NONPROFIT EMPLOYEES' MACHIAVELLIAN PROPENSITIES

Nonprofit organizations are held to high ethical standards due to their charitable missions serving the common good. Incidents of fiscal mismanagement within the nonprofit sector make it relevant to assay the ethical principles of employees. This study examines the level of Machiavellian propensities of US nonprofit employees. Results indicate Machiavellian propensities do exist in certain nonprofit employees and these employees agree with questionable behavior. Policy makers and oversight agencies may find these results useful in developing corporate governance and accountability measures for nonprofit organizations. Furthermore, board of director members may use these results to monitor employee actions and address management training.     

Domestic Support and Border Measures for Processed Horticultural Products

In horticultural markets, trade barriers often apply to the processed products whereas domestic support applies to farm-produced raw commodities. Here we assess the effects of such trade barriers and domestic support by simulating the effects of policy reform on global processing tomato markets, which are faced with modest processed product tariffs and high domestic support in the European Union (EU). Both protection and EU subsidy drive down world welfare, but we find that reducing import tariffs for tomato products would yield greater effects on markets and larger welfare impacts outside Europe than would reductions in EU domestic support.     

REVISITING INFORMAL EMPLOYMENT AND SEGMENTATION IN THE SOUTH AFRICAN LABOUR MARKET

This study revisits the definition of informal employment, and it investigates the puzzle of high open unemployment co‐existing with relatively limited informal employment in South Africa. We estimate earnings equations using data from the September 2004 Labour Force Survey and present evidence of persistent earnings differentials not only between formal and informal employment, but also between types of informal employment. These persistent earnings differentials are suggestive of complex segmentation in the South African labour market and challenge the presentation of informal employment as an undifferentiated residual with no barriers to entry or mobility.

Price rigidities and institutional variations in markets with posted prices

Summary Standard laboratory posted-offer markets respond slowly and incompletely to demand shocks. In these one-sided markets, where sellers control the setting of prices, very little information is transmitted via the process of exchange. For this reason, traders have trouble distinguishing randomness in their own experience from changes in market fundamentals. This paper reports the results of twelve laboratory markets conducted to assess whether some common variants to standard posted-offer rules can correct the adjustment deficiences. 浅谈企业信用风险管理

社会主义经济是信用经济,没有信用,就没有秩序,市场经济就不能健康的发展。加强企业信用管理的风险控制是现代企业的一项重要任务。进入WTO标志着中国经济更加开放,国际贸易更加纷繁复杂,在机遇透人的同时,企业也潜伏着越来越大的风险,尤其是企业信用风险。因此强化企业的信用风险管理,建立与完善企业内部信用风险管理体制,仍然是企业面临的一项重要课题,笔者从多方面阐述了企业信用风险形成的原因以及如何建立风险管理机制等问题。     

艰苦奋斗勇攀科学险峰──记古生物地层学家许德佑先生

本文介绍了杰出的古生物地层学家许德佑先生勇攀科学高峰的事迹．许德佑先生年，青时留学于法国蒙伯里大学地质系．回国后，他致力于中国区域地质调查和古生物的研究工作。他注重实践，潜心钻研，写了大量科学论文，为地质科学做出了重要贡献．１９４４年在赴贵州西部做地质调查时，遭土匪枪击殒命，年仅３７岁．在他短暂的生命历程中，追求进步，勇攀高峰，为科学献身。使人永志难忘     

财政分权与义务教育财政管理体制问题探析

我国是成功实施财政分权化的国家之一。作为公共财政框架部分之一的义务教育也实行了分权化管理,义务教育办学的责任主要地落在了县、乡两级地方政府身上。而我国庞大的义务教育事业由县、乡甚至村脆弱的财力来承担,可谓“杯水车薪”：一些农村地区和贫困山区学龄儿童无学可上,无书可读等现象屡见不鲜。可见过度分权化的义务教育财政管理体制是制约当今中国义务教育发展的症结所在。     

中国农村社区公共物品投资的决定因素分析

本文使用具有全国代表性的抽样调查数据,对农村社区公共物品投资的决定因素进行了初步的分析。本文通过理论分析提出了两个理论假说,进而提出在我国公共投资中要注意的问题:既要考虑各地对公共投资有不同的需求,还要考虑区域协调发展。研究结果表明,除了一些政策因素以外,当地经济发展水平是影响农村公共投资的重要因素,一般来说,在工商业较发达的村公共投资活动也相对较多。对于外出务工人员较多的村,由于本地公共投资对外出务工人员的收入等作用较小,因此这部分村民就不那么愿意对村里进行公共投资。从政策实施角度看,本研究发现,上级政府的公共投资更多地投向贫困地区、偏远山区、农业生产条件差的地区或少数民族地区。这种投资战略有助于统筹区域发展,降低区域差异。     

生态经济理论的发展与政治经济学的创新

长期以来,我国社会主义政治经济学由于忽视研究生态经济问题,使之缺乏创新与发展。现在生态经济学得到了迅速的发展,政治经济学必须研究生态经济问题,必须吸收生态经济理论,真正成为社会主义现代化建设的坚实的理论基础。
