The President Versus the Senate: Appointments in the American System of Separated Powers and the Federal Reserve

For politicians, appointments are an instrument of policy influence.By installing their representatives in an institution, politicianscan count on policy influence for the duration of their appointees'terms. Given the stakes, the occasional controversy regardingnominees is understandable. On the whole, however, nominationsare not controversial; in fact, Senate confirmation votes areoften unanimous. Nevertheless, the Senate can have substantialinfluence in the appointment process. Using a formal model,this article examines how the president and Senate strategicallybargain with one another within the confines of the FederalReserve appointment process to influence monetary policy. Witha new way to estimate monetary policy preferences, this articleshows empirically that policy influence occurs via appointments.     

Types of firms generating network externalities and MNCs' co‐location decisions

This study identifies and examines sources of network externalities that influence MNCs to agglomerate their foreign operations in specific regions. Using data for Korean firms that invested in China, this study found that network externalities were sensitive to the types of firms constituting a regional network. It also found stronger network externalities within firms than across firms, from firms of the same nationality than from those of different nationalities, and from firms in the same industry than from those of different industries. As we defined the types of firms more precisely, distinctive curvilinear relationships between network externalities and the likelihood of co‐location emerged. This paper is an introduction to the special issue on Small and Medium-Sized Enterprises in the Global Economy. The paper gives a broad outline of globalization, the role of technology, and examines the role that small and medium-sized enterprises play in the global economy. We focus on foreign direct investment of small technology based firms and how their innovations diffuse into the global economy.     

昆明市生活垃圾处理与利用情况调查和评价

昆明市采用原生垃圾卫生填埋的单一方式处理垃圾,资源化程度低,同时对环境造成了严重的二次污染.昆明市生活垃圾处理应该采用基于垃圾分类(分选)的综合处理技术,即对于易降解的有机生活垃圾采用厌氧消化的处理方式,可以得到绿色能源和肥料;不易降解的部分进行回收或生产废弃物复合材料.卫生填埋只能作为垃圾产业化处理的最终处置方式.     

Dynamic employment adjustments over business cycles

This paper uses U.S. monthly industrial production employment data between 1964 and 2000 to examine the dynamic labor adjustments of production workers and nonproduction workers in both the short and long-run. The results from the short-run analysis show that the dynamic adjustment of production workers is consistent with business cycles. However, the adjustment of nonproduction workers is relatively fixed, lags behind the shocks over business cycle changes, and exhibits the quasi-fixed factor property. Voluntary contributions and local public goods in a federation

This paper considers nonneutral effects of government spending in a federation of multiple jurisdictions. Both government spending and private donations finance local public goods, redistributive programs, that provide transfers for the poor. In the standard model, government spending has no effect on the public goods, as donors reduce their donations one for one in response to an increase in government spending. In a federation, donors of a jurisdiction donate, through federal charities, to help the poor in the jurisdiction and the poor in other jurisdictions as well. Jurisdictions are thus linked through donations. Such linkage influences donors' behavior beyond the traditional crowding-out effect. As a result, government spending has nonneutral effects on the level of public goods.     

Salesperson's innovation resistance and job satisfaction in intra-organizational diffusion of sales force automation technologies: The case of South Korea

One of the rapidly growing areas in industrial marketing is the application of sales force automation (SFA) technologies to help improve the efficiency of the sales force task. What is often overlooked is that there are some potential negative effects related to SFA technologies that arise when these innovations are forcefully adopted on the individual salesperson. This study empirically examines the psychological and social antecedents of salespeople's resistance toward SFA technologies in South Korea. Unlike previous studies that only looked at adoption, this studies adds to the literature on SFA technologies by looking at resistance toward innovation in the post-adoption or intra-organizational diffusion stage. This study looks at the direct and indirect relationships between innovation resistance and some key constructs such as job satisfaction, job performance, self-efficacy, group-efficacy, innovativeness, and peer usage. This study represents also one of the very few empirical studies conducted on sales force behavior in South Korea and as such may offer some insights on sales force management in collectivist cultures.
