This paper relies upon the hypothesis that the “knowledge production function” – defined in the geographical sense – is characterized by coefficient estimates which vary with firm size. In particular, large firms depend for their innovative output on direct and indirect R&D inputs, whereas small firms more extensively exploit the spillovers from research activities carried out by universities and by other firms. This hypothesis is tested against two different sets of data: the first based on patent statistics and dealing with 20 Italian regions over the period 1978–86; the second consisting of a selected number of product innovations identified by a literature-based counting procedure and dealing with 46 Italian provinces in year 1989. The results of regression analysis support the hypothesis that firms belonging to different size classes resort to different sources for the knowledge relevant to their innovative output. In particular, industry R&D prove to play a relatively more important function than do spillovers from university research in generating innovative output in large firms, whereas the opposite is true in the case of small firms.  相似文献

Using a newly assembled dataset spanning from 1820 to 1998, we study the relationship between the occurrence and magnitude of episodes of mass killing and the levels of development and democracy across countries and over time. Mass killings appear to be more likely at intermediate levels of income and less likely at very high levels of democracy. However, the estimated relationship between democracy and probability of mass killings is not linear in the full sample. In the XXth century, discrete improvements in democracy are systematically associated with episodes involving fewer victims. When human lives are endangered, when human dignity is in jeopardy, national borders and sensitivities become irrelevant. Whenever men or women are persecuted because of their race, religion, or political views, that place must—at that moment—become the center of the universe. – Elie Wiesel– Nobel Prize acceptance speech, 1986.  相似文献

Knowledge Diffusion and Networking in the Organic Production Sector: A Case Study
Recent uncertainty throughout the food system has put pressure on European farmers, now facing economic globalisation, changing consumer preferences, and a new legal and regulatory framework. Under these new circumstances, policy-makers must identify new strategies for developing food production systems in ways that benefit the whole of society, whilst minimising negative effects upon the environment. In this regard, the organic food sector, characterised by an ever more complex legislative framework and policy environment, presents an opportunity and a challenge for policy-makers as well as for farms and firms. This article reports findings from a case study of knowledge diffusion in the organic sector in the province of Foggia, a developmentally backward area in Southern Italy. Our study shows that despite a cohesive'network of interactions' among organic producers, exchanges of knowledge are fairly marginal. This communication void is partially filled by local institutions that are shown to be effective in diffusing juridical and technical knowledge but less effective in providing commercial/market information. Further institutional efforts are required to cover these knowledge gaps. The study draws attention to some policy issues that can be shared by groups of organic producers elsewhere with characteristics similar to the Foggian case study, similarities that call for institutions to facilitate the creation, interpretation, and sharing of knowledge.  相似文献

At a time of global economic and environmental crisis, academic and policy debates are re-emphasizing the potential of the social economy in providing an alternative development model that reconnects communities with their resource-base and enhances their ‘resilience’. The goal of this paper is to explore this potential through a focus on the practices and values of those who are concretely involved in the social economy. Based on data collected on five community food enterprises in Oxfordshire, UK, the analysis focuses on the perceptions of social entrepreneurs in relation to the ‘alternativeness’ of the social economy, its potential for expansion and its resilience. The research highlights the capacity of social entrepreneurs to empower local communities through a process of collective mobilization of local resources. Theoretically, this study generates new insights into the nature and meanings of resilience as a process of creation of more self-reliant communities of people, places, tools, skills and knowledge. From a policy and practice perspective, the paper raises the need for regional development strategies that capture the gains of these isolated initiatives, particularly in relation to their innovative capacity to create a shared vision that fosters synergies between local ecological, social and economic resources.  相似文献

