When an executive defects

The news that one of the company's senior managers is leaving comes as a complete surprise to Paul Simmonds, CEO of Kinsington Textiles, Inc. 2003年5月,新成立的中国银行业监督管理委员会开始对《巴塞尔新资本协议》的第三次征求意见稿(以下简称新协议)公开征求意见。根据安排,巴塞尔银行监管委员会(以下简称巴塞尔委员会)将在2003年第四季度完成新协议的正式稿,并于2006年底在成员国开始实施。新协议框架的突出特点是改进了风险管理,提高了风险敏感性,提出了“三大”支柱的概念,即最低资本要求、监管当局对资本充足率的监督检查、信息披露。作为发展中国家,新协议的制定与实施将对完善我国的银行审慎监管制度和商业银行特别是大银行的风险管理及国际业务操作产生深远的影响,为此,监管当局、商业银行和有关部门正在深入研究,以新协议出台为契机,加强相关制度建设,努力使我国银行业的风险监管适应国际金融业风险管理发展和我国金融市场平稳发展的需要。
