President Trump has dramatically changed U.S. trade policy through the adoption of steep tariffs. We argue in this article that even when there are significant geopolitical reasons, Trump’s actions on trade are a response to internal demands resonant with a long history of protectionism. We provide clear evidence of the impacts of social demographics on U.S. trade policy and show that individuals from capital-intense regions with high educational attainment tend to support protectionism. 相似文献

A new procedure for the measurement of efficiency and technical change is presented, using DEA with three-dimension data (box data), pooling over sectors, regions and time. Until now, when pooling the data in panel applications it has been assumed that technology remained unchanged, so productivity change was entirely attributed to technical efficiency change. However, patterns of technology change and the decomposition into efficiency and technical change elements can be accomplished by means of restrictions on the general structure of the technology indexes. Under the assumption of non-regressive technical change, upper and lower bounds for efficiency and technical change are obtained. The new methodology is illustrated in an analysis of productivity growth in 13 manufacturing sectors in the Spanish regions from 1980 to 1992. 相似文献

Research on the dynamics of tropical forest land use and cover change (LUCC) has focused on the three scenarios: (1) deforestation/degradation; (2) settled, degraded areas in recovery, and (3) sparsely settled, expansive, intact forest. Through examination of a central Quintana Roo, Mexico case study we propose a fourth scenario of a ‘sustainable landscape’: an inhabited, productively used, forested landscape that nonetheless shows little change or net gains in forest cover over the last 25 years. We use Landsat images to demonstrate a low incidence of net deforestation, 0.01% for the 1984–2000 period, the lowest recorded deforestation rate for southeastern Mexico. Institutional innovations such as an agrarian reform process that established large common property forests for non-timber forest product extraction, and later innovations such as sustainable forest management institutions have driven the outcome of low net deforestation, added to multiple organizational processes that promote sustainable land use. 相似文献

This study examines farmers' and experts' perceptions of important action points for improving food safety on the dairy farm. Adaptive conjoint analysis is used to elicit these perceptions. A comparison on the basis of professional background (farmers versus experts) shows no major differences in the perceptions regarding chemical and microbiological hazards. Two-stage cluster analysis of individual perceptions regarding chemical and microbiological hazards results in four and three distinct groups, respectively. Although results indicate a rather good level of farmers' knowledge of most important action points, the findings can be used to modify current education programs aimed at improving farm-level food safety. 相似文献

This paper examines control measures for improving food safetyin the dairy chain, using an integer linear programming model.The chain includes feed (compound feed production and delivery),farm (dairy farm) and dairy processing (transport and processingof raw milk, delivery of pasteurised milk) blocks. Results showthat 65 per cent of the maximum possible food safety improvementcan be achieved at relatively low extra cost per ton of milk(4.27), fairly evenly distributed across the blocks. Barriers to innovation are heterogeneous, of financial and non-financial nature. The importance of barriers to innovation and their actual influence on innovation depend on firms’ characteristics such as sectoral affiliation, technological behavior and their response to perceived obstacles to innovation. Firms either continue to engage in innovation, or they avoid the activity altogether. This paper explored the nature and perceived importance of the obstacles to innovation that firms confront, in a developing-country context; we build on survey data about firms in Mexico. Our findings suggest that two kinds of policy interventions should help offset a firm’s perception of barriers to innovation. On the one hand, policies should enhance the innovation capacity of firms interested in innovation; on the other hand, policies need to tackle factors that reduce the interest of firms in innovation. Policies that boost demand for locally generated innovations would assist in achieving both these goals. 相似文献

The article deals with the problems of ecological tourism in Russia. The authors give various approaches to the understanding of ecological tourism in modern science, analyse the reasons of interest in this kind of tourism, consider its types and identify specific features. The article provides an overview of the main regions and countries where ecological tourism is developed at a high level and considers some national policy models in the field of ecological tourism. Specific attention is paid to the analysis of the development of ecological tourism in Russia and its current status; the examples of different programmes aiming at support of ecological tourism are given. Specific impetus is given to Russia's resources for the development of ecological tourism, for example, natural landscapes, national parks and nature heritage sites. The authors explore the main challenges to ecological tourism in Russia, identify factors that hinder its development and suggest measures to improve the ecological tourism in the Russian Federation. The authors focus on the projects that promote the improvement of Russia's image as an eco-touristic destination. The authors pay specific attention to the analysis of international cooperation in this field. The article discusses various projects carried out within the framework of bilateral cooperation. The article discusses the role of ecological tourism as a tool for image policy. We propose an Income Contingent Loan that defers the payment of university fees and charges a fixed proportion of gross income for 30 years or until the debt is written off. Under these conditions, some participants in the scheme will have insufficient income to fully repay their loan balances. The deficit will be covered by the taxpayer, who ultimately bears the risk of investing in higher education. We then propose to transfer this risk to the student by adding a mandatory personal insurance policy to the individual loan. We calculate the premium required for the system to break even in Spain when everybody pays the insurance cost. Alternatively, the payment of the premium can be deferred, adding it to total debt. Then, some participants in the scheme will have insufficient income to even pay the insurance cost, and the premium needs to be increased to maintain the sustainability of the program. Although these mechanisms imply redistribution towards borrowers who end up being low earners, we show that middle-income individuals contribute a higher proportion of their incomes to covering for those unable to repay. To provide the system with more internal progressivity, we propose to impose a minimum period of repayment. 相似文献