In an increasingly integrated world with declining trade barriers, environmental regulations can have a decisive role in shaping countries’ comparative advantages. The conventional wisdom about environmental protection is that it comes at an additional cost on firms imposed by the government, which may erode their global competitiveness. However, this paradigm has been challenged by some analysts. In particular, Porter and van der Linde argue that pollution is often associated with a waste of resources and that more stringent environmental policies can stimulate innovations that may overcompensate for the costs of complying with these policies. This is known as the Porter hypothesis. While there is a broad empirical literature on the impact of trade on environment, the empirical literature on the impact of environmental regulations on trade flows is relatively scarce, very heterogeneous and presents mixed results. The innovative feature of this paper is its attempts to estimate, in a gravity setting, augmented with a proxi of environmental stringency, the impact of three major multilateral environmental agreements (MEAs) on 15 EU countries’ bilateral exports. According to our estimates, in the period 1988–2008, to be member of MEAs had a positive average impact on EU‐15 bilateral exports. This evidence can be partly explained by a possible trade diversion effect with respect to countries that did not sign MEAs and a corresponding trade creation effect among members of the environmental agreements. Furthermore, evidence coming from interaction effects estimates seems to show that for exporting countries, having signed the United Nations Framework Convention on Climate Change and the Montreal agreements partly mitigates (by the amount of the estimated coefficient) the negative impact of having a relatively more stringent environmental regulation on bilateral trade. This result could have important policy implications for the future international trade–environmental negotiations.  相似文献

We use disaggregated data by country and industry to empirically analyze the host country determinants of Chinese outward foreign direct investment (FDI) for the years 2003 to 2011. Our results suggest that the host-country determinants of Chinese FDI differ between high- and low-income countries. While all Chinese FDI is invariably market seeking, other motivations stand out for differing sectors in specific country groups. The resource seeking motivation is relevant for manufacturing FDI to high-income countries with relatively high fuel abundance, and to low-income countries with primary resource abundance (other than fuels). Differently, the strategic-asset seeking motivation, measured by the level of R&D spending on GDP, only positively and significantly affects Chinese manufacturing and service FDI to OECD countries, while higher education levels are an attraction factor for all investing firms. Natural resource is an important attraction factor for Chinese FDI, not only in resource-related sectors, but also in manufacturing and service sectors. Finally, Chinese FDI tends to follow exports (rather than foster them), especially in service sectors.  相似文献

Since the contributions by D. North [(1990). Institutions, institutional change, and economic performance. New York: CUP] and his Nobel Prize lecture [(1994). Economic performance through time, Nobel Prize Lecture. The American Economic Review, 84(3), 359–368], the relationship between mind and institutions has been increasingly investigated by economists. Mantzavinos, North, and Shariq [(2004). Learning, institutions, and economic performance. Perspectives on Politics, 2(1), 75–84] introduced the expression cognitive institutionalism in order to define this stream of research. In the first part of the paper we discuss some recent findings of the cognitive approach to institutions and its roots in the history of economic ideas. We also claim that in such an approach, no place has yet been found for a crucial faculty of the human mind, imagination. We then explore the concept of radical imaginary developed by Cornelius Castoriadis in his book The Imaginary Institution of Society (1975; 1987). From the perspective of cognitive economics, and on the grounds of Castoriadis’ legacy, we aim at highlighting some basic mechanisms of interaction between imagination, affectivity and institutions.

Synopsis Recent developments in economic literature have pointed out that path-dependence has a cognitive dimension. The paper shows how this result may be analyzed in more depth, by making explicit the links between the properties of path-dependent processes in economics and the functioning of the mind. Through the investigation of memory mechanisms, we explain why human beings might be considered as complex systems whose growth follows a stochastic and non-ergodic dynamic. Our main claim is that the concept of path-dependence, as commonly interpreted, does not take the reconstructive nature which characterizes human memory into full account. When such nature is acknowledged, the relevance of the mind in orientating individual attitude toward the past is extended and seems to be more important than discussed in the traditional literature. To specifically clarify the active role played by the human mind in the continuous process of revising past experiences and their influence on current outcomes, we introduce the concept of mind-dependence. Among the most relevant implications for economic theory, mind-dependence extends the meaning of lock-in and allows for the definition of new devices to escape trapping states.   相似文献
