Using a unique data set on federal grants and tax revenues of more than 5000 Brazilian cities, we find that the federal government imposes an implicit tax of almost 10% on city governments’ tax revenues: for every dollar that a city collects from its residents, the federal government withdraws grants worth 9 cents from the city. Our findings suggest that local government tax revenues are low not because federal grants crowd out tax revenues, but because tax revenues crowd out federal grants. 相似文献

Considerable work has been reported on the tradeoffs associated with direct broadcast satellite (DBS) systems. These studies have considered total investment costs (space segment plus ground segment), but have not dealt with a number of other business-related parameters which affect system design. This article addresses some of these issues from the viewpoint of a commercial entity in the USA. It considers intial financing, short-term v long-term competitive advantages, system features v cost, effects of partially shifting the investment burden to the consumer, technology improvements, satellite constraints and economies of scale, flexibility, commercial alliances, and regulatory constraints. This paper presents a methodology for identifying and weighing the importance of product attributes used by a key customer group of a company. A central feature of the technique is the introduction of a new concept: competition factors (CF). These factors address the influence of substitute products in the specific product attributes that a customer group considers. A better knowledge of substitute products can surface previously hidden or latent customer needs. CF allow dealing with this problem, providing a powerful tool for market-oriented businesses that seek to understand customers' expressed and latent needs. A debate on whether capital grants, and especially European Union (EU) funds, actually contribute to growth has gained prominence lately. This article empirically assesses the relationship between the quality of public investment, capital grants, and growth in a sample of 43 emerging and peripheral economies over 1991–2015. To this end, the contribution of public capital to growth is estimated using efficiency‐adjusted public capital stock series, which reflects the quality of public investment management institutions. In addition, the determinants of effective public investment are analyzed. The results suggest that capital grants contribute positively to effective public investment, and the latter is significant in explaining variations in economic growth. Finally, the article illustrates the impact of raising EU funds absorption on potential growth in emerging and peripheral EU countries. 相似文献

During the last 20 years, the literature on internationalized small firms discussed at length the speed of internationalization, illustrating the importance of born globals. The geographic scope of small firm internationalization and its implications for international business and entrepreneurship theories has however been overlooked, especially with regard to firms based in Latin America. This study expands the research agenda on the effects of networks and entrepreneurship orientation for the internationalization strategy of small firms by examining their effects on internationalization scope. It uses survey data from small firms based in Chile. The findings suggest that the greater the number of networks utilized, the more entrepreneurs are likely to target markets based in diverse regions of the world. The study has managerial and policy implications, suggesting that nurturing diverse international networks can help entrepreneurs reach a broader number of markets. 相似文献

this study examines the dramatic change in production technology of the U.S. ocean liner shipping industry over the period 1971 through 1982 using panel data on 15 subsidized U.S.-flag liner firms. To estimate the changes in the production function due to the new technology, the switching regime method of Goldfeld and Quandt is applied to a translog variable profit function. Three regimes based on the proportion of the new technology reflected in a firm's fleet are identified. The constant returns to scale fleet size more than doubles across the three regimes. 相似文献

This paper adopts a view of organizations as complex adaptive systems and makes a case for making organizations more complex internally through the use of a fairly simple managerial rule – using participative decision making. Participation in decision making enhances connectivity in organizations, which in turn, gives the organization the opportunity to self-organize and co-evolve in more effective ways than when there is minimal connectivity (i.e., autocracy). This paper presents a rational political budget cycle model where devaluation acts as a tax on consumption due to a cash-in-advance constraint. Competent governments can signal their competency by reducing the rate of devaluation prior to elections. When voters also ignore the degree to which governments are opportunistic, i.e. the extent to which they are willing to distort the economy for electoral gain, an incompetent, opportunistic incumbent can reduce the rate of devaluation in the run-up to an election. The main theoretical implication in either setup, that the rate of devaluation is significantly higher in the months following an election, is consistent with evidence drawn from 26 countries in Latin America. 相似文献
