The aim of this article is to investigate differences between the British public and private sectors in terms of the decentralisation of employment relations. Drawing on data from the 1998 Workplace Employee Relations Survey, the article arrives at three main conclusions. First, the analysis reveals that while local‐level managers in both sectors have similar levels of responsibility for employment relations issues, those in the public sector are, on the whole, significantly less likely to be able to exercise authority. Second, the results indicate some marked variations in practice within the public sector, with managers in education having the greatest level of authority. Finally, the article explores the extent to which differences in local‐level authority between the public and private sectors can be explained by higher‐level collective bargaining, and the presence of higher‐level personnel specialists. These factors have only a partial influence, and do not fully explain why local‐level employee relations managers in some areas (notably health) are less able to exercise authority than their counterparts in the private sector. 相似文献

Abstract. This paper is concerned with the relationship between education, wages and working behaviour. The work is partly motivated by the sharp distinction in the literature between the returns to education and the effect of wages on labour supply. Education is the investment that cumulates in the form of human capital while labour supply is the utilization rate of that stock. Yet, variation in education is usually the basis for identifying labour supply models – education is assumed to determine wages but not affect labour supply. Moreover, it is commonly assumed that the private rate of return to education can be found from the schooling coefficient in a log-wage equation. Yet, the costs of education are largely independent of its subsequent utilization but the benefits will be higher the greater the utilization rate. Thus the returns will depend on how intensively that capital is utilized and we would expect that those who intend to work least to also invest least in human capital. Indeed, the net (of tax liabilities and welfare entitlements) return to education will be a complex function of labour supply and budget constraint considerations.

A new approach to valuing ecosystem goods and services (EGS) is described which incorporates components of the economic theory of value, the theory of valuation (USappraisal), a multi-model multiple criteria analysis (MCA) of ecosystem attributes, and a Delphi panel of experts to assign weights to the attributes. The total value of ecosystem goods and services in the various tenure categories in the Wet Tropics World Heritage Area (WTWHA) in Australia was found to be in the range AUD$188 to $211 million year−1, or AUD$210 to 236 ha−1 year−1 across tenures, as at 30 June 2002. Application of the weightings assigned by the Delphi panelists and assessment of the ecological integrity of the various tenure categories resulted in values being derived for individual ecosystem services in the World Heritage Area. Biodiversity and refugia were the two attributes ranked most highly at AUD$18.6 to $20.9 million year−1 and AUD$16.6 to $18.2 million year−1, respectively. 相似文献

Synopsis Classification is an important activity that facilitates theory development in many academic disciplines. Scholars in fields
such as organizational science, management science and economics and have long recognized that classification offers an approach
for ordering and understanding the diversity of organizational taxa (groups of one or more similar organizational entities).
However, even the most prominent organizational classifications have limited utility, as they tend to be shaped by a specific
research bias, inadequate units of analysis and a standard neoclassical economic view that does not naturally accommodate
the disequilibrium dynamics of modern competition. The result is a relatively large number of individual and unconnected organizational
classifications, which tend to ignore the processes of change responsible for organizational diversity. Collectively they
fail to provide any sort of universal system for ordering, compiling and presenting knowledge on organizational diversity.
This paper has two purposes. First, it reviews the general status of the major theoretical approaches to biological and organizational
classification and compares the methods and resulting classifications derived from each approach. Definitions of key terms
and a discussion on the three principal schools of biological classification (evolutionary systematics, phenetics and cladistics)
are included in this review. Second, this paper aims to encourage critical thinking and debate about the use of the cladistic
classification approach for inferring and representing the historical relationships underpinning organizational diversity.
This involves examining the feasibility of applying the logic of common ancestry to populations of organizations. Consequently,
this paper is exploratory and preparatory in style, with illustrations and assertions concerning the study and classification

Relationships between trading cost, technology, and the nature of intermediation in the trading services industry are discussed. Electronic markets are linked to reductions in trading costs. Lower explicit costs are related to system development and operating costs. Electronic order book information is identified as a means of realizing implicit cost savings. We examine the determinants of underwriter spreads on straight/fixed rate Eurobonds issued by US firms between 1990 and 1998. We find that underwriter spreads are influenced by: (i) the governing law as it influences the timely and orderly renegotiation of contract terms, with bonds governed by English law having significantly lower spreads; (ii) the distribution mechanism, with spreads higher on public issues than private placements; (iii) underwriter reputation, with more reputable underwriters charging higher spreads; and (iv) the choice of currency, with spreads higher in the less frequently used currencies and/or in currencies where underwriting activities are more concentrated. 相似文献

This paper critically evaluates Transnational Corporations’ (TNCs) claimed adherence to the Global Reporting Initiative (GRI)’s ‘labour’ and ‘human rights’ reporting guidelines and examines how successful the GRI has been in enhancing comparability and transparency. We found limited evidence of TNCs discharging their accountability to their workforce and, rather, we found evidence to suggest that disclosure was motivated more by enhancing their legitimacy. TNCs failed to adhere to the guidelines, which meant that material information items were often missing, rendering comparability of information meaningless.
