The Boston mechanism is a popular student-placement mechanism in school-choice programs around the world. We provide two characterizations of the Boston mechanism. We introduce two new axioms; favoring higher ranks and rank-respecting invariance. A mechanism is the Boston mechanism for some priority if and only if it favors higher ranks and satisfies consistency, resource monotonicity, and rank-respecting invariance. In environments where each type of object has exactly one unit, as in house allocation, a characterization is given by favoring higher ranks, individual rationality, population monotonicity, and rank-respecting invariance.  相似文献

Abstract

Currency total return swaps (CTRS) are hybrid derivative instruments that allow us to simultaneously hedge against credit and currency risks. We develop a structural credit risk model to evaluate CTRS premia. An empirical test on a sample of 23,005 price observations from 59 underlying issuers yields an average percentage error of around 10%. This indicates that, beyond interest rate risk, firm-specific factors are major drivers of the variations in the valuation of these instruments. Regression analysis of residuals shows that exchange rate determinants account for up to 40% of model pricing errors, indicating that a currency risk premium affects the CTRS price significantly but only marginally, which confirms the prevalence of credit risk in the pricing of CTRS.  相似文献

Highly leveraged buyouts (LBOs) of former state owned telecoms operators by private equity groups have occurred in a number of countries in recent years. This paper examines the case of Eircom in Ireland which has experienced five changes in ownership since full privatisation in 1999, two of which were LBOs. Enormous increases in Eircom’s debt levels as a result of the LBOs resulted in the company’s bankruptcy in 2012. This paper argues that this outcome was largely attributable to the short-termist strategies adopted by the private equity groups that assumed ownership of the enterprise. These strategies included high leverage, cash extraction and underinvestment in the fixed-line network which contributed to the demise of the enterprise and had wider economic and social effects. The Eircom case demonstrates the risks attendant to ownership of important network infrastructure by private equity groups and the need for regulatory safeguards to protect the public interest.  相似文献

An integrated framework that combines spatial and biophysical attributes of land with a hydrological model and an economic model is developed to identify cropland for enrollment in the Conservation Reserve Enhancement Program. Sediment deposition coefficients are determined endogenously depending on the land-use decisions on other land parcels. Application of this framework to a watershed in Illinois demonstrates that highly sloping land adjacent to water bodies should be selected for retirement. A marginal value rental payment scheme can achieve program goals of 20% sediment abatement at 39% lower cost than a productivity-based rental scheme.  相似文献

This paper develops a simple spatial model of fundraising, in which charities select a target population to solicit donations. First, we show that in a competitive charity market without any intervention, the number of charities in the market and/or the overall net funds raised by charities may be suboptimal. Next, we analyze whether a social planner can prevent such shortcomings and show that a regulatory mechanism can be designed to achieve socially desirable outcomes. In contrast to the previous literature, our model does not necessarily produce monopoly as the optimal market structure. We show that if fixed costs associated with establishing charities are sufficiently low, then the optimal market structure is not a monopoly. Given the importance of the trade‐off between the volume and variety of charitable services, we argue that this result may be of particular interest to policy makers.  相似文献

We investigate the effects of the 2008 New Zealand (NZ)–China free trade agreement (FTA) on exports from NZ to China, and real GDP per capita in NZ using the synthetic control method to estimate the counterfactuals. NZ exports to China were more than 200% higher in 2014 than what they would have had the FTA never been signed. NZ's food and live animals exports to China were more than 180% higher in 2014 than the counterfactual. Our counterfactuals indicate a small but negative effect of the FTA on NZ's real GDP per capita between 2009 and 2012.  相似文献

One of the key factors for a thriving cloud computing market is the ‘interoperability’ between the relevant hardware and software that govern the cloud services. While a complete interoperability means different cloud users being able to exchange the management tools, server images and other software, this is infrequently realised because users are locked into (proprietary) cloud ecosystems. This (problem of vendor lock-in) is potentially accompanied with another problem revolving around the content delivery networks being integrated with the distinct clouds along with possible harms to media pluralism as well as interoperability. In view of these concerns, this study focuses on competition law, standardisation and regulatory policies, and elaborates on to what extent cloud interoperability needs to be secured under EU legal fora. Overall, it is found that vendor lock-in might be attended by ‘coupling’ and complex ‘layering’ strategies, whereas efficiency and/or security based justifications would arise as the counter-balancing reasons. Based on the findings, the study concludes that while focusing on the vertical (i.e., vendor lock-in) concerns, a comprehensive viewpoint needs to be upheld, allowing efficiencies (i.e., proprietary enhancements) based on the architectural design and innovations, obviating narrowly-fashioned (i.e., foreclosure-based) interventions such as in Microsoft case. It is also underlined that cloud interoperability has a content dimension that would require a broader perspective, extending to horizontal concerns and requirements within the context of EU policy making strategies.  相似文献

A major and persistent question behind economic theories and related policies is whether the market can self-regulate without any restrictive exogenous intervention or whether regular and binding public regulation is necessary for ensuring the reproduction of the economic system in a sustainable way over time. This article considers this question with regard to the working of financial markets in a liberalized environment. Drawing upon an institutionalist stance, the article shows why the operation of a financialized capitalist economy usually leads to systemic imbalances and crises. The article then suggests an alternative framework for a consistent financial regulation that could prevent market actors from developing short-sighted strategies and gambling on macro stability.  相似文献
