ABSTRACT

Although many studies have recognised the importance of defining specific public policies to encourage technology diffusion, many authors fail to provide a clear view about either the policies that affect the diffusion of technologies or the effect of the different political instruments. Adopting a content analysis of papers that directly or indirectly refer to the diffusion of a new technology, this study applies the integrative propositional analysis (IPA) methodology to: (a) identify the repertoire of the different diffusion policies identified by previous studies; (b) classify these policies according to the type of instruments that they use; (c) analyse the impact of each policy on the different adoption factors that may inhibit or foster the diffusion of a new technology; and (d) evaluate the scope of each type of policy in terms of the number of affected adoption factors.  相似文献

This article focuses on the estimation of the importance of the precautionary motive in the wealth accumulation decision. We use the micro data set of the De Nederlandsche Bank (DNB) Household Survey (DHS) (CentERdata, Tilburg University), a Dutch household survey containing information on wealth, a subjective measure of income uncertainty and subjective qualitative measures of risk aversion. We find that only a small share of wealth is accumulated for the precautionary motive by the Dutch households. This share of wealth is constant across assets with different degrees of liquidity. The economic downturn of the period 2008 to 2010 seems to affect risk attitudes and precautionary saving. Our findings also suggest that the more risk-averse individuals are those who hold less savings.  相似文献

We consider a pure exchange, general equilibrium model, with two periods and a finite number of states, commodities, numeraire assets, and households. Participation in the asset markets is restricted in a household specific manner, imposing upper bounds on the amounts of borrowing which can be obtained using assets. Those bounds are assumed to depend on asset and commodity prices. After establishing existence of equilibria, we show that, generically in the set of the economies, equilibria are finite and regular. Then, we restrict our attention to the significant set of economies in which some associated equilibria exhibit a sufficiently high number of strictly binding participation constraints. We prove that, generically in that set, those equilibria are Pareto improvable through a local change of the participation constraints.  相似文献

Previous research investigating cross‐border M&As (CBM&As) by emerging economies (EEs) provided contrasting evidence on the value enhancement role of investor protection rules. We conduct a new empirical study to address the issue with an accurate sample selection of bidders from more homogeneous developing countries and transactions on developed countries only. Our analysis over the 1997–2012 period on a sample of M&A deals by companies from Brazil, Russia, India, China, and South Africa (BRICS) does not provide evidence that better institutional standards in the destination country are rewarded by the local stock market. We find that foreign governance quality is not associated with positive excess stock returns around the announcement date. Rather, these returns are affected by firm‐specific and deal‐specific factors, such as the relative deal size, the listed status of the target company, and the acquirer size. Comparison with other studies on excess returns for emerging markets (including BRICs) suggests that the results could be driven at least partially by country choice.  相似文献

US corporations have accumulated record‐high amounts of cash, and most of it is trapped in foreign accounts. This study tests the hypothesis that the marginal value of cash decreases in the presence of tax repatriation costs, as these costs are a strong indication that part of the cash is trapped abroad. Cash abroad is not readily available to the company because it is subject to an additional layer of tax before it can be used or distributed. Moreover, uncertainty surrounds the potential use of foreign cash, and research documents that firms holding high amounts of cash abroad are likely to invest in negative net present value activities. Finally, possible changes in tax regulation are an additional source of uncertainty. Consequently, foreign cash should be worth less than domestic cash. Using a large sample of US firms drawn from COMPUSTAT during the 1991–2012 period, the analysis suggests that shareholders value an extra dollar of cash at $1.086. However, this result changes dramatically when the change in cash is interacted with the tax cost of repatriating the earnings. That is, the marginal value of cash decreases significantly in the presence of tax repatriation costs, and shareholders discount cash when it is likely to be held abroad. This study contributes to the literature on cash holding by investigating whether tax repatriation costs affect the value of corporate cash. Moreover, the findings show that there are important economic consequences linked to the phenomenon of cash accumulation in foreign countries and therefore provide regulators with a sound foundation on which to take additional actions to require more disclosure of and transparency in the actual location of firms’ cash holdings.  相似文献

The focus of this paper is on Lithuania, whose government released an ambitious innovation strategy to become an innovative services hub for Northern Europe by 2015, and an innovation hub by 2020. Biotechnology has been identified as a strategic sector, and whether Lithuania will be able to achieve its ambition of a fully functioning biotechnology sectoral system of innovation will be explored. With the Lithuanian government declaring that they will intervene to achieve their innovation goals, this paper argues that sound policy intervention is possible and can be done in a way that avoids the limitations of past systemic approaches. The policy approach presented is based on a modified extended industry life cycle, and the movement of system structures through three phases – background, pre-emergence and emergence – and explains how each phase lays the groundwork for transition to the next phase.  相似文献

Unfunded state pension schemes are projected to become financially unsustainable. This is usually attributed to demographic trends. Yet trends in unemployment and in female labour force participation are quantitatively as important. Improvements in either or both might be sufficient to rescue existing state schemes, especially if combined with an end to the practice of allowing, even after retirement, the value of a pension to rise with national earnings rather than prices.
Attempts at piecemeal reform are important because nothing in economic theory suggests a switch to the alternative, fully funded pensions is desirable. Not only would such a transition be costly, and therefore politically difficult; it also neglects the fact that it makes sense to diversify the retirement portfolio, holding claims both on labour productivity and on capital assets. One can even view pensions as part of a more sophisticated system of intergenerational transfers through which workers finance their earlier education and subsequent retirement.  相似文献

This paper deals with water transfers between jurisdictions not claiming riparian rights to the same water source, and taking place through straightforward sales. Taking into account the uncertain nature of water surpluses, we investigate, within a partial equilibrium framework, the implications of a third party's provision of storing facilities upon the potential supplier's decision whether, and to what extent, it is worthwhile to guarantee a constant amount of water exports. The analysis suggests that there exists a minimum storage capacity below which the potential supplier will never find it profitable to divert a constant amount of water outside his boundaries; the greater the uncertainty about future surpluses and/or internal costs due to even occasional water shortages resulting from the water export commitment, the higher the required minimum storage capacity will be. Above this minimum, an increase in the capacity would be better for the surplus agent, but in a situation in which water surplus is expected to decrease over time, increases in storage capacity would make him willing to guarantee a smaller amount of water deliveries.This work has been carried out under the auspices of the European Science Foundation's research program Sharing fresh water resources in the Mediterranean region: An economic perspective. This article analyses the relationship between equality of opportunity and the characteristics of the educational system, jointly considering country- and school-level policies. Because school social environment represents a fundamental channel in shaping educational opportunities, we consider all policies, recorded in PISA 2012 dataset, that affect the sorting of students to schools. We show that including sorting policies enriches the explanation of the socio-economic gradient, that is, the association between students’ performances and parental background, with respect to previous studies including only country-level features. The negative impact of early tracking on equality of opportunity is overvalued without including other sorting policies, while grouping students’ within-school by ability increases the socio-economic gradient and a greater students’ heterogeneity in the school reduces the gradient.  相似文献
