大型公共建筑节能存在的问题与对策探析

大型公共建筑一般是指单体建筑面积两万平方米以上并采用中央空调的公共建筑。建筑节能是各种节能途径中潜力最大、最为直接有效的方式,是缓解能源紧张最有效措施之一。本文针对中国建筑能耗基本状况,对大型公共建筑能耗过高及建筑节能发展缓慢的原因进行了分析,提出了解决大型公共建筑能耗过高的对策和技术措施。

河北省百强企业在履行社会责任方面的情况是,纳税情况良好、不同程度地治理了环境污染、产品质量和服务质量不断提高、不断增加员工培训,员工的工资福利待遇不断提高。但只有一家企业发布过社会责任报告。在为社区服务方面多数未提到议事日程,都未设立企业社会责任专门机构。解决的对策是,加大第三产业发展,努力实现由资源优势向服务优势转变。定期发布企业社会责任报告,使企业社会责任公开化。借鉴国外经验设立企业社会责任标准并强制执行,使企业社会责任制度化,等等。     

我国上市公司违法违规行为及其监管问题研究

近年来随着证券市场的发展,上市公司的运作日益规范。但是,由于法律和监管的不完善,仍然存在不少违法违规行为。这些行为在很大程度上损害了投资者的利益,影响了我国证券市场的健康发展。从证券监管的角度展开研究,通过对近年我国证券市场中被查处的上市公司违法违规行为进行实证研究,分析了上市公司违法违规行为的特征,并基于此提出了改善的对策建议。     

Do fixed income mutual fund managers have managerial skills?

Motivated by Berk and Green [Berk, J., & Green, R. (2004). Mutual fund flows and performance in rational markets. Journal of Political Economy, 112, 1269–1295] and Chevalier and Ellison [Chevalier, J., & Ellison, G. (1999). Career concerns of mutual fund managers. Quarterly Journal of Economics, 114, 389–432] who show theoretically that performance persistence may be short-lived, we complement Bollen and Busse [Bollen, N., & Busse, J. A. (2004). Short-term persistence in mutual fund performance. Review of Financial Studies, 18, 569–597] and examine performance persistence in high-quality corporate-bond mutual funds over short horizons. Empirically, we find supporting evidence of performance persistence over shorter horizons. Our empirical tests also suggest that the performance persistence we document may be at least partly due to managerial skills.     

从初始经济条件看中美国库现金管理效应及中国的操作选择

当前,中国正面临着货币流动性相对过剩的问题,开展国库现金管理对从紧的货币政策可能带来冲击。一方面中国应积极借鉴国际经验开展国库现金管理,提高财政收益,减少政府筹资成本;另一方面应该根据经济条件把握好国库现金管理的进度和规模,重点关注国库现金管理对货币市场的影响,并在操作中进一步探索财政政策与货币政策的协调机制。

对建立和完善我国失地农民社会保障制度的探讨

本文分析了我国失地农民社会保障的现状,认为我国失地农民社会保障还存在覆盖面窄、保障水平低、资金来源不足、远期社会保障机制不到位等问题。在此基础上,从明确政府的主导地位和发挥财政政策作用两方面提出了支持建立失地农民社会保障体系的实现途径。     

The Impact of Social Housing Developments on Nearby Property Prices: a Nelson Mandela Bay Case Study

Social housing projects often face substantial “Not‐in‐my‐backyard” (NIMBY) sentiment and, as a result, are frequently plagued by local opposition from communities who argue that nearby property prices will be affected adversely by these developments. International hedonic pricing studies conducted have, however, produced mixed results with some concluding that social housing developments may in fact lead to an improvement in surrounding property values. There is, however, a paucity of South African evidence. This study considers the validity of the most pervasive NIMBY argument, the claim that social housing developments negatively affect nearby property values, by considering the property prices of 170 single‐family homes in the Walmer neighbourhood, Nelson Mandela Bay, as a function of their proximity to an existing low‐cost housing development. The results of this study indicate that in the case of one Nelson Mandela Bay low‐cost housing development, a negative impact is exerted on the property values of nearby houses.
