Most of the constitutional political economy literature has followed Buchanan and Tullock by remaining inherently normative, but a small literature has appeared that examines the properties of constitutions by considering the motives of the people who actually write the constitution. This literature is in the positive public choice tradition, in that it assumes that the people who write a constitution are interested in advancing their interests and not those of someone else. This note discusses the need for and nature of a constitution that would advance the interests of all citizens, and then the procedures that would be necessary to create and adopt such a constitution. 相似文献

In this paper, we present an economic analysis of CO2-enhanced oil recovery (EOR). This technique entails injection of CO2 into mature oil fields in a manner that reduces the oil's viscosity, thereby enhancing the rate of extraction. As part of this process, significant quantities of CO2 remain sequestered in the reservoir. If CO2 emissions are regulated, oil producers using EOR should therefore be able to earn revenues from sequestration as well as from oil production. We develop a theoretical framework that analyzes the dynamic co-optimization of oil extraction and CO2 sequestration, through the producer's choice of the fraction of CO2 in the injection stream at each moment. We find that the optimal fraction of CO2 is likely to decline monotonically over time, and reach zero before the optimal termination time. Numerical simulations, based on an ongoing EOR project in Wyoming, confirm this result. We also find that cumulative sequestration is less responsive to the carbon tax than to the oil price. Only at very high taxes does a tradeoff between revenues from oil output and sequestration arise. 相似文献

Although economic theory suggests that both sales and fuel costs affect technology adoption by vehicle manufacturers, there is very little empirical evidence on either effect. We document a strong connection between a vehicle's sales and its energy efficiency. Using a demographics‐driven demand shifter to isolate demand‐side changes in sales, we find that a one standard deviation increase in sales raises efficiency by 0.2%, compared with a mean improvement rate of 1.4% per year between 1997 and 2013. Higher fuel prices also increase technology adoption directly by increasing willingness to pay for fuel cost savings. The results have two implications: manufacturers will continue to focus technological improvements on top selling vehicles; and fuel taxes will have larger effects on technology adoption than fuel economy standards and feebates. 相似文献

This paper considers a public-good economy with congestion, where participants jointly produce a public good from input of a private good. This economic model gives rise to a transferable-utility game, the profit game, that depends on consumer preferences and a congestion parameter. The simplicity of the game allows the maximum level of congestion that guarantees the nonemptiness of the core of the economy to be determined. It is known that the sustainability of the Lindahl equilibrium in the core of the economy depends on the distribution of profits. In this paper two distributions of profits are compared: the Lindahl solution and the marginal-contribution solution. We study the structure of household portfolios of financial wealth by analyzing both the determinants of total financial wealth and the choice between risky (stocks and bonds) and riskfree assets (saving accounts). The econometric specification is a generalized trivariate Tobit model, estimated on a cross section of 3,077 households in the Netherlands in 1988. We account for endogeneity of financial wealth and for selectivity due to nonreporting. A model is proposed with the following features: (1) there is a publicly accessible transport technology, which is more advanced when there is more specialized labor in it; (2) a high population density facilitates the development of the transport technology; (3) an improved transport technology facilitates a finer division of labor, which in turn increases per capita income. These features are compatible with the phenomena of economic development described by Boserup in 1981. The paper uses cointegration methods to test the market efficiency hypothesis (MEH) in the foreign exchange markets. Four exchange rates are considered-all relative to the US dollar: BP, DM, SF and JY. Survey data on expectations are used to see whether the violation of the MEH is due to expectational errors or risk premia. The results differ for the one-week ahead and the one-month ahead forecasts. With the weekly data we conclude that it is risk premia, and with the monthly data it is both expectational errors and risk premia that account for the violation of the MEH. Given the volatility of the exchange markets, it appears that forecasts over an extended period fail tests of rationality, but one-week ahead forecasts do not fail such tests. 相似文献

By analysing the different roles of the Indonesian state in arranging finance schemes for palm-oil development since 1945, this article aims to answer two questions: What are these roles? We conclude that the state has never been absent from the palm-oil industry but has had different and changing financing roles that are historically contingent and shaped by the evolving economic and political landscape.
