Over recent decades, developments in network governance have seen governments around the world cede considerable authority and responsibility to commercial migration intermediaries for recruiting and managing temporary migrant labour. Correspondingly, a by-product of network governance has been the emergence of soft employment regulation in which voluntary codes of conduct supplement hard (enforceable) legal employment standards. This paper explores these developments in the context of temporary migrant workers employed in Australian horticulture. First the paper analyses the growing use of temporary migrant labour in this industry. It then describes how different types of intermediaries interact with this workforce. The paper then outlines both hard and soft employment regulations, and contrasts them with actual employment conditions, questioning how a network governance approach has affected this vulnerable workforce. The paper concludes that changes in network governance of migration and employment relations have emasculated formal legal regulation, leaving market forces to operate without effective or ethical constraints at the expense of the public good.  相似文献

Improving children's access to primary and secondary education is a strategic goal for many global development agencies and government policymakers. Nevertheless, there is relatively little research examining how changes in rural school supply affect future labor markets. We leverage variation in the timing and location of secondary school construction in Southern Mexico to identify the effects of school supply on labor outcomes. We find that school construction increases expected education for school-aged children by about 4 years and raises the share of years working in the nonagricultural sector between the ages of 18–22 by 29.8 percentage points. The magnitude of the effects on share of years doing nonagricultural work is smaller for individuals from homes where an indigenous language is spoken. Our findings indicate that rural school construction in less-developed countries can accelerate the transformation from agricultural to nonagricultural economies, but there may be heterogeneous effects across socioeconomic groups and ethnicities.  相似文献

We extend the literature on house price cash differentials in important ways. First, our paper is the first to employ methods to correct for sample selection bias, using both switching regression and propensity score matching of cash vs. non-cash transactions. We use selection models to produce price counterfactuals for cash and noncash buyers. We also include both average treatment effect and a propensity score weighted selection models. From the selection models, we find that previous studies likely overstate the cash discount. Results from counterfactual tests examining cash discounts suggest amplified cash discounts in areas with close proximity to an environmental hazard; and also a pricing differential based on CBG level income, with purchasers in high income areas more likely to pay a cash premium compared to market participants in areas with comparably lower income, where a cash discount is detected. These results provide useful insights for market participants including real estate appraisers, brokers, and buyers and sellers of real estate.  相似文献

This essay is based on my keynote address at the 2016 annual meeting of the Eastern Finance Association. I propose that misunderstandings about the traditional model of corporate governance, with its emphasis on shareholder wealth maximization, contribute to negative societal attitudes about corporations. I discuss the implications of shareholder wealth maximization for other corporate stakeholders, the dangers of deviating from shareholder wealth maximization, and the roles that the media and the government play in the governance of corporations.  相似文献

Examination of the application of virtue ethics to business has only recently started to grapple with the measurement of virtue frameworks in a practical context. This paper furthers this agenda by measuring the impact of virtue at the level of the organisation and examining the extent to which organisational virtue (OV) impacts on moral attentiveness (MA) and the perceived role of ethics and social responsibility in creating organisational effectiveness (PRESOR). It is argued that people who operate in more virtuous organisational contexts will be expected to be more attentive to ethical issues and in turn perceive a greater role for ethics and social responsibility in business. Analysis of results based on a sample of 137 HR professionals shows that where people report that their organisation provides meaningful work, they are more likely to display reflective MA and the belief that ethics and social responsibility are compatible with business objectives, suggesting that organisations who are interested in promoting an ethical culture should focus on their work structures and practices. More generally, OV is shown to have a more complex relationship with PRESOR than hypothesised pointing towards a more nuanced view of OV. The paper examines the implications of the results for organisations and research.  相似文献

As stakeholders continue to increasingly hold firms accountable for environmental and social performance in their supply chains, the importance of understanding how firms can be more sustainable becomes more prescient. Based on the underlying premise of stakeholder theory that business and ethics decisions are intertwined, the current research introduces the concept of supply chain integrity (SCI) to explore how the interdependence of business and ethics decisions can lead to improvements in sustainable supply chain management (SSCM) practices. Exploratory analysis employing secondary data sources in an elastic net (EN) logistic regression provides support for the proposed construct, by providing preliminary empirical evidence that SCI, measured through two subdimensions of structural and moral SCI, can be linked to firm sustainability. The research contributes to the supply chain management literature by: (1) introducing the concept of SCI; (2) performing an exploratory econometric analysis to provide initial validity of the SCI construct; and (3) providing a research agenda to guide further research on the concept of SCI and its role in SSCM.  相似文献

Structured interviews were conducted with African-American, Hispanic-American, Asian-American and Caucasian-American park users (N = 463) during one of their visits to a large urban park. The participants varied from 55 to 93 years of age. Most (77%) of the interviews were conducted by interviewers of the same ethnicity as the interviewee, and interviews were conducted in Spanish or Chinese when that was the preferred language of the interviewee. A stratified quota sampling plan was established to ensure that interviews were conducted in all areas of the park, at all times of the day and on both weekdays and weekends. Preliminary analyses indicated that neither gender nor age differences accounted for a meaningful percent of the variance in the dependent variables. Consequently, chi-square analyses and analyses of variance were performed with ethnicity as the independent variable. Significant differences were found among the ethnic groups in their use of park facilities, the social milieu within which they visit the park, and their ratings of the psychosocial benefits of park use.  相似文献

Abstract

National parks in Canada operate under the dual mandate of conservation and visitor use, which involves balancing ecological integrity and nature-based tourism activities. Climate-induced environmental change may increase the existing tension between conservation and visitor use as major tourism resources located in protected areas (PAs) are projected to undergo large-scale changes. This study draws upon the behavioural approach, scenario planning, and landscape visualizations to examine the relationship between climate change impacts, visitor perceptions, and visitor experience management at the Athabasca Glacier in Jasper National Park, Canada. Four tourism development scenarios defined by two management drivers (ecological integrity and visitor demand) with corresponding storylines and visualizations were developed for 2050. The visualized scenarios were presented to visitors (n?=?304) in a survey to understand potential implications on visitor satisfaction. The results suggest that park managers need to find a balance between ecological integrity and visitor use in a way that ensures commercialized tourism development is limited, educational material is prioritized, and ecological integrity is maintained. While understanding the behaviour of future tourists is complex, it is a critical component of climate change adaptation planning and decision-making processes that needs to be prioritized by policymakers and PAs managers.  相似文献

This study employed a visitor survey to analyze the influence that changing climatic conditions have on the substitution behaviors of alpine skiers (activity, spatial, temporal). It further focuses on the role that activity involvement plays in influencing behavioral adaptations (i.e., substitution) and also the extent to which place loyalty is affected. The Modified Involvement Scale (MIS) was used to segment respondents based on high, medium, and low levels of leisure involvement with activity. Highly involved skiers were more likely to change their skiing behavior as a result of poor snow conditions than were less involved individuals. Pritchard's Psychological Commitment Index (PCI) provided evidence that less involved skiers exhibit lower levels of commitment to particular service providers than do highly involved individuals.  相似文献
