Property rights protection and access to bank loans

Poor protection of private property has limited the access to bank loans by private enterprises in developing and transition economies. Under those circumstances, private entrepreneurs have resorted to various ways of enhancing the de facto protection of private property. Using a dataset of 3,073 private enterprises in China, this paper empirically investigates the impact of political participation and philanthropic activities – informal substitutes for the lack of formal protection of private property – on the access to bank loans.     

信息约束下的金融监管与银行声誉

如何在信息不对称的约束条件下降低金融风险、提高监管绩效,是金融监管中的一项重要课题.本文分析了信息结构对于监管的重要性,认为声誉机制的建立可以降低银行与监管部门之间信息不对称的程度和风险发生的概率,并运用KMFW模型,分析了不对称信息下银行声誉机制减少违规动机的过程,指出应该注重激励相容的制度安排,将外部监管与自律有机结合起来,促使银行自发选择接受监管且减少进行高风险投资的动机,这是信息不对称条件下提高监管效率的重要策略.结合我国实情,本文提出可通过银行风险评级、建立可置信的惩罚机制、完善银行内部治理机构、改进监管人员激励约束机制、构建和完善金融监管信息系统等措施,建立健全银行声誉机制,以进一步改善监管绩效.

城市轨道交通的外部性给房地产的发展造成巨大的影响,使沿线房地产得到增值,如何将这种外部效益转化为内部效益成为研究的课题.在综述了国内学者关于轨道交通对房地产外部经济性的研究成果,以及轨道交通与房地产联合开发的应用研究后,又结合我国实际,提出轨道交通应与房地产联合开发,实现双赢的建议.

SOUTH KOREA'S PERFORMANCE EVALUATION SYSTEM: Some issues further considered

ABSTRACT * : The South Korean 1983 reform of government invested enterprises has been commonly regarded a success. In particular, the core element of the reform - the Performance Evaluation System (PES) - has been recommended as a model. This paper contributes to the existing understanding of the PES by arguing that it is strained by three inherent defects: measurement leniency vis-à-vis'diminishing rate of improvement: indicator complexity and excessive weight assignment to the qualitative criteria; and incentive divergence. These defects are interrelated and can work to joint affect - introducing perverse incentives, and therefore eroding the credibility of the system and, further, the reform. The causes of these defects should be identified either with inherent contradictions in the system itself or with inadequate institutional support, or both. Thus, there emerges from the discussion unlearned lessons from the Korean experience. Such unlearned lessons, however, should be considered in a much wider, public policy-making context .     

专业技术人员职业倾向与职业成功关系实证研究

在目前专业技术人员流失率居高不下的背景下,管理专业技术人员职业倾向对有效发挥专业技术人员作用具有重要意义。本文围绕专业技术人员职业倾向与职业成功关系展开实证研究,发现专业技术人员呈现多样化的职业倾向,并不是以技能型及其相关的职业倾向为主导;同时发现专业技术人员的一些个人因素会影响其职业倾向和职业成功,不同的职业倾向会影响职业成功的不同方面。论文依据专业技术人员职业倾向特点及其对职业成功的不同影响,提出了保留和激励专业技术人员的建议。     

网络出版的电子商务智能模型的研究

文章首先介绍了网络出版的概念和相对于传统出版业的优势,并对网络出版的电子商务的特点、运行情况以及所面临的问题进行了分析,引入了商务智能的概念。最后给出了一种网络出版的电子商务智能模型,并对模型的效能进行了论证。

本文着重探讨了矿区资源开发中生态经济系统的特征；铜矿资源的珍贵性；矿区自然资源和生态环境以及劳动力资源的脆弱易损性；露采优先方针的重要性；矿区生态、经济、社会三者效益的统一性；21世纪采矿与环境协调发展的新概念和新技术、新工艺。     

Assessment of the agricultural sustainability of Shaanxi Province,China

It is significant for the study on the sustainable development of regional agriculture to monitor and measurethe trend of agricultural development with an effective method. The sustainable development of regional agricultureshould accord with regional population, rural economic development, social progress, resource and environmentalsupport. This paper establishes the evaluating indicators system of sustainable development of regional agriculture,evaluates the agricultural sustainable development in Shaanxi Province with a comprehensive multi-indicator method,analyzes the support of resource and environment for regional agriculture by the resource-development index and theenvironment-development index, and gets the conclusion that the indicators, such as education level, the income gapbetween urban and rural residents, the per capita area under cultivation and the consumption of pesticides and chemicalfertilizers per hectare, are the main factors to restrict agricultural sustainability, and that the pressure of the developmentof subsystems of population, economy and society on the subsystems of resource and environment turns out to bestronger and stronger. Agricultural environment gets better, but resource becomes one of the important factors to restrictthe development of regional agriculture. In a word, this paper highlights the potentials and limitations of sustainableagriculture of Shaanxi and helps identify the development direction in the future.     

技术差距模型与中非合作的利益分配

近年来,随着中国经济实力的增强和非洲国家经济贸易地位的提升,中非经贸关系发展迅速.双方经济联系趋向紧密,意味着发生经济摩擦的几率加大.最近两年,一些非洲国家与中国的贸易争端有增长之势,成为一些西方舆论制造"中国新殖民主义"的口实.本文运用技术差距国际贸易模型,分析了中非合作在国际贸易利益分配方面的动态变化,旨在为反驳"中国新殖民主义"论提供一定的理论支持,同时提示中国在合作中须保持一定的技术优势.
