A bstract — In our politically fragmented urban areas, sheriff's police services, like all municipal services, are distributed free of any direct charge. This study attempts to determine the optimal quantities of county police activity each political district should receive as well as their matching tax bills. The outcome of the analysis is pronouncedly influenced by the peculiar nature of externalities that occur in the provision of urban law enforcement services. Achievement of optimality conditions indicates an inverse relationship between sheriff's per capita expenditures and per capita tax base values of the participating political units.  相似文献

The traditional view of nature-based tourists as a relatively homogeneous group has been questioned, and several scholars have suggested various segmentation typologies. This paper discusses market and industry changes and notes key trends, as Fordist tourist products have been replaced by post-Fordist and neo-Fordist products, with both McDonaldization and McDisneyization developments. A range of visitor-based typologies are reviewed, and the conflict between capturing the diversity of today's nature-based tourists while offering management bodies simple tools to segment visitors, identify core groups and improve their marketing is noted. In an attempt to overcome this conflict, the paper presents a conceptual framework which focuses on nature-based tourism products instead of tourist types, therefore incorporating aspects of both the demand and supply sides of the nature-based tourism industry market. A two-dimensional matrix is suggested, linking four basic travel motivations (nature conservation, nature experience, sports/adventure and hedonistic) to four different types of tourist products (independent, à la carte, customized and standardized), giving a total typology of 16 different types. The matrix should help protected area managers to better understand tourist needs, suggest management measures and help to create more sustainable forms of tourism. In response to growing consumer concerns, developed‐country governments have reduced permissible pesticide residue levels in food. Many food retailers have developed even more stringent private food safety protocols relating to pesticide use, storage and disposal and passed them on to their suppliers. Exporters in developing countries enforce these developed‐country pesticide standards (DC‐PS) by subjecting farmers to close monitoring. This study explores the effects of enforcing compliance with DC‐PS on smallholder farmers’ pesticide‐related health costs. Results suggest that enforcing DC‐PS encourages farmers to use protection that lowers pesticide‐induced morbidity, hence reducing farmers’ health costs from pesticide exposure. The study concludes that there are health benefits to family farmers from complying with DC‐PS beyond the acknowledged income generation from selling fresh produce in premium export markets.  相似文献

This paper aims at overcoming several shortcomings of previous empirical studies on the relationship between IPR protection and FDI. First of all, we use sectorally disaggregated FDI data for a large sample of host countries. Second, we address the proposition that stronger IPR protection raises not only the quantity but also the quality of FDI. Third, we check to which extent the relationship between IPR protection and FDI is affected by applying alternative measures of IPR protection. Our empirical findings support the hypothesis that the threat of an unauthorized use of intellectual-property-related assets and, thus, FDI depends on industry as well as host-country characteristics. Furthermore, stronger IPR protection may help induce high-quality FDI. JEL no. F21, F23  相似文献

This paper examines microfinance intervention in rural poverty reduction in Ghana by surveying 100 rural women farmer-entrepreneurs. The findings reveal that microfinance interventions that emphasize both credit provision and social intermediation improve access to credit, improve business performance, and contribute to a higher standard of living for female farmer-entrepreneurs and their families. The results show that the microfinance scheme has been successful due to a strong social network and group relationships among the farmers. An implication of the study is that poverty reduction programs in developing countries need to emphasize social and human development components in microfinancing policies.  相似文献
