This article reports on a symposium held at Fort Hare University in July 1998. Its objective was to assess the current state of knowledge on communal rangelands and identify issues important for policy making. This was done in the light of concerns about recent policy reform. Uncontrolled access to resources and the lack of services were identified as the main constraints on socio‐economic development in the communal rangelands, and inadequate forage during the dry season was recognised as a general constraint on livestock production, irrespective of mean annual rainfall. Government policies must recognise these issues and the social and ecological heterogeneity of communal rangelands in South Africa. The conclusion with the most far‐reaching implications, however, was that degradation has occurred in some, but not all, communal rangelands and is most likely to occur in arid areas. This finding is in direct contrast to the current base for agricultural policies in South Africa, which assumes that livestock have little impact on rangelands. 相似文献

FDI has received surprisingly little attention in theoretical and empirical work on openness and growth. This paper presents a theoretical growth model where MNCs directly affect the endogenous growth rate via technological spillovers. This is novel since other endogenous growth models with MNCs, e.g. the Grossman–Helpman model, assume away the knowledge‐spillovers aspect of FDI. We also present econometric evidence (using industry‐level data from seven OECD nations) that broadly supports the model. Specifically, we find industry‐level scale effects and international knowledge spillovers that are unrelated to FDI, but we also find that bilateral spillovers are boosted by bilateral FDI. 相似文献

We consider a standard two-country monetary policy game with fixed nominal wage contracts. The policy regime is either non-cooperative or cooperative. We extend conventional analyses by deriving the natural rate of employment endogenously through monopoly union decision-making. As unions attempt to affect the real exchange rate, wages are set inefficiently high. Such attempts are shown to be strongest under monetary cooperation. Therefore, in comparison with non-cooperation, employment is lowest, and, in effect, consumer price inflation is highest, under monetary cooperation, i.e., international monetary cooperation is disadvantageous. 相似文献

Recycling of packaging material has become more or less mandatory in many European countries, including Norway. Through so-called voluntary agreements quantitative targets are set for the proportion of total waste to be recycled. At the same time the strategic objective for Norwegian waste policy is that there should be a socio-economic balance between different waste treatment options. On the basis of a cost-benefit analysis it is questioned whether the Norwegian recycling policy for liquid board containers really is cost-effective. The calculations show that the net social costs of the recycling system in 1999 amounted to EUR3.5 million. The high cost is due to the fact that these containers constitute a small fraction of total waste from the household and that it is costly to separate it from other waste. The environmental costs from landfilling or incineration are small compared to the costs of recycling. The best alternative, according to our analysis, is to incinerate the containers with energy recovery. 相似文献

This paper identifies three scientific research programs in agricultural economics. The farm management approach (1870-1933), the farm problem approach (1933-1982) and the domestic and global welfare approach (1982-). In respect to agricultural policy research two competitive research programs developed out of the farm crisis of the 1920s. One program argued for government intervention in agriculture. The other argued for stability in the general economy. The former program degenerated during the 1970s because of countervailing empirical evidence and a change in the understanding of positive economics. The latter program stayed progressive by adding the international dimension and by applying welfare economic analysis. Two other important factors influenced the development of agricultural policy. First, the unique institutional set up of the land grant system in which agricultural economics was founded as an applied science with a bias to help farmers. We construct a model of economic policy determination by an executive who controls a domestic policy instrument and who can influence, but not completely control, the conduct of trade policy. The executive exploits a polictical linkage between the policies. These circumstances can motivate implementation of a results-oriented trade policy by the government of a trading partner. A number of studies have shown that little replication and extension research is published in the business disciplines. This has deleterious consequences for the development of a cumulative body of knowledge in these same areas. It has been speculated, but never formally tested, that replication research is more likely to be published in lower tiers of the journal hierarchy. The present paper indicates very low levels of replication in management and strategic management journals, regardless of their prestige. Moreover, even those replications that are published tend not to be critical—odd in applied social sciences that are largely preparadigmatic and where extensibility, generalizability and utility of scientific constructs tend to be low. The goal of science is empirical generalization, or knowledge development. Systematically conducted replications with extensions facilitate this goal. It is clear, however, that many editors, reviewers, and researchers hold attitudes toward replication research that betray a lack of understanding about its role. Long-run strategies to dispel these misconceptions must involve changes in graduate training aimed at making the conduct of such vital work second nature. It is further suggested that journals in all tiers create a section specifically for the publication of replication research, and that top-tier journals take the lead in this regard. © 1998 John Wiley & Sons, Ltd. 相似文献

The ‘average consumer’ is referred to as a standard in regulatory contexts when attempts are made to benchmark how consumers are expected to reason while decoding food labels. An attempt is made to operationalize this hypothetical ‘average consumer’ by proposing a tool for measuring the level of informedness of an individual consumer against the national median at any time. Informedness, i.e. the individual consumer's ability to interpret correctly the meaning of the words and signs on a food label is isolated as one essential dimension for dividing consumers into three groups: less-informed, informed, and highly informed consumers. Consumer informedness is assessed using a 60-question test related to information found on a variety of Danish everyday food products and divided into factual questions and informedness about signpost labels. A test was made with 407 respondents who participated in four independent studies on fairness in consumer communication, and the average score for all was 57.6% of correct answers. A score of 64% and beyond would place a consumer in the upper quartile (the group of highly informed consumers), whereas a score of 52% or below would place the individual in the lower quartile (the group of less-informed consumers). Female respondents performed better than males on label recognition, and those around 40 years of age irrespective of gender performed best on factual knowledge, whereas those aged around 30 performed best on label recognition. It is foreseen that independent future studies of consumer behavior and decision making in relation to food products in different contexts could benefit from this type of benchmarking tool. 相似文献

In this paper, we explore the relationships between subsidiary technology transfer competence, bargaining power and rent-seeking. In the multinational corporation, technology transfer competence is generally perceived as something desirable. We connect this bright side of subsidiary-level processes to a potentially uglier and darker side of the organization, namely that subsidiaries gain bargaining power that is exercised for bad ends, i.e., rent-seeking. Using an empirical analysis that comprises intrafirm technology transfers, this paper finds that technology transfer competence leads to greater subsidiary bargaining power that in turn increases rent-seeking behavior; but this competence does not directly affect rent-seeking. We suggest that bargaining power offers a key explanation for rent-seeking. This paper advances the understanding of subsidiary sources of power within the multinational corporation and the organizational determinants of rent-seeking, which is relevant to theory development as well as to managers. 相似文献
