Arrow's (1951) Impossibility Theorem is the idea that, given several well-known assumptions, the social orderings of particular alternatives that are meant to reflect individuals' preferences must match the preferences of an arbitrary individual (the dictator). A social-choice rule other than dictatorship is impossible. Following from Fountain (2000), the author presents another graphical proof of the theorem that is intended to be more accessible to students and teachers of economics. The principal strength of this approach is that the patterns of agreements and conflicts over all possible combinations of two individuals' rankings of alternatives are transparent; appreciating these patterns is the key to intuitively understanding Arrow's theorem. Because work time and its control are unevenly distributed, it shapes opportunities across different groups in society, both reflecting and reinforcing existing forms of inequality. Work time flexibility is seen by many as a way to promote gender equality by increasing the ability of women to exercise some control over their work time, thus facilitating their ability to participate in paid work while maintaining families. Yet, flexibility may take on very different meanings in different contexts, particularly with respect to the degree of control workers have over important aspects of their working time. This paper examines the meaning and distribution of work time flexibility for women in the United States. The paper begins with a brief discussion of the social construction and gendered nature of work time, and the complex and evolving distribution of work time in the United States. Measures of flexibility that seek to capture different aspects of workers' control over work time are then defined and examined through recent data for male and female workers from the General Social Survey (GSS). 相似文献

In this paper, I study the causal effects of part‐time work on current and future wages. To estimate these effects, I use a random effects model with a wage equation capturing the employment history and a dynamic multinomial probit component for the choice of employment status. Exclusion restrictions from the institutional context are exploited to support identification. The results suggest that working part‐time with few hours has a large causal effect on current wages, but more extensive part‐time work does not reduce current wages. However, both types of part‐time work lead to negative long‐term wage effects. 相似文献

If China’s economy is an example of “state-capitalism,” then its large, state-owned enterprises (SOEs) could be expected to monopolize key sectors. But previous estimates of industrial concentration, using the Herfindahl—Hirschman Index (HHI), have suggested that the level of industrial concentration—and therefore the potential for the abuse of monopoly power—is very low. These studies have significantly underestimated HHI, since they do not consolidate subsidiary enterprises in Chinese survey data into larger business groups, or according to ultimate ownership. After making these adjustments, a measure of potential HHI shows that large state monopolies remain in oil and gas, electricity, tobacco and, potentially, automobiles. In particular, SOEs supervised by the central government are heavily invested in potentially concentrated industries. But aggregate profits of the state sector are driven more by the portfolio distribution of assets between resources, manufacturing and utilities, rather than industrial concentration within sectors. 相似文献

This paper analyzes information exchange in a model of transnational pollution control in which countries use private information in independently determining their domestic environmental policies. We show that countries may not always have an incentive to exchange their private information. However, for a sufficiently high degree of predictability of domestic environmental policy processes, the expected welfare from sharing information is greater than the expected welfare from keeping it private. The minimum degree of policy predictability for which information sharing occurs increases with the level of environmental risk. Intuitively, information exchange can help mitigate the perception of global uncertainty (both political and scientific) that surrounds transnational environmental problems and potentially improve welfare if policymaking processes are sufficiently aligned with evidence-based approaches (predictable). 相似文献

This study appraises the value created by a bond offering in China, where high levels of state ownership and insider ownership raise concerns about the use of the proceeds. To estimate the impact of a bond issue on the firm's value, we apply an event‐study methodology on a sample of 481 issues of 347 Chinese companies over the period 2009–2013. It turns out that state ownership has a positive impact on the value of a bond offering for shareholders, which is consistent with an implicit guarantee of the issue by the state. For privately owned companies, insider ownership exerts a nonlinear impact on the firm's value, supporting an aligning effect in the use of the proceeds. Overall, the study confirms the key role of ownership structure in Chinese firms. 相似文献

In an earlier paper in this journal, we argued that current road safety programs and thinking are constructed within a paradigm that tends to accept existing cultural arrangements. The current paper is a sequel to the earlier one, and outlines significant policy themes emerging from a research project on a holistic approach to road safety. Two overarching themes include the importance of leadership for policy change and implementation, and addressing the more transformative aspects of intervening in a system. A distinction can be drawn between “deep” sustainable change, which usually requires fundamental redesign of the systems involved, and “shallow” adaptive change. Examples of deep change discussed include the much wider application of mobility management, a strong shift to active travel and public transport, and a reconsideration of how time is structured in society, as with the adoption of “Slow Cities” principles. Transformational leadership can draw on a variety of “knowledge cultures”, which can all share in collective decision-making and possible actions for the future. We discuss especially leadership at the worldview, organisational, and community levels. Vision Zero approaches are valuable, but need to be integrated with a common vision for a sustainable transport system developed in conjunction with energy, transport, health, environment, and education agencies. In addition, Vision Zero approaches can be assisted by greater attention to and questioning of embedded cultural practices and behaviour. 相似文献

The concept of ‘Devolution’—the transfer of powers away from the Central Government to more local bodies of Government, has been used across many different areas of policy and by many different national governments. This paper examines the devolution of transport powers to the existing Local Traffic Authorities in England via the 2004 Traffic Management Act. The paper first presents a summary of how several different nations have undertaken this process of devolving transport powers and responsibilities to either new or existing bodies. It then presents research from an electronic survey concerning how English Local Traffic Aut`horities are choosing to use some of the new powers available to them and their opinion on complementary areas of transport policy. Research is also presented from structured telephone interviews, concerning how individual Local Authorities perceive the efficacy and equity of the new legislation. Overall, the results show that only some of these new powers are likely to be used by English Local Authorities, with limited variation in how different types of LTA are choosing to implement these new powers. The structured telephone interviews provided some evidence that rural Authorities in particular are more dissatisfied with the legislation and consider some of the measures unhelpful. The results provide some insights on the formulation of devolved policy applicable to existing Local Government bodies and the varying benefits that can be perceived to apply to different types of Local Authority. Conclusions are drawn on some of the practical difficulties arising from the English experience, and lessons of relevance are drawn for other nations considering a similar devolution of transport powers. 相似文献

Time series analysis is used to study the savings rate and its determinants. The real effective exchange rate is introduced as a new independent variable in the savings function. Borrowing constraints, the current account balance, real rate of interest, macroeconomic stability, and age dependency are shown to be significant determinants of the savings rate. In addition, the real effective exchange rate is found to be significant across countries. Violations of Purchasing Power Parity are shown to explain some of the differences in savings rates between Canada, Japan, the United Kingdom and the United States. 相似文献
