In this paper we examine the effects of trade liberalisation on inequality in the small developing country of Nepal. We use a Computable General Equilibrium approach applied to a newly developed social accounting matrix, simulating three liberalisation scenarios: (i) import liberalisation; (ii) export liberalisation; and (iii) import and export liberalisations implemented together under different exchange rate regimes. Outcomes reveal that industry reallocation following liberalisation does not respond to classical trade theory expectations about factor intensity and abundance. On the distributive side, liberalisation seems to increase the high-skilled/low-skilled gap and favour rich households relatively more. However, since under fixed exchange rate also the two poorest household groups increase their income levels, liberalisation may also expected to be beneficial for poverty alleviation. 相似文献

In this paper, data envelopment analysis (DEA) techniques are applied to the French nursing home industry in order to address two policy issues. The first involves nursing home size and returns to scale, while the second deals with the potential effects of a change in nursing home reimbursement from a flat rate to one based on the severity of case-mix. To accomplish this, our analysis expands on the existing nursing home literature to analyze technical and allocative efficiency along with budget-constrained models rather than the more common direct input-based distance function. Technical efficiency is evaluated via an indirect output distance function while allocative output efficiency is computed with a cost indirect revenue function. The findings suggest that system-wide efficiency and equity may result from coming reforms since payments would more accurately reflect resource use. 相似文献

External technology commercialization, e.g., by means of technology licensing, has recently gained in importance. Despite imperfections in technology markets, out-licensing constitutes a major technology commercialization channel. Although the identification of licensing opportunities represents a significant managerial challenge, prior research has relatively neglected these activities. Therefore, we develop the concept of ‘technology commercialization intelligence’ (TCI), which refers to the observation of a firm's environment with particular focus on identifying technology licensing opportunities. Grounded in a dynamic capabilities perspective, we test five hypotheses regarding organizational antecedents and performance consequences of TCI, drawing on data from a survey of 152 companies. The empirical findings provide strong support for the importance of the TCI concept. The findings deepen our understanding of the discrepancies between successful pioneering firms active in technology licensing and many others being less successful. Incubation has already proven to be of great value in promoting small and medium enterprise (SME) entrepreneurship activities and technological development in developed and developing countries. Incubation not only provides a diversified and integrated service for entrepreneurial ventures but also contributes upward to regional and national innovation and economic growth. Building upon the logic of co-evolution theory, this paper argues that incubation acts at the meso-level as a critical interface between macro-innovation systems and micro-business ventures. These multi-directional coupling elements in innovation ecology co-evolve to achieve collective interests and excellence, which in turn may stimulate technological development and social change. Important processes/mechanisms, including a policy kit and action, strategic networking, supportive associations, knowledge and intellectual capital management, among others, are discussed. This paper examines the potential of integrating future-oriented technology analysis (FTA) with risk assessment methodologies and tools, with the aim of developing more proactive risk assessments and also systematically including risk assessment in future-oriented technology analysis. The similarities and development challenges of foresight, Technology Analysis (TA) and risk assessment methodologies are discussed in the light of the empirical material gathered from projects performed at VTT. Among the projects are IRRIIS project focusing on risk assessment of critical infrastructures, INNORISK project aiming at managing opportunities, risk and uncertainties in new business creation and a project related to the climate change (CES). The case projects are positioned according to their important design dimensions (informative vs. instrumental outcomes; consensual vs. diverse future perspectives, extensive vs. exclusive stakeholder involvement, and autonomous vs. fixed management). In this paper, we argue that conceptually disentangling the ‘context versus composition’ aspects of regional growth is a multilevel issue. By applying multilevel models (also called random-effects models), we show (1) the importance of considering firm-specific characteristics simultaneously with region-specific characteristics, as we find that a large part of what is traditionally assigned to the impact of the region should be assigned to firm-specific characteristics and (2) that existing single-level methodologies can be problematic, as they are vulnerable to the charge of estimating significance levels that are too liberally assigned and promote exaggerations. This is illustrated empirically by showing that single-level approaches would lead to the conclusion that innovation spillovers are highly significant in a setting of Dutch urban growth differentials, while multilevel analyses shows less liberally assigned significance levels. We conclude that multilevel-effect models better fit research questions that combine firm and spatial characteristics simultaneously, especially because they allow firm-specific characteristics to be differently linked to their regional contexts. 相似文献

A bootstrapped DEA procedure is used to estimate technical efficiency of 18 Italian airports during the period 2000-2004. Departing from previous studies, we separate the efficiency related to ability to manage airside activities (operational) from that related to the management of all business activities (financial). In general, Italian airports operate at poor levels of efficiency, with slightly better performance in terms of their financial activities. In the current study, selected intrinsic and environmental characteristics are considered as possible drivers of Italian airport performance. In particular, we found that: (i) the airport dimension does not allows for operational efficiency advantages, (ii) on the other hand, the airport dimension allows for financial efficiency advantages for the case of hubs and disadvantages for the case of the smallest airports (iii) the type(s) of concession agreement(s) might be considered as important source of technical efficiency differentials for those airports running marginal commercial activities; (iv) the introduction of a dual-till price cap regulation might create incentives which lead to the increase of financial efficiency at the detriment of the operational performance.
