Abstract. Various approaches adopted in developed economies to distinguishing between the poor and non-poor—to setting a poverty line—are reviewed. These include the budget standard, food ratio, 'official', subjective and relative poverty line methods, as well as the analysis of indicators of deprivation. There has been significant progress in recent years in the degree of sophistication involved, and a movement away from approaches with a quasi-absolute background. However, all the methods face formidable problems at conceptual and empirical levels, and no single approach is likely to dominate.  相似文献

The authors challenge the view that the UK Conservative governments during the 1980s achieved important advances in industrial performance through the abandonment of corporatist policies that allowed management to regain the initiative and push through changes in work organization. The article takes issue with the idea that collective labour institutions necessarily impair economic efficiency, and it points up important connections between Thatcher's offensive against organized labour and the enduring weaknesses in human capital and technology. The article has three sections: the first examines labour markets and industrial relations; the second analyses government regulation; and the third assesses trends and prospects for the future, with emphasis on employment flexibility and labour productivity. The authors conclude with some comments on future prospects in the context of Britain's fuller integration in Europe.  相似文献

Ever since the Y2K scare, boards have grown increasingly nervous about corporate dependence on information technology. Since then, computer crashes, denial of service attacks, competitive pressures, and the need to automate compliance with government regulations have heightened board sensitivity to IT risk. Unfortunately, most boards remain largely in the dark when it comes to IT spending and strategy, despite the fact that corporate information assets can account for more than 50% of capital spending. A lack of board oversight for IT activities is dangerous, the authors say. It puts firms at risk in the same way that failing to audit their books would. Companies that have established board-level IT governance committees are better able to control IT project costs and carve out competitive advantage. But there is no one-size-fits-all model for board supervision of a company's IT operations. The correct approach depends on what strategic "mode" a company is in whether its operations are extremely dependent on IT or not, and whether or not it relies heavily on keeping up with the latest technologies. This article spells out the conditions under which boards need to change their level of involvement in IT decisions, explaining how members can recognize their firms' IT risks and decide whether they should pursue more aggressive IT governance. The authors delineate what an IT governance committee should look like in terms of charter, membership, duties, and overall agenda. They also offer recommendations for developing IT policies that take into account an organization's operational and strategic needs and suggest what to do when those needs change. Given the dizzying pace of change in the world of IT, boards can't afford to ignore the state of their IT systems and capabilities. Appropriate board governance can go a long way toward helping a company avoid unnecessary risk and improve its competitive position.  相似文献

Stabilization policy involves joint monetary and fiscal rules. We develop a model enabling us to characterize systematic simple monetary and fiscal policy over the business cycle. We principally focus on the following question. What are the key properties of the joint simple rule governing the conduct of systematic stabilization policy? We find that conducting stabilization policy incorporates not only a set of monetary policy choices governed by the so-called ‘Taylor principle’ but also fiscal policy that gives considerable force to automatic stabilizers. Recent US and UK monetary and fiscal choices seem broadly consistent with this model. This result is found to be robust to a number of alternate modeling strategies.  相似文献

It is well known that the hiring rate of black head coaches in major college football is not representative of the number of student-athletes that are black. However, less obvious is the fact that black head coaches may be treated unfairly when decision-makers decide whether to retain or fire their institution’s current head coach. In this paper, I use a rich dataset of National Collegiate Athletic Associate football coaches from 1990 to 2012, containing measures of coaching performance and school expectations, as well as information on each coach’s race and whether he was fired or retained in each season. Using this data, I estimate a discrete-time hazard model of the probability that a head coach is fired, allowing the hazard rate of black head coaches and white head coaches to differ, and find that black head coaches are 5.28 percentage points more likely to be fired than their white counterparts. Additionally, I find that black head coaches are more likely to be fired in the initial 3 years of tenure, and again in their seventh and eighth years, but that the difference in the probability of release between black and white head coaches in the fourth through sixth years of tenure is small and statistically insignificant.  相似文献

The introduction of new generation agricultural products has generated an increased need for efficient and accurate product segregation across a number of Canadian agricultural sectors. As a key component of wheat handling in the Canadian grain industry, grading of wheat for value‐added blending has historically been accomplished by visual identification. As of 2008 in Canada, visual identification was eliminated for all primary classes of wheat and replaced by an alternative system of wheat declaration. Given the high costs of testing each truck and railcar for quality assurance, the declaration system must rely on incentives and trust as there is now considerable potential for accidental or opportunistic misrepresentation throughout the grain supply chain. This research attempts to identify cost‐effective handling strategies and policies so as to maintain the integrity of the supply chain under the new declaration system. An agent‐based simulation model is developed to capture the effects of individual heterogeneity as well as behavioral adaption to the declaration system within the modern wheat supply chain. The simulated results are used to identify superior testing strategies for handlers, along with the relative risks and costs associated with each of the testing strategies.  相似文献

Many developing countries use food-price subsidies or controls to improve nutrition. However, subsidizing goods on which households spend a high proportion of their budget can create large wealth effects. Consumers may then substitute towards foods with higher non-nutritional attributes (e.g., taste), but lower nutritional content per unit of currency, weakening or perhaps even reversing the subsidy's intended impact. We analyze data from a randomized program of large price subsidies for poor households in two provinces of China and find no evidence that the subsidies improved nutrition. Analyses of the global crisis that erupted in 2007 in bank failures, liquidity shortages and business bankruptcies have obscured the connections between the real and monetary economies. Money market fetishism dominates. In the past, theories of economic crisis assigned a key causal role to labour's growing strength. In Britain, the focus of debate was trades unions' allegedly unregulated power at workplace level, but labour's presence and influence in state, business and workplace institutions has since receded. This article attempts to re‐insert labour into the contemporary analysis of the crisis and highlights the shifting relations between states, capital and labour in the age of austerity.  相似文献
