This paper analyzes the communication strategies used by Greek local governments through the utilization of Web 2.0 technologies, specifically Facebook, and the effectiveness of these strategies in relation to citizens’ online engagement. More specifically, it examines Facebook communication strategies and levels of citizens’ engagement. For this purpose, we conducted a content analysis on the active and official Facebook pages of local municipalities in Greece from January 2017 until the end of September 2017. Our results suggest a rise in the percentage of active Facebook pages maintained by local governments in comparison to our 2014 study. Our results also show that local governments in Greece are using Facebook in a predominantly top-down manner to promote events organized by the municipality and to push one-way information to citizens about their services and actions. Local authorities have, however, made significant progress in relation to posts that support transparency and accountability and that enhance or mobilize citizens’ participation. Our evaluation of local government Facebook strategies indicates that marketing the municipality to external public, such as tourists, and providing information about services are effective strategies that drive citizens’ online attitude expression (liking), engagement (commenting), and advocacy behavior (sharing). According to our analysis, local governments in Greece prefer the strategies that we found to be the least engaging. In addition, our study provides interesting details of how specific characteristics and modes of Facebook messages (photos, videos, URLs, hashtags, and mentions) impact on citizens’ engagement. Finally, our results provide valuable insights for social media managers in local government who aim to increase the impact of their municipal Facebook pages.  相似文献

This paper proposes a dynamic multidirectional inefficiency analysis approach within the context of Data Envelopment Analysis to measuring input- and investment-specific managerial and program inefficiency for groups of firms characterized by different technologies. Dynamic managerial inefficiency refers to the distance to the firms’ group-specific dynamic frontier of best practices, and dynamic program inefficiency measures the difference between the group-specific dynamic frontier and the pooled dynamic frontier. The empirical application focuses on panel data of large meat processing firms in Eastern, Western and Southern Europe over the period 2005–2012. The results show that Eastern European firms have the highest dynamic managerial inefficiency for all inputs, but have the smallest values for dynamic program inefficiency. Western European firms perform worst in terms of program inefficiency for all inputs, while Southern European firms are the best with regard to dynamic managerial inefficiency. The results also reveal that regardless the dynamic inefficiency dimension considered, investments is the most inefficient input, followed by labor, and materials.  相似文献

Re‐emergence of the bluetongue disease in Europe poses a continuous threat to European livestock production. Large‐scale vaccination is the most effective intervention to control virus spread. Compared to command‐and‐control approaches, voluntary vaccination approaches can be effective at lower costs, provided that farmers are willing to participate. We use a discrete choice experiment to estimate the preferences for vaccination scheme attributes, accounting for preference heterogeneity via an integrated choice and latent variable approach. In designing livestock disease control schemes, it is often argued that governments should use financial, incentive‐based policy instruments to compensate farmers for externalities, assuming they act in rational self‐interest. Our results suggest that in addition to economic motives, farmers can have intrinsic or social motives to invest in livestock disease control. Implications for the effectiveness of providing subsidy or information to motivate voluntary participation are discussed.  相似文献

The emergence of a financial crisis is an event that can impact the fortunes of nearly all economic agents. The focus here is on the 2008 financial crisis and how firms’ productivity growth was impacted by this crisis in the years that followed. This article focuses on dynamic productivity growth and its components using a firm‐level data set of Spanish meat processing, dairy processing, and oils and fats firms. The impulse response analysis shows that the impact of the crisis on dynamic productivity growth is negative and persistent in the oils and fats industry, initially positive but then negative in the meat processing industry, and positive in the dairy processing industry. The observed magnitudes of change in indicator are between 2% and 5% for oils and fats industries, and of 1% in both dairy and meat industries. Our analysis further confirms that firms’ size is an important factor in explaining how crisis impacts dynamic productivity growth and its components, while we find only slight evidence regarding the firms’ experience in the market.  相似文献

We propose a new method for measuring and decomposing input‐specific productivity change in a dynamic context. The resulting input‐specific dynamic Luenberger productivity change indicator is decomposed to identify the contributions of input‐specific dynamic technical, technical inefficiency and scale inefficiency changes. The empirical application of the paper focuses on panel data of large firms in the European dairy processing industry over the period 2005–2012. The results show similar patterns for dynamic input‐specific productivity change and its components for labour across European regions (Eastern, Western and Southern), while differences between regions are found regarding materials and investments.  相似文献

This article examines the presence of spatial spillovers in farms’ dynamic technical inefficiency scores using Data Envelopment Analysis and a second-stage spatial truncated bootstrap regression model. Dynamic inefficiency is measured in terms of variable input contraction and gross investment expansion, while the second-stage model allows an individual’s dynamic inefficiency to be influenced by both own and neighbours’ characteristics. The empirical application focuses on the panel data of specialised Dutch dairy farms observed over the period 2009–2016 and for which exact geographical coordinates of latitude and longitude are available. The results confirm the existence of spatial spillovers in farmers’ dynamic technical inefficiency levels. Although changes in neighbours’ subsidies do not significantly influence an individual’s inefficiency, an increase in neighbours’ age reduces an individual’s performance, while an increase in neighbours’ levels of intensification improves an individual’s dynamic efficiency.  相似文献

This paper provides empirical evidence on two potential costs of shared ownership of German affiliates abroad. First, in periods of currency crises, wholly-owned affiliates, in contrast to partially-owned affiliates, seem to circumvent financial constraints by accessing capital from their parent companies. In terms of differences in performance regarding sales of both types of firms, wholly-owned affiliates have a significantly better sales performance than partially-owned affiliates in periods of crises. This finding contributes to the evidence that FDI helps in mitigating the negative consequences of sharp currency depreciation, and stresses that this effect works especially through capital inflows to wholly-owned affiliates. Second, the debt financing of partially-owned affiliates is less sensitive to the tax rate suggesting that partially-owned affiliates rely less on international debt shifting than wholly-owned affiliates. This indicates that partially-owned affiliates are less flexible to exploit tax efficient strategies.  相似文献

This paper compares the production technology and production risk of organic and conventional arable farms in the Netherlands. Just–Pope production functions that explicitly account for output variability are estimated using panel data of Dutch organic and conventional farms. Prior investigation of the data indicates that within variation of output is significantly higher for organic farms, indicating that organic farms face more output variation than conventional farms. The estimation results indicate that in both types of farms, unobserved farm‐specific factors like management skills and soil quality are important in explaining output variability and production risk. The results further indicate that land has the highest elasticity of production for both farm types. Labour and other variable inputs have significant production elasticities in the case of conventional farms and other variable inputs in the case of organic farms. Manure and fertilisers are risk‐increasing inputs on organic farms and risk‐reducing inputs on conventional farms. Other variable inputs and labour are risk increasing on both farm types; capital and land are risk‐reducing inputs.  相似文献
