A class of chance constrained multiobjective linear programming with birandom coefficients and its application to vendors selection

In this paper, a class of chance constrained multiobjective linear programming model with birandom coefficients is considered for vendor selection problem. Firstly we present a crisp equivalent model for a special case and give a traditional method for crisp model. Then, the technique of birandom simulation is applied to deal with general birandom objective functions and birandom constraints which are usually difficult to be converted into their crisp equivalents. Furthermore, a genetic algorithm based on birandom simulation is designed for solving a birandom multiobjective vendor selection problem. Finally, a real numbers example is given. The paper makes certain contribution in both theoretical and application research related to multiobjective chance constrained programming, as well as in the study of vendor selection problem under uncertain environment.

本文从三防设计的技术管理，设计准则，优先材料等方面的 电子设备结构设计中的三防要求。指出现代三防技术范畴，已不单是防护工艺的实施，而应涉及到电路，结构，工艺和综合性技术管理方方面面，其中结构是把“三防设计”贯彻到产品设计之中的关键。     

Organization, programme and structure: an analysis of the Chinese innovation policy framework

The paper first identifies the stakeholders involved in the design and implementation of China's innovation policy and compares them with different government systems in selected Organization for Economic Co-operation and Development (OECD) countries. In order to disclose the relative strength and weaknesses inside China's innovation policy framework, we proceed to utilize policy practices in the OECD countries as a guideline to examine China's innovation policy in five categories: reform in the public S&T institutions, financial policy, business innovation support structure, human resource policy and legislative actions. Subsequently, several weak components of the Chinese innovation policy framework are identified and two of them are selected for further analysis: education and human resource policy, and protection of Intellectual Property Rights (IPR). Finally, the paper provides some priorities and possible actions for future innovation policy developments in China.     

Do more highly educated entrepreneurs matter?

This paper uses a unique micro dataset of Chinese private firms surveyed in 2000 to investigate whether having a more highly educated entrepreneur affects a firm's performance. Identifying educational effects has been shown to be empirically challenging because it is difficult to overcome the likely omitted variable bias problem. We use the propensity score matching method to get around this identification problem. Matching results imply that on average, the firms whose owners received higher education had 5.2–5.8 percentage points higher return on equity, 115–126 percentage points higher profits, and 102–111 percentage points higher sales revenue, respectively, than firms that did not have higher educated entrepreneurs.
