The internal imbalances in the euro area are often cited as one of the main reasons for the crisis there. The surpluses, especially those of Germany, correspond to the deficits in the euro area problem countries — Greece, Italy, Ireland, Spain and Portugal. An analysis of the trade and services balances of the problem countries, however, shows that this was only true up to 2004. Since 2005 their deficits with the rest of the world have been bigger, especially with China. Now the imbalances with China, not Germany, are the main concern for euro area problem countries. The reasons for this development were the strong appreciation of the euro and the structure of the economies of the euro area problem countries, which brought them into direct competition with China. Revaluation of other currencies, especially the renminbi, would enable the euro area crisis countries to pursue growth-friendly fiscal consolidation in which stronger external demand replaces internal demand. This was how Germany consolidated its budget — lower fiscal deficits were compensated by external demand contributions. The problem countries could simultaneously shrink both their fiscal and external deficits. Internal devaluation through wage moderation, however, dampens domestic demand and is recessionary in the short term. 相似文献

This paper analyses the impacts of the new daily green electricity production forecasting policy by the Austrian Green Electricity
Settlement Agency (OEMAG) and the newly introduced seven-day electricity trading mechanism by the European Energy Exchange
(EEX) on the Austrian electricity market.
By treating these two market policy alterations as natural experiments and applying statistical and econometric methods to
a unique data set, it is investigated whether thereby (i) a reduction of the green electricity production forecasting uncertainties
and (ii) a generally more efficient electricity market with accompanying lower net costs is attained. Furthermore, we analyse
whether (iii) seven-day-trading helps to mitigate the Friday-Monday effect that is often observed on stock and other exchanges
markets. Finally, we investigate whether or not (iv) the underlying market design might tempt OEMAG to systematically overstate

We analyse local compensation payments made to farmers for providinglandscape amenities in Alpine tourist communities. These paymentsresult from political bargaining at the municipal level. Paneldata estimation shows that the probability of introducing compensationpayments depends positively on the benefits of landscape amenities.Although no impact of service provision cost is found, transactioncosts at different levels of the bargaining process reduce theprobability of payments. Compensation payments mainly occurin communities where the provision of agricultural landscapeservices is perceived as relatively low and the diversity ofthe countryside seems to be endangered.
