Self‐help in housing and chengzhongcun in China's urbanization

This article focuses on the housing issues of rural migrants arising from urbanization, with particular reference to chengzhongcun, a topic with considerable impact on policymaking. An attempt is made to understand the underlying rationale of self‐help in housing and the important role of chengzhongcun in sheltering rural migrants in the context of China's rural‐urban dichotomy. As demonstrated in this study, chengzhongcun accommodate, with little in the way of government resources and assistance, millions of rural migrants because of their social accessibility and affordability. While not denying their social problems, we argue that chengzhongcun in fact act as an innovative and positive agent to promote urbanization in present day China by housing massive numbers of rural migrants and assimilating them into cities. Current government policies towards chengzhongcun have generated a wide range of interest conflicts and confrontations. The consequences of such conflicts show that the government policies were problematic and unworkable, as they violated basic market principles as well as citizen rights. Policy strategy towards the redevelopment of chengzhongcun must acknowledge their credibility in the Chinese road to urbanization and requires more thoughtful and prudent consideration of migrants' demands for affordable housing.

De Facto Exchange Rate Regime Classifications: An Evaluation

There exist several statistically-based exchange rate regime classifications that disagree with one another to a disappointing degree. To what extent is this a matter of the quality of the design of these schemes, and to what extent does it reflect the need to supplement statistics with other information (as is done in the IMF’s de facto classification)? It is shown that statistical methods are good at the basics (distinguishing some type of peg from some type of float), but less helpful in other respects, such as determining whether a float is managed, particularly for countries that are not very remote from their main trading partners. Different measures of exchange rate volatility have been used but are not primarily responsible for differences between classifications. The theoretical underpinning of particular classification schemes needs to be more explicit.

中国金融倾斜加速器效应的计量检验与博弈分析

基于融资结构变迁的视角,"金融倾斜"特指间接融资与直接融资两种融资方式的不平衡发展,而金融倾斜极易引发一国经济的非对称波动.本文的计量检验表明,中国的金融倾斜具有强烈的亲周期特征,且引发了"小冲击,大波动"的金融加速器效应.本文的博弈分析表明,在国家的隐性担保下,企业经理人的最优策略是通过膨胀前期会计资产来瓜分"红利",并将国有银行捆绑为"人质",因此,中央政府的"清理"策略往往引发经济的剧烈波动.     

我国征券市场风险监管研究

对于证券投资者来说,系统的了解证券风险并掌握风险防范的措施是必不可少的.本文通过对中国证券市场的各种风险阐述分析,认为风险管理的关键在于两个方面:健全市场参与主体的治理结构,从根本上规范主体的行为;加大证券市场监管法制建设和监管力度,加大违规成本.     

中国养老基金投资组合分析

在中国既有的资本市场约束条件下，利用有限的投资工具和较低的回报率实现中国养老这部分基金的保值增值。是中国养老基金运作必须解决的一个基本问题。本文根据中国养老基金投资组合策略自身的特点，首先对一个简化的投资风险最优模型进行了分析；其次利用风险最优模型研究了养老基金的投资组合，并在此基础上针对中国养老基金的投资策略提出相关的看法。
