Process improvement programs such as Six Sigma, Lean, and Lean Sigma are very important and deserve serious academic research attention. However, definition problems make it difficult to study any specific type of process improvement program. Therefore, this study defines two organizational level program management factors, Strategic Project Selection (SPS) and Project Management Infrastructure (PMI), that are independent of any specific process improvement program. Drawing upon current literature, this study develops and tests theoretical models that relate SPS and PMI to operational performance improvement and to each other. Using empirical data collected from 53 supplier plants of one large high-tech firm, this study finds that at the plant level, SPS mediates the relationship between PMI and operational performance improvement. This insight contributes to both theory development and practice, suggesting that a viable strategy for a process improvement program’s success is to focus on PMI in order to enhance SPS and ultimately improve performance. How do individuals' spatial decisions affect the institutions for public goods provision over time? This paper describes a dynamic model in which the provision mechanism for a public project is itself the object of locational choice of individuals. Individuals in an ongoing society must choose between a location with a Majority Rule mechanism and one with a Voluntary Contribution mechanism. Each mechanism determines a funding decision for a local public project which is repeated over time. Generations of individuals asynchronously supercede their ‘parents’, creating an entry/exit process that allows individuals with possibly different beliefs to enter society. A self-confirming equilibrium (SCE) belief process describes an evolution of beliefs in this society consistent with a self-confirming equilibrium (Fudenberg and Levine, 1993) of the repeated location/provision game. It is shown that the process with belief mutation as new individuals enter society results in a globally absorbing state in which the Majority Rule mechanism is the unique survivor of the two.  相似文献

The NSW Government is implementing a financial framework which is designed to encourage government service providers to become more efficient and effective. NSW Treasury is using Data Envelopment Analysis (DEA) to measure the efficiency of major government service providers, such as police, courts and hospitals. This paper outlines the progress in implementing the new financial framework and illustrates the way NSW Treasury will use DEA to help improve the efficiency of government service providers by describing an analysis of the NSW Police Service. The results suggest that NSW police patrols (local police districts) could, on average, reduce input usage by 13.5 percent through better management, and by 6 percent if the patrols could be restructured to achieve the optimal scale. Results also indicate that differences in operating environments, such as location and socioeconomic factors, do not have a significant influence upon the efficiency of police patrols.  相似文献

We show that the many unusual features of China’s financial markets are consistent with a government choosing regulations to maximize a standard type of social welfare function. Under certain conditions, these regulations are equivalent to imposing explicit taxes on business and interest income, yet should be much easier to enforce. The observed implicit tax rates are broadly in line with those observed in other countries. The theory also forecasts, however, that China will face increasing incentives over time to shift to explicit taxes.  相似文献

A Special class of promotions where the consumer is invited to play a game, receive trading stamps or accept gifts has continually elicited reactions from economists, congressional investigators and certain consumer groups. Furthermore, many of these promotions are condemned by their originators, yet they persist! I submit that our ability to effectively treat the problem has been limited by a lack of theoretical understanding of the fundamental causes and features that underlie such promotions. This paper is an attempt to provide a general theory of these cases which I have titled the oligopolistic ‘lock-in’.

Government intervention may often be necessary for the dissolution of the ‘lock-in’, but while firms may wish to free themselves from its grip, unfavorable publicity from such intervention has historically forced them to defend the status quo. In such cases, an ounce of prevention is worth a pound of cure: if managers in industries where the ‘lock-in’ can exist understand the phenomenon, they can (hopefully) avoid its dilemma. Likewise, economists concerned with the public policy aspects can treat the causes rather than the symptoms.  相似文献

Globalization, high growth rates in high-tech industries, growing emerging markets and harmonization of patent institutions across countries have stimulated patenting in foreign markets. We use a simple model of international patenting, where the decision to patent in a foreign country depends on country characteristics and the quality of the patented invention. With access to a detailed database on individual patents owned by small Swedish firms and inventors, we are able to estimate some of these relationships and test their validity. Our results indicate that the propensity to apply for international patent protection increases with indicators of the quality of the invention, technological rivalry and market size in the host market.  相似文献

Research on networks of innovation has typically focused on relationships of competition and collaboration between firms in the network, sometimes extending the analysis to sources of new ideas such as universities. More recently, attention has been paid to the activities of intermediaries in such networks, which facilitate the innovation process, which are positioned between the sources and users of innovations. This paper focuses on the organization of a distinctive type of intermediary, which we have defined as an innovation broker, by providing an analysis of 10 case studies of organizations dedicated to innovation broking from around the world. Innovation brokers in our definition are organizations that are founded especially to undertake an intermediary role, rather than performing that role as a by-product of their principal activities. The results of this analysis suggest that the key role played by innovation brokers in the innovation process is the independent validation of new ideas, thereby facilitating diffusion. In order to carry out this task, innovation brokers are organized on a not-for-profit basis, typically as a public–private partnership. The paper concludes by discussing the implications of the findings for innovation theory and research in networks of innovation.  相似文献
