This paper uses data envelopment analysis to assess the operational performance of 28 Italian airports during the period of 2000 through 2006. Recent developments in bootstrapping techniques are used to correct total factor productivity estimates for bias and to assess the uncertainty surrounding such estimates. This study found that the Italian airport industry experienced a significant technological regress, with few airports achieving an increase in productivity led by improvements in efficiency. Moreover, the paper shows that the form of ownership (public majority vs. private majority) of an airport management company does not significantly affect performance. In contrast, this type of the concession agreement has positive and significant effects on airport productivity. Finally, the paper highlights the existence of a productivity gap between airports located in the North-Central part of the country and those located in the south.  相似文献

This study compares the individual, household and location characteristics of private employees, the self-employed, the unemployed and the economically inactive in Kazakhstan making use of a 1996 World Bank Living Standards Measurement Survey. The purpose is to understand whether the process of transition has determined a selection of workers exiting the state sector and entering the three relatively new 'pools' of private employees, self-employed and unemployed. An 'occupational choice' model is used to explore the determinants of sector participation. It is found that income opportunities are similar between the private and self-employment sectors, that the private sector is not necessarily the workers' first choice and that non-income determinants including local economic and labour market conditions and household related factors explain better than income the choice of the working sector. Self-employment seems to be a key sector in understanding the mechanisms of sector choice and the reallocation of labour. Unemployment appears as a choice of last resort and made by truly 'rationed' individuals.  相似文献

Summary. We focus on the following uniqueness property of expected utility preferences: Agreement of two preferences on one interior indifference class implies their equality. We show that, besides expected utility preferences under (objective) risk, this uniqueness property holds for subjective expected utility preferences in Anscombe-Aumann's (partially subjective) and Savage's (fully subjective) settings, while it does not hold for subjective expected utility preferences in settings without rich state spaces. Indeed, when it holds the uniqueness property is even stronger than described above, as it needs only agreement on binary acts. The extension of the uniqueness property to the subjective case is possible because beliefs in the mentioned settings are shown to satisfy an analogous property: If two decision makers agree on a likelihood indifference class, they must have identical beliefs. This paper offers a preliminary evaluation of ECB conduct ofmonetary policy by estimating a fairly general reaction functionfor the euro area. The specification of the policy rule embodiesa number of nonlinearities which are shown to stem from asymmetricpreferences and a convex aggregate supply curve. Asymmetricpreferences allow, but do not require, policy-makers to weightdifferently positive and negative deviations of inflation andoutput from the reference values, and translate into an asymmetricreaction function. The empirical analysis on monthly euro-areaaggregated data over the last 5 years reveals that ECB monetarypolicy is effectively described by a nonlinear policy rule accordingto which output contractions have required a larger policy responsethan output expansions. Moreover, actual movements in the eurointerest rate closely resemble the simulated path that a Bundesbank-typeof behaviour would have implied.  相似文献

This paper analyzes how the deposit guarantee value affects the risk incentives in a mutual guarantee system. We liken the guarantee’s value to that of a European-style contingent claims portfolio. The main feature emerging from our model is that a mutual guarantee system would give banks an adverse incentive to increase riskiness. To mitigate this incentive, we introduce a regulatory provision modelled using a path-dependent contingent claim. By comparing the mutual guarantee system with a non-mutual one, we show that the former is less expensive, but implies higher adverse incentives for the banks, especially for undercapitalized institutions.  相似文献

The transport phase is one of the crucial stages that can be improved to reduce the environmental impact of the fresh fruit and vegetable supply chain. In this paper, we calculate the environmental impact of feasible logistic alternatives for the above-mentioned supply chain so as to identify the type of transportation that incurs the lowest environmental costs. Specifically, we consider the early potato supply chain as a case study, as it involves one of the main fresh vegetables exported from Italy. Consumers' willingness to pay for the environmental impact of different logistic chains was obtained through life cycle assessment. Our results show that rail transport could reduce environmental impact in terms of tons of oil equivalent, environmental loads, and fuel consumption while ensuring reasonable shipment times. Development of an efficient rail transport system would be positively considered by consumers, enhancing their preferences for Italian products.  相似文献

We argue that a trade agreement which conforms to GATT’s reciprocity rule benefits the (stronger) less trade‐dependent country at the expense of the (weaker) more trade‐dependent country. Reciprocity is so unfavorable to the weaker country that it may be worse off under reciprocity than under the Nash‐ bargaining solution, a “power‐based” approach to trade negotiations that reflects power asymmetries among trading partners. Our results question Bagwell and Staiger’s (1999 , 2000 ) view of reciprocity as a rule that “serves to mitigate the influence of power asymmetries on negotiated outcomes.”  相似文献
