What does IT Take for Congress to Enact Good Policies? an Analysis of Roll Call Voting in the US Congress

We study the conditions under which members of Congress incorporate policy‐specific considerations in their decisions. To do this, we estimate a model that accounts for the influence of private information about legislation quality on voting patterns in the House and Senate. We find that minority party members are more likely to evaluate proposals on their merits than majority members, but institutional and electoral considerations significantly attenuate these partisan differences. In particular, seniority, electoral safety, and constituents' political knowledge have a balancing effect on partisan predispositions to rely on policy‐relevant information, making minority (majority) members less (more) likely to vote informatively.     

Strategische Steuerung der betrieblichen Gesundheitsförderung mit Strategy Maps

Zusammenfassung  Der vorliegende Beitrag widmet sich der Steuerung und Bewertung von Ma?nahmen der betrieblichen Gesundheitsf?rderung. Gesellschaftliche Ver?nderungen wie bspw. die Globalisierung oder der demografische Wandel führen dazu, dass die Gesundheit der Mitarbeiter in vielen Bereichen zu einem Engpassfaktor der Leistungserstellung geworden ist. Eine zentrale Rolle zur gezielten unternehmerischen Beeinflussung der personellen Ressourcen eines Unternehmens und damit auch der Gesundheit der Mitarbeiter spielt das Wissen über Ursache-Wirkungsbeziehungen im Bereich der betrieblichen Gesundheitsf?rderung und deren Einfluss auf den Erfolg der Leistungserstellung. Zur gezielten Steuerung der betrieblichen Gesundheitsf?rderung wird ein Rahmenkonzept vorgestellt, das aus der Logik der Balanced Scorecard und Strategy Maps abgeleitet wird und auf Ursache-Wirkungsbeziehungen basiert.

Taxation by Regulation and Regulation by Taxation: The Case of Local Cable TV Regulation

Until late 1986, municipalities played a major role in cable television regulation.Municipalities not only regulated pricing and quality decisions but also taxed cablesystems in the forms of in-kind and in-cash concessions. These activities appear tofit well with the concept of taxation-by-regulation, which concludes that consumerwelfare is reduced because of the rent seeking behavior of local politicians. At thesame time however, the notion of regulation-by-taxation is equally plausible. Thatis, politicians may use taxation as a means to regulate the activity of a monopoly bylimiting monopoly rents and improving consumer welfare. This article empiricallyseparates these two effects and investigates the implications for consumer welfare.     

Policy issues in the development of telecommunications

The paper examines the specific features of the telecommunications system which determine its character, and the regulatory issues which arise out of a situation of potential conflict between the telecommunications network operators (PITs) and the providers and consumers of value added services transacted on the network. It looks at the policy options available to reconcile such conflicts, and at how EC policies are shaping the future of the European telecommunications ststem. It concludes that current development in telematics are aimed mainly at business users, and that safeguards for the private custormer will be necessary in order to ensure the provision of a socially equitable service.     

Make my memory: How advertising can change our memories of the past

Marketers use autobiographical advertising as a means to create nostalgia for their products. This research explores whether such referencing can cause people to believe that they had experiences as children that are mentioned in the ads. In Experiment 1, participants viewed an ad for Disney that suggested that they shook hands with Mickey Mouse as a child. Relative to controls, the ad increased their confidence that they personally had shaken hands with Mickey as a child at a Disney resort. The increased confidence could be due to a revival of a true memory or the creation of a new, false one. In Experiment 2, participants viewed an ad for Disney that suggested that they shook hands with an impossible character (e.g., Bugs Bunny). Again, relative to controls, the ad increased confidence that they personally had shaken hands with the impossible character as a child at a Disney resort. The increased confidence is consistent with the notion that autobiographical referencing can lead to the creation of false or distorted memory. © 2002 John Wiley & Sons, Inc.     

Core Labour Standards and FDI: Friends or Foes? The Case of Child Labour

We test the often-cited hypothesis that high levels of child labour attract foreign investors. Using panel data we show the overall effect which child labour has on foreign direct investment (FDI) to be a (small) negative one. We find strong evidence for the theoretical prediction that child labour deters FDI by slowing down economic development. Weaker evidence is provided for our theoretical prediction that child labour can discourage FDI via its impact on the availability of a skilled labour force in an economy. The data do not indicate that high levels of child labour drive down the factor share of labour, thereby increasing the attractiveness of an economy for foreign investors. JEL no. C33, F23, J82
