GEM research: achievements and challenges

This article analyzes the content and evolution of research based on the Global Entrepreneurship Monitor (GEM) project. We conducted a rigorous search of articles published in journals within the Thomson Reuters’ Social Sciences Citation Index^® through an exploratory analysis focused on articles using GEM data. The main findings of this study reveal that the institutional approach is the most commonly used conceptual framework. Also, although there are still few academic publications using GEM data, the number of articles is increasing, as are opportunities for future research.     

Ethnic patterns of returns to education in Bulgaria

It is widely accepted that disparities in education contribute to the poor labour market outcomes experienced by ethnic minority groups and consequently to their poverty. In this article, I analyse differential educational benefits in Bulgaria and compare returns to education for the Roma minority with the majority population and the Turkish minority. I show that both ethnic minority groups have lower education levels and employment rates than the majority population and that they also have lower returns to education. This result could be related to minorities' lower education quality as well as to discrimination in the labour market. Integration policies should thus aim to improve employability and labour market competence of vulnerable groups starting from school.     

On Some Characteristics of Gaussian Covariance Functions

The concepts of isotropy/anisotropy and separability/non‐separability of a covariance function are strictly related. If a covariance function is separable, it cannot be isotropic or geometrically anisotropic, except for the Gaussian covariance function, which is the only model both separable and isotropic. In this paper, some interesting results concerning the Gaussian covariance model and its properties related to isotropy and separability are given, and moreover, some examples are provided. Finally, a discussion on asymmetric models, with Gaussian marginals, is furnished and the strictly positive definiteness condition is discussed.

Work,Care and Gender during the COVID-19 Crisis*

We explore the effects of the COVID-19 crisis and the associated restrictions to economic activity on paid and unpaid work for men and women in the United Kingdom. Using data from the COVID-19 supplement of Understanding Society, we find evidence that labour market outcomes of men and women were roughly equally affected at the extensive margin, as measured by the incidence of job loss or furloughing. But, if anything, women suffered smaller losses at the intensive margin, experiencing slightly smaller changes in hours and earnings. Within the household, women provided on average a larger share of increased childcare needs, but in an important share of households fathers became the primary childcare providers. These distributional consequences of the pandemic may be important to understand its inequality legacy over the longer term.     

Consumption volatility and financial openness

Economic theory predicts that the integration of financial markets lowers the volatility of consumption. In this article, we study long-term trends in the consumption volatility of the G7 countries. Using different measures of financial openness, we find evidence that greater financial openness has been associated with lower consumption volatility. However, volatility of consumption relative to output has not declined.

Nach der Atomkatastrophe in Fukushima hat die Bundesregierung beschlossen, bis Mitte Juni die Zukunft der Atomenergie in Deutschland zu überdenken. Dabei k?nnen unterschiedlich weitgehende Szenarien betrachtet werden. Sie reichen von einer Rücknahme der im letzten Herbst beschlossenen Laufzeitverl?ngerung bis hin zum vollkommenen Ausstieg aus der Kernkraft. Die Autoren vertreten grunds?tzlich die Auffassung, dass die wirtschaftlichen Folgen eines Atomausstiegs zu bew?ltigen sind. Mit einer Steigerung der Energiepreise muss allerdings gerechnet werden — wie deutlich diese ausf?llt, und welche Referenzwerte herangezogen werden müssen, h?ngt von vielen Faktoren ab.     

Zur Qualität der Medienkontrolle: Ergebnisse einer Befragung deutscher Rundfunk- und Medienräte

This article presents the results of a survey among German media supervisors (members of supervising boards in public broadcasting stations and state media institutions). Given the increasing commercialization and internationalization of television, the supervising boards play a crucial part in assessing the quality of programs. From among 940 German supervisors, 364 took part in the survey, which covered the individual role conceptions of respondents as well as their attitudes towards quality criteria for television. Results suggest that both the supervisors’ amount of television use and the types of programs they prefer is clearly different from patterns in the population. This, along with the observation that supervisors often criticize what they saw privately, suggests (given the diversity of programs) that too much might be expected of them. Media supervisors do heed quality criteria in their work, but these probably do not correspond to other groups’ criteria, and especially not to the general population’s. To conclude, suggestions are discussed to improve the system of supervising programs by important social groups.
