralized heuristic solutions.  相似文献

A bstract . The moral basis for the recommendation of Henry George that land , not labor and capital, be taxed is explained. The justification is that the value of land is socially created by density of population and as a result of private and public improvements , such as roads and utilities. This policy is advocated on the basis of its very successful, if limited, use in many places.
