This article explores the historical background of affirmative action in the United States, and reviews haw federal support for it has changed since the Civil War. Several recent US Supreme Court cases deciding affirmative action issues are discussed, with speculation about the future of affirmative action in light of these decisions. Scholars and policymakers interested in the growth and prosperity of regions have long recognized that talent and knowledge are fundamental. Yet the question is what types of talent are needed in a growing twenty‐first‐century economy: human capital, creativity and innovation, or entrepreneurship? The latter we define broadly to include any type of risk taking, and not only radical innovation. The literature does not clearly point to one factor as being the most essential. This study assesses this question separately for rural and urban United States (US) counties. We find that human capital––measured by educational attainment––is considerably more conducive to employment growth than the share of creative occupations. Likewise, the share of small and medium businesses is also very conducive to local growth, although this does not apply to the self‐employment share. Rural and urban areas experience similar patterns, although the magnitude thereof tends to be larger for urban counties, whereas high‐technology employment share has had a positive effect in rural areas. Policy conclusions suggest that enhancing small business development and increasing educational attainment are the two strategies that are most likely to succeed. 相似文献

National governments invest in initiatives aimed at encouraging rural entrepreneurship on the assumption that it contributes to competitiveness and employment. Empirical findings about one such initiative in Thailand reveal the nature of entrepreneurship difficulties and the diverse expressions of entrepreneurship failure, not only in the sense of termination of activities and exit but also entrepreneurs’ inability to meet the objectives and aims of the initiative. Significant attitudinal inadequacies such as risk aversion, passivity and over-reliance on the public sector complement entrepreneurship resource weaknesses in explaining rural entrepreneurship difficulties and failure. Findings demonstrate inadequacies of one-size-fits-all policies seeking to encourage rural entrepreneurship by failing to address the needs and capabilities of the involved entrepreneurs. The discussion also extends current research, first, by studying rural entrepreneurship within an institutional framework in an emerging market context; second, by conceptualizing rural entrepreneurship failure and attitudinal drivers of such failure; third, by documenting and analysing the nature, sources and consequences of the distinct constructs of ‘rural entrepreneurship difficulties’ and ‘rural entrepreneurship failure’; and finally, by presenting a revised theorization of ‘failure’ in entrepreneurship research which recognizes the diverse forms that failure may assume. 相似文献

abstract The tension‐reduction model that links workplace stress to alcohol use and problems has received mixed support in previous investigations. Following recommendations that this model include moderated mediated relationships ( Frone, 1999 ) using more specific forms of workplace stress, we examine the impact of gender ratio, generalized workplace abuse, and stereotype threat in an effort to predict alcohol use and problems particularly for managerial women. A total of 1410 (57 per cent response rate) employees completed a survey containing items on job stress, escapist reasons for drinking, and alcohol consumption and problems, and SEM analyses were conducted separately for managerial and non‐managerial men and women. Results revealed that: (a) these three workplace stressors were differentially related to general workplace stress for the four groups; and (b) the contributions of the three stressors and of general work stress to the alcohol‐related variables varied by group. 相似文献

Currently, nursing homes can arrange for the provision of ancillary services either by providing the services directly, purchasing the services through contracts and fees, or by outside billings, in which the services are supplied by other providers who then bill Medicaid directly. Frequently, some combination of these three modes of provision is used for each ancillary service. The purpose of this study is to explore ancillary costs in a sample of nursing homes and to determine, to the extent possible, the most cost-efficient means of providing selected ancillary services (physical therapy, radiology and medical staff services). Prior to examining the impact of the mode of provision on cost levels, other facility and patient characteristics that might justifiably affect costs are identified and adjusted for. The results demonstrate that outside billing or purchasing services can be much less expensive than providing the services directly. It is suggested that all ancillary services (outside billings as well as services provided directly through contracts and fees) be included when facility-to-facility cost comparisons are made. This approach should serve as an incentive for nursing homes to seek the most cost-efficient means of providing ancillary services. 相似文献

We argue that Competency Modeling (CM) has the potential to fill an important void in Traditional Job Analysis (TJA), specifically the infusion of strategic concerns in day-to-day employee behavior. Moreover TJA and CM pursue fundamentally different goals, which those who argue for and against either of these human resource methods at times may overlook. To buttress this point we compare TJA and CM along six dimensions: purpose (describe versus influence behavior), view of the job (an object to be described versus a role to be enacted), focus (job versus organization), time orientation (past versus future), performance level (typical versus maximum), and measurement approach (latent trait versus clinical judgment). We conclude with a series of recommendations regarding ways in which TJA can be joined with CM so that an organization may achieve, among other outcomes, the critical purpose of directing employee behavior toward the accomplishment of its strategic objectives. 相似文献

A four stage measure capturing, awareness, interest, trial and adoption is employed to identify the key determinants of the stage of internationalisation of Australian wineries. Drawing from data from 292 wineries and using structural equation modelling techniques, this paper analyses the effects of a multitude of factors previously hypothesised to influence the stage of internationalisation. The results indicate that while these wineries exhibit characteristics described in the extant literature, significant differences remain. As the energy grid moves further toward renewable sources to generate the world's power requirements, energy storage becomes increasingly critical to infrastructure. Lithium-ion batteries are an attractive option for such storage, with an energy density and cycling characteristics that provide advantages over other technologies. However, Li-ion batteries also have several unique safety concerns due to the potential for thermal runaway, a self-heating reaction, which can result in venting of both flammable and toxic gases and fire. This paper presents the results of a survey on the capital investment practices of large corporations in Malaysia, Singapore and Hong Kong. Our findings are fairly consistent with those from similar U.S. surveys. However, Malaysia, Singapore and Hong Kong companies seem to use multiple techniques, both simple and sophisticated, in evaluating investment projects, while U.S. companies appear to make great use of discounted cash-flow rate of return. Although Malaysia, Singapore and Hong Kong companies often make annual cash-flow forecasts over the life of a project, they do not undertake much analysis of risk involved in the project.
