Much of the debate around the spatial development initiatives (SDIs) in South Africa is based on economic theory. To add the community perspective, an evaluation of local economic development on the Wild Coast followed a baseline in 1997 with comparable surveys in 2000 and 2004. Apart from an increase in access to piped water and a reduction in unofficial payments for health services, there was little community evidence of development over this period. Residents reported decreasing knowledge of the SDI and there was no increase in numbers considering small business ownership. In the investment-intensive ‘anchor’ areas, as in the SDI as a whole, there was no significant increase in employment and more households received remitted incomes from migrant workers. In an SDI for small businesses in tourism and agriculture, there was a dramatic fall-off in food production. No more households had loans in 2004 than in 1997, but more were taking loans from loan sharks. Other spatial planning initiatives might learn from the Wild Coast, not least through the perspectives gained from community-based impact assessments.  相似文献

State Medicaid home- and community-based waiver programs for persons with AIDS (PWAs) were implemented with the expectation that PWAs would use these services in lieu of more expensive hospital-based care. If so, Medicaid spending per PWA should decline, and program costs fall. We analyze Florida Medicaid claims data for PWAs from December 1995 through December 1997 to determine how participation in the waiver program affects the use of inpatient services, the receipt of antiretroviral combination therapies (available to Medicaid recipients throughout the study period), monthly expenditures, and survival of PWAs. We find that waiver participants are more likely to receive combination therapies but less likely to use hospital-based care than nonparticipants; white men and sicker patients are more likely to join the waiver program than other eligible PWAs; monthly expenditures for waiver participants are 52% lower than for nonparticipants; and waiver participation does not affect survival.  相似文献

In many industries, one important method of diffusion is through employee mobility: many of the entering firms are started by employees from incumbent firms using some of their former employer's technological know‐how. This article explores the effect of incorporating this mechanism in a general industry framework by allowing employees to imitate their employers' know‐how. The equilibrium is Pareto optimal because the employees “pay” for the possibility of learning their employers' know‐how. The model's implications are consistent with data from the rigid disk drive industry. These implications concern the effects of know‐how on firm formation and survival.  相似文献

This paper demonstrates the existence of bidirectional relationships between interfirm collaboration and business sales. Controlling for factors that influence whether firms form collaborative relationships, the analysis shows that entry and post‐entry collaboration often contribute to superior performance, which in turn attracts more partners. However, the performance influences vary across types of collaborators and collaborations, with differences among entrant and incumbent partners, between marketing and R&D partnerships, by partner size, and across time. abstract In recent years there has been a discernible trend towards the outsourcing and subcontracting of work. However, there has been very little empirical research on employees' attitudes to work in outsourced firms. This study is conducted in the area of call centre services where there has been a substantial growth in the provision of external market suppliers. It examines employees' perceptions of their work and employment arrangements in both an in‐house producer and an external service provider and identifies and compares the factors that shape their organizational commitment and intentions to quit. The research found that the character of the internal labour market and the nature of the work regime were more important explanations of organizational commitment and intentions to quit in the external market supplier than in the in‐house producer. The paper discusses the implications of these findings for the quality of customer service provided under subcontracting arrangements.  相似文献

This article analyzes the experience of a particular sustainability learning classroom model, examining the classroom composition, structure, positioning, and atmosphere components in an experimental course on the topic of sustainable buildings. The course, called Angles on Green Building, offered as the second in a suite by the Learning City sustainability in higher education collaborative, experimented with content, which concerned the emerging practice and policy of green building, and with form, exploring the most appropriate pedagogical methods for the advancement of sustainability learning and action. The course took as its practical focus the green building industry in Vancouver, Canada, with an initial case study of the new Centre for Interactive Research on Sustainability (CIRS), a green building and research facility planned for completion in 2009. This article uses evidence drawn from the instructors, students and visiting professionals in the course, together a diverse and interdisciplinary group from four different higher education institutions in Vancouver. Our findings contain lessons about the careful attention needed for instructors to design, run and implement courses in sustainability topics that enable students from widely different backgrounds and levels of self-directedness to engage with, take responsibility for, and transform their behaviours in favour of sustainability.  相似文献

This article stresses the need for today's multinational firms to adopt their own political risk‐assessment and risk‐mitigation strategies. A comparative study of the energy, financial, and automobile sectors illustrates the need for all companies in these sectors to undertake comprehensive risk‐assessment strategies. Risk‐assessment models established by leading multinationals like British Petroleum, Bank of America, and General Motors are examined as examples that other companies in these sectors can build upon.
