Summary Keynesian demand management offsets some of the distortions caused by monopolistic competition and thus induces multiplier effects on national income and environmental damages. The cost of public funds rises with the virtual environmental tax and the degree of competition in the product market. The virtual environmental tax rises with abatement and falls with the cost of public funds. Consequently, greener preferences induce a rise in the virtual environmental tax, the cost of public funds and public abatement, and a fall in the provision of traditional public goods. A greater preference for traditional public goods harms environmental quality, since both abatement and output fall. Protecting cartels lowers the cost of public funds and may raise the provision of both traditional public goods and abatement. Environmental quality may thus rise, but other components of social welfare will fall. The paper also analyses the effects of private abatement, pollution taxes, fiscal consolidation and the progressivity of the tax system on government policy, employment, environmental quality and welfare.This paper was prepared for the OCFEB workshop Quantitative Economics for Environmental Policy held at the Tinbergen Institute Rotterdam, March 22 1994. Since families play a pivotal role in elementary schools, student learning may be influenced by how well the teacher knows a family and how well the parents know the teacher. We test this hypothesis by evaluating whether assignment to a teacher who has previously taught an older sibling affects test scores. We refer to teachers who have previously taught the older sibling as having “teacher‐family experience” when teaching the younger sibling. Using a novel data set that includes administrative data on students and teachers matched to family identifiers, we find that when the older sibling's teacher is teaching in the younger sibling's grade, 40% of younger siblings are assigned their older sibling teachers. We find that teacher‐family experience does not have any significant effects on test scores and we can statistically rule out small effects. (JEL I20)  相似文献

We study the environmental and economic effects of public abatement in the presence of multiple stable steady-state ecological equilibria featuring reversible hysteresis. The isocline for the stock of pollution possesses two stable branches. Assuming that the ecology is initially located on the upper (high pollution) branch of the isocline, a simple time-invariant temporary abatement policy can be used to steer the environment from the high- to the low-pollution equilibrium. In all models considered in this paper, a “cold turkey” abatement policy is optimal within the class of stepwise policies, i.e. the largest feasible shock should be administered for the shortest possible amount of time. The cold-turkey result is robust to alternative models for the economic system, although there is a capital feedback effect that either helps or hinders the speed of transition to the low-pollution equilibrium.  相似文献

This article tries to shed some light on the economic efficiency aspects of a tax reform that would increase inheritance taxes while decreasing income taxes. An analysis of labour market decisions following the activation of such a reform is presented. An international comparison of inheritance tax collection shows that almost all industrial countries impose an inheritance tax. However, government revenue from inheritance and gift taxes in Europe is lower than 1% of GDP and is very low in the United States as well. Applying the proposed reform could increase work hours and delay retirement decisions.  相似文献

This paper examines the question of the stability of automatic stabilizers in the United States. Based on a statistical test suggested by Brown, Durbin and Evans, the analysis concludes that the magnitude of automatic stabilization of economic activity afforded by personal tax receipts has remained virtually invariant over the period 1939–86. The automatic stabilization effectiveness of transfer payments, however, had increased, since 1964. This is attributed to the implementation of various Great Society programmes beginning in 1964.  相似文献

With digital music as its context, this paper quantifies how much money would be made using alternatives to uniform pricing. Using survey‐based data on nearly 1,000 students' valuations of 100 popular songs in early 2008 and early 2009, we find that various alternatives can raise both producer and consumer surplus. Digital music revenue could be raised by between a sixth and a third relative to profit‐maximizing uniform pricing. While person‐specific uniform pricing can raise revenue by over 50 per cent, none of the non‐discriminatory schemes raise revenue's share of surplus above 40 per cent of total surplus.  相似文献
