This paper argues that, given the legacy of Chinese communism and its political structure, corruption, together with the threat of punishment for corruption and the selective enforcement of this threat, serves as a method of compensation that both satisfies the political objectives of the Communist Party and provides an effective inducement to local officials to promote economic reform.  相似文献

In the era of the global economy, knowledge‐based services are becoming important sectors of the service industry. Services offered by a university are knowledge‐based services. Universities are in the service business, and they play a key role in creating and disseminating knowledge through teaching, research, and related services that cross domestic borders. The current research focuses on the internationalization of US MBA programs. The internationalization of US MBA programs refers to the delivery of knowledge‐based services beyond the domestic borders. The main objective of our research is to examine the effect of an organization's (e.g., a US business school) resources and a host country's attractiveness on the internationalization of knowledge‐based services offered by a firm (a US business school). Using data gathered from MBA programs of US colleges and universities, theÊstudy findings show that internationalization is influenced by human capital, prestige and reputation, management's willingness, and foreign market attractiveness. Strategic project management is gradually becoming a popular and growing trend within the discipline of project management. The general idea is that project management teams must learn how to deal with the business aspects of their projects, as well as better support their company's business strategy and sustainability, rather than just focus on meeting traditional time, budget, and performance goals. Although this approach has been gaining popularity, strategic project management has not yet become an explicit and widely used approach in the practice of project implementation. One of the concepts mentioned as an important element is project strategy; however, no universal framework or even a clear definition of what project strategy is has so far emerged. The goal of this article is to fill in this gap and provide a useful definition and a framework for the further study and implementation of the project strategy concept. Specifically, to achieve this goal, we first look at the origins of strategy in military and business research to discuss the question of what, exactly, project strategy is; we follow this discussion with an explicit definition of a project strategy. We then outline a framework for building a dedicated project strategy document for an individual project, and show how this framework can guide the project planning and execution processes. Using a case study approach, which included an action research phase, we demonstrate how project teams can adopt the strategy concept in a natural way that would lead their project to better business results.  相似文献

Abstract

This paper discusses the use of literary theory for the social criticism of advertising. In particular, it examines what types of claims can be made simply by analyzing an ad itself and what types of social criticism require extrinsic data about how other readers understand the ad or the historical context of its creation. The author advocates a “doubly integrated” approach to social criticism that combines literary analysis with use of extrinsic empirical data and also integrates the system by which ads are produced with the way they are comprehended. This approach provides a holistic view of the advertising process and a strong basis for critique. Discussion of a demonstration study shows how qualitative data collected from readers can be used to complement traditional literary interpretations of advertisements.  相似文献

Traditionally, the success of a project is assessed using internal measures such as technical and operational goals, and meeting schedule and budget. More recently, it has been recognized that several other measures should be used to define project success. These measures reflect external effectiveness: the project's impact on its customers, and on the developing organization itself.
In our study of 110 defense projects performed by Israeli industry, we used a multidimensional approach to measure the success of defense projects. Based on previous studies, we defined four dimensions of success: meeting design goals ; benefits to the customer ; benefits to the developing organization ; and benefits to the defense and national infrastructure . For each project, we asked three different stakeholders (the customer, the developing organization, and the coordinating office within the Ministry of Defense) for their views on the relative importance of these dimensions of success. Analysis of the data revealed that the dimension benefits to the customer is by far the most important success dimension. The second in importance is meeting design goals . The other two dimensions are relatively unimportant.  相似文献

This study suggests a statistical procedure to identify technology disruption. In particular, a threshold autoregressive model enables the identification of threshold penetration for disruptive technology that affects the dynamic adjustment of an established technology. Both the magnitude and direction of the impact is identified by country World Bank income category in the context of the impact of (disruptive) mobile telephone diffusion on (primary) fixed-line markets. Importantly, as the procedure only requires a short time-series for the introduced technology and can readily be conducted on an ongoing basis.  相似文献

Land affected by contamination from human activities has been identified as a major environmental problem in developed countries and there are established mechanisms for identifying, prioritising, characterising, assessing and remediating the land so that risks to human health and environmental receptors are minimised. However, comparative mechanisms and approaches for sustainable land management are often lacking in developing countries such as Cameroon. This paper presents a critical review of the existing policy framework in Cameroon in relation to environmental management, particularly land contamination.It is established that in Cameroon, there is an acute lack of comprehensive information on land contamination from economic development and industrialisation, inadequate legal and institutional framework, weak enforcement capacity and unsatisfactory coordination between various stakeholders towards sustainable land management practices. The coastal town of Douala, which has the highest level of industrial activity in the sub region is used to demonstrate how dealing with land contamination is a public health priority and requires attention in the context of sustainable development. The United Kingdom (UK) regulatory policy framework on land contamination risk management is used to show how land contamination issues and risk management approaches, including conceptual site models, could be introduced into the sustainability discourse in Cameroon. A number of recommendations including proposals for a radical overhaul of the current regulatory policy framework are formulated and presented. Specifically, the creation of an independent Cameroon Environment Protection Agency (CEPA) that will be the main regulatory body responsible for developing and implementing the policy proposals in this paper is advocated.  相似文献

The Age Discrimination in Employment Act (ADEA, 29 USCA, 621) is credited with helping eliminate many blatant forms of age discrimination in employment. For example, before the ADEA was enacted 37 years ago, it was common for employment ads to list age limitations, indicating people over 40 need not apply. Across the board, mandatory retirement policies went unchallenged. Despite advancements in these areas since the founding of the Age Discrimination in Employment Act, it remains to be seen whether the ADEA has completed the job it set out to do. Has it proven to be an effective tool for eliminating the unreasonable prejudices that make it difficult for older workers to achieve their full potential? Has it provided adequate compensation for victims of discrimination? The following article takes a snapshot of the current work environment to gain a perspective. Based on extensive interviews with academics, employment lawyers, advocates for older workers, and older workers themselves, it reveals the need for reforms. It finds that, in a legal environment slanted toward employers, older workers continue to face bias and stereotyping, that most victims of discrimination are not made whole, and that society's lack of concern for this type of discrimination may prove more costly in the future as employers look more to older workers to fill projected workforce gaps.  相似文献
