There is widespread scepticism among politicians and authorities concerning CBA as a main instrument for decision-making. This may cause possible bias towards non-quantitative factors as decisive. The challenge is to improve the methological approach, carefully examining the real benefits for road users. One way of doing this is to develop ex post CBA to test how critical assumptions fit to reality. The focus of this paper is on ex post analyses carried out with five case studies in larger infrastructure projects to assess the economic profitability actually occurring from new infrastructure. There are substantial differences in benefits ex post compared with the ex ante analyses, mainly explained by a shift parameter in willingness to pay (WTP) for the improvements. These ‘inconvenience costs’ saved by the road users add to the traditional value-of-time benefits. The paper also examines the profitability of private versus public funding and ends up with some considerations on regional impacts of transport infrastructure. A short presentation of a pilot study from two of the fixed links to elicit the influence on local industry is given. Some informal results support the theory of forward and backward linkages from new economic geography.  相似文献

Concern is rising over the deleterious effects of tropical deforestation. For example, the loss of forest cover influences the climate and reduces biodiversity, while reduced timber supplies, siltation, flooding, and soil degradation affect economic activity and threaten the livelihoods and cultural integrity of forest-dependent people. Such concerns have led economists to expand their efforts to model why, where, and to what extent forests are being converted to other land uses. This synthesis of the results of more than 140 economic models analyzing the causes of tropical deforestation brings into question many conventional hypotheses upon deforestation. More roads, higher agricultural prices, lower wages, and a shortage of off-farm employment generally lead to more deforestation. However, it is not known how technical change, agricultural input prices, household income levels, and tenure security affect deforestation. The role of macroeconomic factors such as population growth, poverty reduction, national income, economic growth, and foreign debt is also unclear. The authors nonetheless determine through their review that policy reforms included in current economic liberalization and adjustment efforts may increase pressure upon forests.  相似文献

Background Domestic appliances are burning people. In the European Union, accidents requiring hospital treatment due to burns from hot objects account for between 0 and 1% of all such accidents. Young children are particularly at risk. These reported accidents requiring hospital treatment are also likely to be a small proportion of the total number of burns from hot objects. Research method There is a lack of hard evidence about the level of accidents, typical consumer expectation and use, and on the state of the art of appliances. Results of technical laboratory tests carried out on products are used to demonstrate the state of the art and also show how consumer expectations could be changing. Results of a survey into accidents, based on a written questionnaire following telephone contact, provide information on non-hospital cases. Results Results of tests on products show that there are significant differences in the temperatures of touchable surfaces, even in products of the same type. Typically, these differences are due to variations in design and/or materials of construction. Some products are hot enough to burn skin. Accident research indicates that non-hospital medical practices are treating burn injuries, which are therefore not being included into the current accident statistics. Conclusions ? For products with the same function, some types of design or materials of construction are safer, with lower surface temperatures. Many product standards have no or unnecessarily high limits on surface temperatures. ? Many standards do not address the realities of who is using their products, for what purpose or where they are located. Some standards use unreasonable general limitations and exclusions that allow products with higher surface temperatures than they should have. ? Many standards rely on the experience factor for avoiding injury that is no longer valid, with the increased availability of safer products of the same type. A major field of work ahead is to carry out more surveys and in-depth studies of non-fatal accidents and injuries.  相似文献

Abstract

We develop a typology for analysing branding processes in municipalities: a place, organizational and democracy branding strategy. Our main contribution is to expand the view of municipalities as places, taking the debate on the branding of cities, regions and municipalities in a more nuanced direction. Our findings show that the place branding perspective is insufficient for understanding branding efforts; in fact, organizational branding is the most prevalent strategy. However, democracy branding is also strongly present. Using logistic regression, we conclude that the place branding debate should be nuanced by what we know about municipal size, identity and perceived media influence.  相似文献

This paper analyzes the capabilities of three different governance regimes for adequately handling uncertain and unknown effects of genetically modified (GM) crops. Adequate handling requires the development of sound procedures for identification of uncertainty and ignorance (U&I), reduction of U&I, decisions on how to treat irreducible U&I and monitoring of unexpected effects. The nature of U&I implies, however, that these procedures will be highly incomplete. Governance mechanisms that facilitate cooperative adaptation and communicative rationality are therefore needed. The three governance regimes (GRs) compared are: GM-crops are produced by private firms and these firms are made liable for harm (GR1); GM-crops are produced by private firms and the government decides whether the crops should be marketed (GR2); and GM-crops are produced and the government decides whether the crops should be marketed (GR3). The effect of bringing the civil society into the decision-making process is also analyzed. GR3 will be stronger in cooperative adaptation and communicative rationality than GR2. Public research organizations have fewer conflicts of interest with the government than private firms, and academic norms are important. Difficulties in proving harm and identifying the responsible firm will make GR1 weak in cooperative adaptation and communicative rationality.  相似文献
