This research addressed the questions: do audit committees (AC) in Victorian local government function effectively? Qualitative and quantitative data were collected to measure the perceptions, attitudes and perspectives of mayors, chief executives and chairs of the AC. The results were compared with perceptions of committee members of the Local Government and Shires Association of New South Wales and board members of the Municipal Association of Victoria as the representative bodies of local government in New South Wales and Victoria. There was a similarity of views in relation to: (1) inputs of an AC; (2) the behavioural nuances of the rigour of debate, trust and effective communications; and (3) the relationships with councillors and management. Limitations to effectiveness included: (1) attraction and retention of members; (2) the variability of expertise and the skills of the members; (3) continuing professional development for members; (4) ‘gaming’ behaviours; (5) power games associated with the appointment process; and (6) domination of the AC by members or management. The suggested way forward is the reinforcement of a strong governance culture in local government and an effective AC providing oversight of compliance, governance, internal control and risk processes.  相似文献

Agritourism has been studied in various ways and contexts. It can be argued, however, that studies have yet to provide a clear and basic understanding of the characteristics that underpin and define agritourism. This paper proposes an original typology for defining agritourism by identifying the key characteristics currently used to define agritourism in the literature and organising them into a transparent and structured framework. For the first time, the agritourism typology clarifies and classifies definitions of agritourism that currently exist in the literature. It therefore offers a comprehensive framework that can be used as a basis for more informed debate and discussion and for future empirical research.  相似文献

The findings of a survey of budgeting and standard costing practices in New Zealand (NZ) and United Kingdom (UK) manufacturers are reported. The results suggest that some commentators' predictions of a demise in standard costing and variance analysis are overstated. It has been found that standard costing systems continue to be popular and that the majority of accountants surveyed do not envisage abandonment of standard costing and variance analysis in advanced manufacturing technology environments. Comparisons between budgeting and standard costing practices used in NZ and the UK reveal a high degree of consistency. In the case of the few differences that have been observed, it appears that there is a greater lag behind prescribed practice amongst NZ manufacturers. The main differences noted are: a greater proportion of performance reports used in NZ budget centers fail to distinguish between controllable and non-controllable costs; NZ manufacturers are more reliant on historic data when setting standard costs; when distinguishing between variable and fixed costs, there is a greater tendency in NZ to simply treat direct costs as variable and overhead costs as fixed.  相似文献

The UK leasing industry has grown dramatically in the 1980s. The academic literature suggests that there are two major reasons for leasing—taxation benefits and off-balance sheet financing. Recently taxation and financial reporting changes have substantially reduced the taxation and off-balance sheet financing benefits from leasing. Against this background a postal questionnaire survey of the opinions of UK financial managers on various issues relating to finance leases was undertaken. This paper reports on the findings of the questionnaire survey. A distinguishing feature of the survey is that the replies were analysed by various financial characteristics of the responding companies.  相似文献

This paper tackles the broad issue of agrarian contracts, property rights and conflicts in the context of rural Côte d'Ivoire. Since the beginning of the 2000s, a new type of contractual arrangement has been developing rapidly: the ‘Plant & Share’ contract. Through such a contract, a landowner provides the land to a farmer who develops a perennial tree crop plantation; when production starts, the plantation, the plantation and the land, or the product is shared. The aim of the paper is to discuss the conflictive features of the arrangement. I argue that this contract, in spite of its potential for tensions and conflicts, constitutes an alternative to the much more conflictive land sales that currently dominate extra‐familial land transfers in the country.  相似文献

This paper discusses the potential value of local, partnership-based employability training and job guarantee programmes, focusing on one example—the 'Alloa Initiative'. The Initiative involved an employability training and job guarantee scheme developed in partnership with Tesco, a major retailer, in preparation for the opening of one of the company's new stores. This paper reports on the outputs from this project, which placed 109 disadvantaged job seekers into positions at the store, and proved particularly effective at targeting the long-term unemployed and those with limited experience of the retail sector. The analysis is based on the findings of survey research undertaken with 86 of the 109 training course completers (a 79 per cent response rate) and all the main partners involved in the Initiative. Innovative elements of the training programme that contributed to its positive outcomes are discussed, and a model for 'managing successful partnerships' is applied, in order to identify critical factors explaining the apparent success of the Initiative. In particular, the importance of employers providing job guarantees is noted.  相似文献

The National Health Service (NHS) Plan published in 2000 summarised Labour's commitment to modernising the NHS in England. The NHS would receive substantial additional funding bringing expenditure on health, as a share in national income, to levels comparable with a European average. The promise of secure financing from government promised to reduce uncertainty and facilitate medium term resource planning in the NHS. Extra funding, as outlined in the NHS Plan, would also be tied into capital and labour process reform(s) to ensure that investment translated into the much needed additional capacity to treat patients. During the period 1998–2003 funding for an average acute hospital has increased 50% in cash terms satisfying expectations set out in the NHS Plan. It is now an appropriate time to review progress. Using information collected for 20 acute hospitals, selected on the basis that they had started and completed PFI projects in the period 1998–2003. This paper constructs a physical and financial audit which is then used to reveal the degree to which acute hospital finances are now secure and the extent to which physical capacity to treat patients has been robustly transformed.  相似文献
