Some authors focus on the fact that Germany shows one of the highest tax burdens among the OECD countries. Based on their analysis, they suggest approaches to reduce the tax burden in particular for lower and medium incomes. These tax reliefs are possible, and would not compromise new public investment. But decreases in personal income tax rates mainly relieve higher income earners and are accompanied by high tax losses if the top tax rates are not increased. Alternatives are relief for social contributions or VAT. Other researchers do not look at the tax burden this way: as the income tax burden in Germany is not high from a historical perspective or by international standards, there is no case for massive tax cuts, as this would jeopardise the government’s ability to act and fail to correct past shifts of the tax burden at the expense of households with low incomes. Any tax cuts should be targeted at the bottom half of the income distribution without creating any revenue shortfalls. Instead, the government would be well advised to increase its efforts to overcome the public investment backlog and ensure a well functioning civil service. It is striking that there are so many theoretical justifications of redistribution by government. Is it because each single justification is weak? I review and criticise the various arguments advanced in the literature. The main distinctions are between (a) Paretian justifications asserting that all, including the net payers, benefit from redistribution, (b) theories of justice and (c) utilitarianism. My conclusion is that redistribution ought to be based on Paretian arguments as far as possible and that helping the poor is more likely to maximise the happiness of all than is a general levelling of income differences. 相似文献

I propose in this article a new interpretation of the evolution of post-communist systems by comparing the evolutions in Central and Eastern Europe and in China. Transition is reinterpreted as the result of a collapse of communist state structures in Central and Eastern Europe and, in China, in contrast, as the result of the will to prevent such an outcome. Consider a coffeemaker that offers 12 drink options, a car with more than 700 features on the dashboard, and a mouse pad that's also a clock, calculator, and FM radio. All are examples of "feature bloat", or "featuritis", the result of an almost irresistible temptation to load products with lots of bells and whistles. The problem is that the more features a product boasts, the harder it is to use. Manufacturers that increase a product's capability--the number of useful functions it can perform--at the expense of its usability are exposing their customers to feature fatigue. The authors have conducted three studies to gain a better understanding of how consumers weigh a product's capability relative to its usability. They found that even though consumers know that products with more features are harder to use, they initially choose high-feature models. They also pile on more features when given the chance to customize a product for their needs. Once consumers have actually worked with a product, however, usability starts to matter more to them than capability. For managers in consumer products companies, these findings present a dilemma: Should they maximize initial sales by designing high-feature models, which consumers consistently choose, or should they limit the number of features in order to enhance the lifetime value of their customers? The authors' analytical model guides companies toward a happy middle ground: maximizing the net present value of the typical customer's profit stream. In this action research study, we show by several cases that a synthetic innovation style in combination with an entrepreneurial culture might increase innovations for safety. Rational decisions and early product specifications were replaced by a natural selection of ideas in an acting reality to have the most fitted ideas among the actors. The forthcoming ideas actually ruled the development of the process and the business set-up like in an entrepreneurial culture. With financial support from the Swedish research funds, Vinnova and SBUF, a laboratory for both research and innovation was implemented at the Karolinska Institutet. The laboratory emanated from an initiative of Professor Leif Svanstr?m in developing a multidisciplinary collaboration on design and consumer safety.
