The Oaxaca–Blinder Unexplained Component as a Treatment Effects Estimator

In this paper I use the National Supported Work (NSW) data to examine the finite‐sample performance of the Oaxaca–Blinder unexplained component as an estimator of the population average treatment effect on the treated (PATT). Precisely, I follow sample and variable selections from Dehejia and Wahba (1999), and conclude that Oaxaca–Blinder performs better than any of the estimators in this influential paper, provided that overlap is imposed. As a robustness check, I consider alternative sample (Smith and Todd, 2005) and variable (Abadie and Imbens, 2011) selections, and present a simulation study which is also based on the NSW data.     

Formal and real ownership structure of the Polish economy: state-owned versus state-controlled enterprises

This article analyses the difference between the state’s formal and real shares in the Polish economy. We identify two basic types of corporate control exercised by the state over enterprises through ownership (in the case of majority ownership) and non-ownership tools (in the case of minority ownership). Consequently, we distinguish between two types of state enterprises: state-owned enterprises (SOEs) and state-controlled enterprises (SCEs). In post-communist economies, SCEs mainly originate from so-called reluctant privatisation, in which the transfer of ownership rights takes place without the appropriate transfer of control rights. We discuss the tools of non-ownership control used by the state. Our estimates of the real share of state enterprises in the Polish economy (which include both SOEs and SCEs) show that it is almost two times higher than the formal share (only SOEs). The share of state enterprises is also highest in the group of Poland’s largest and most important firms. We conclude that the real importance of state enterprises in the Polish economy is much higher than might be expected if only the formal share of state ownership is taken into account.     

Multiperiod Loans,Occasionally Binding Constraints,and Monetary Policy: A Quantitative Evaluation

We introduce multiperiod mortgage loans, fixed interest rate, a lower bound constraint on newly granted loans, and a possibly slack collateral constraint, in an otherwise standard Dynamic Stochastic General Equilibrium (DSGE) model with housing. Our nonlinear estimation shows that all those features are important to understand the evolution of mortgage debt during the recent U.S. housing market boom and bust. The transmission of monetary policy becomes dependent on the housing cycle, with weaker effects when house prices are high or start falling sharply. Higher average loan duration makes monetary policy less effective, eventually leading to asymmetric responses to positive and negative monetary shocks.

The Empire Strikes Back: Digital Control of Unfair Terms of Online Services

The authors argue that it is possible to partly automate the process of abstract control of fairness of clauses in online consumer contracts. The authors present a theoretical and empirical argument for this claim, including a brief presentation of the software they have designed. This type of automation would not replace human lawyers but would assist them and make their work more effective and efficient. Policy makers should direct their attention to the potential of using algorithmic techniques in enforcing the law regarding unfair contractual terms, and to facilitating research on and ultimately implementing such technologies.

U.S. food aid and American exports to recipient countries during the Cold War

In this article, we test to what extent the food aid granted by the U.S. during the Cold War was strategically motivated and used to promote U.S. interests. Using the data for the period 1971–1990, we investigate whether U.S. wheat aid had an effect on recipient countries’ total import of American products. The evidence we provide suggests a positive and robust relationship and thus it is consistent with the argument that U.S. food aid helped to create larger markets for U.S. producers.     

The Small Border Traffic Zone between Poland and Kaliningrad Region (Russia): The Impact of a Local Visa-Free Border Regime

After Poland’s accession to the EU, the Polish-Russian border became the EU external border. This significantly changed its nature and started the new type of cross border relation. Since 2012, when the Small Border Traffic (SBT) zone came into force, the border has changed its blockade function and started instead to be treated as a resource. The fundamental loosening of the border crossing regime reduced the social and functional distance between Poland and Kaliningrad, and in a broader sense between EU and Kaliningrad. This paper will try to show how small but meaningful initiative, the SBT, has had an impact on cross-border region. The present paper will describe the relationship between larger geopolitical actors and how they affect local border relations. The aim of this paper is to present phenomenon of new visa regime at the Polish-Russian border. The paper likewise describes the impact of the SBT on local communities and their economies, as well as national relations between adjacent countries. The analysis is based on the interviews and surveys conducted in the Polish-Russian border region in late 2014.
