Increasing American competitiveness in the international economy requires expanding trade with emerging markets, especially in developing countries of Asia, Latin America and Africa. Historically, as developing countries' economies have grown, the capacity for exporting and importing have both expanded. In the future, the capacity for trade in developing countries will depend increasingly on their ability to create sufficient numbers of jobs to absorb their rapidly growing labor forces.Unlike Western countries, most developing economies have a small percentage of their labor forces in large-scale manufacturing and a large share engaged in small-scale and informal sector enterprises. Small-scale enterprises have been the primary sources of labor absorption in cities in developing countries and will continue to play a crucial role in the future. Experience has shown that policies for improving the capacity of small-scale enterprises to generate jobs have had only mixed results in developing countries. The challenge facing governments and the private sector in the future include: (1) creating an economic environment conducive to small-enterprise development; (2) removing regulatory and administrative obstacles to small-enterprise expansion; (3) tailoring small-enterprise promotion programs to local conditions and needs; (4) providing capital and credit for small-business owners; (5) involving the private sector in small-enterprise development programs; and (6) providing technical assistance, training and educational programs through public-private partnerships. 相似文献

Allthough small business accounts for over 90% of businesses in U.K. and indeed elsewhere, they remain the largely uncharted area of ethics. There has not been any research based on the perspective of small business owners, to define what echical delemmas they face and how, if at all, they resolve them. This paper explores ethics from the perspective of small business owner, using focus groups and reports on four clearly identifiable themes of ethical delemmas; entrepreneurial activity itself, conflicts of personal values with business needs, social responsibility and the impact of owners' personality on business ethics. The mechanisms for resolving ethical dilemmas is not at all clear, as there appears to be a web of filters which are used in an inter-connected way. However a common starting point for resolving an ethical delemma which involves others is based on identifying who it is (e.g., a friend or institution) and the quality of the relationship with that person. The research yielded a rich source of material on business ethics and it is clear that future researchers must focus on this sector if business ethics is to make significant advances. 相似文献

Company–community agreements are widely considered to be a practical mechanism for recognising the rights, needs and priorities of peoples impacted by mining, for managing impacts and ensuring that mining-derived benefits are shared. The use and application of company–community agreements is increasing globally. Notwithstanding the utility of these agreements, the gender dimensions of agreement processes in mining have rarely been studied. Prior research on women and mining demonstrates that women are often more adversely impacted by mining than men, and face greater challenges in accessing development opportunities that mining can bring. Nonetheless, there is currently little guidance for companies, government or communities in bringing a gender perspective to the fore in mining and agreement processes. It is undisputed in human development literature that investment in women and sensitivity to gender delivers long-term health, education and local development outcomes. In mining and development, a number of key factors remain unexplored. These include: women’s participation in agreement processes, the gendered distribution of agreement benefits, and the extent to which impacts and benefits influence women’s development and economic inclusion. This paper presents the results of the first phase of an applied research project undertaken by the Centre for Social Responsibility in Mining (CSRM) at The University of Queensland and funded by the Minerals Council of Australia (MCA) and the Department of Foreign Affairs and Trade (DFAT). The project sought to connect with experienced practitioners who had been directly involved in mining and agreement processes to document and analyse grounded perspectives on gender dynamics and agreements, and connect those experiences with the broader literature. Findings from this study have implications for the role of mining companies and governments in promoting gender equality and empowerment as part of their commitments to sustainable development. They also have implications for community groups and their representatives in terms of how they might engage in agreement processes to maximise women’s participation and influence. In many social contexts, a key challenge will be navigating the territory of cultural norms and gender equality, particularly in cultures where women’s influence in the public sphere is not strong. The authors argue that without consideration of a gender perspective, including gender’s intersection with other factors such as class, race, poverty level, ethnic group and age, mining agreements will not be inclusive, may exacerbate gender inequalities, and fail to contribute to long-term sustainable development. 相似文献

We present work concerning the formal specification of business processes. It is of substantial benefit to be able to pin down the meaning of business processes precisely. This is an end in itself,
but we are also concerned to do so in order that we might prove properties about the business processes that are being specified.
It is a notable characteristic of most languages for representing business processes that they lack a robust semantics, and
a notable characteristic of most commercial Business Process Management products that they have no support for verification
of business process models. We define a high-level meta-model, called

, for representing business processes. The ontological commitments for

are sourced from the YAWL workflow patterns, which have been defined from studies into the behavioural nature of business
processes. A formal characterisation of

is provided using Milner’s Calculus of Communicating Systems (CCS). In this article, we omit some of the technical details
of this characterisation and instead present the essential features by means of an abstract machine language, called LCCS.
We also explain how we have facilitated the verification of certain properties of business processes specified in

Although the government of South Africa (SA) has formally adopted a policy of proactive support of entrepreneurship, providing business assistance to all of its entrepreneurs is beyond SA’s financial and human resource capabilities. This study utilizes the results of an in‐depth survey of entrepreneurs in SA’s townships to find: (1) The business and owner traits that predict revenues and job creation among the township entrepreneurs, (2) The key issues that challenge township entrepreneurs; and (3) What the answers to these issues imply about the appropriate content and recipients of business assistance to township entrepreneurs. A distinction is helpful in framing this study’s approach. In SA, registered (licensed) businesses are legally formal firms. In contrast, economically formal firms have institutionalized processes that lead to success as a profit‐making firm. This paper considers the implications of relationship-specific investment within keiretsu for policies aimed at opening the Japanese market for intermediate goods, such as auto-parts. Both VIEs applied to parts and VERs restricting Japanese exports of autos cause the keiretsu to import a wider range of parts, but of a relatively unimportant type, such as seat covers. Since keiretsu investment and output fall, the total value of US parts exports may actually fall. For a given value of these exports, a VIE is less costly for US consumers and Japanese producers, but a VER is preferred by US automakers. 相似文献

In this paper, we argue that calls for widespread implementation of ethics measurement systems would be better informed by
institutional economic analysis. Specifically, we assert that proponents of such systems must first recognize and understand
the institutions that potentially impede such efforts. We identify two potential institutional impediments to measuring ethics
and social responsibility. First, we suggest that neoclassical economics, supported by traditional business education and
legal precedent, serves to reinforce the notion that shareholders are the primary corporate constituency group. Such an emphasis
on the needs of shareholders severely hinders implementation of measurement systems that address the needs of multiple stakeholder
groups. Second, we argue that the threat of litigation may constrain corporate managers from measuring and considering ethics
and corporate social responsibility matters. In particular, managers may be reluctant to quantify various ethical concerns

There are many misconceptions about African American health that have subtle and continuing influence on health policy debates. Unfortunately, many of the misconceptions surrounding African American health have an implicit historical dimension, and the usual response for the lack of evidence in support of any myth is that “the data does not exist” to shed full light on the given question. This is unfortunate as there is now a growing body of evidence pertaining to the historical health of the African American population, and this data is currently being used to uncover a number of facts about the historical dynamics of African American health. In this paper, we show that our historical data on the health of African Americans is wholly lacking and at the same time show that one prominent myth about trends in African American health does not stand up to historical investigation. We conclude with a brief note about where this research is headed and what future topics should be explored in African American economic and health history. 相似文献
